Vehicle: GJF6369:OH Chevy Impala Blue Dispatch advised they received a call of a subject that was cut with a knife at theteahouse of the Dancing Lady, 2215 Tiffin Ave. The caller advised a female cut him, and left in a blue Chevy Impala. As Officers were responding to the area, a Perkins Police unit observed the Impala driving e/b on W. Perkins Ave., and initiated a traffic stop at W. Perkins Ave. and Stahlwood Dr. Victoria Harris was found to be the driver. Ofc. Smith and Ofc. Powell responded to the traffic stop, the other units responded to the Teahouse. Upon arrival at the Teahouse, I attempted to gain entry to the facility. The female working the door would not open the door for me, and said her boss would not allow her to open the door. I asked if the subject that was cut was inside, and she said he left the building. Officers did observe a black male walking slowly from the area, attempting to walk s/b on Tiffin Ave. Officers stopped the male and asked if he was the subject that was stabbed. He said he was not stabbed. He was asked if he was cut, and he said yeah, but indicated it was nothing. The male was identified as Anthony Houston. A small laceration was observed on Anthony's chin, and there was blood smudged around the cut and some blood on his jacket. Anthony said he did not need an ambulance, but he was advised SFD was going to respond to check him out to make sure it was not a serious injury. Anthony was asked what happened. He said he and his girlfriend, Victoria, recently ended their relationship. Anthony said she discovered he was at the Teahouse, and showed up to confront him about the matter as she was upset. Anthony said she arrived in the Impala. He said he went out to talk to her, and the two began arguing. Anthony said there was some shoving and grabbing between the two. He was asked if she cut him, but he would not say. Anthony continued to insist he did not need treatment, and did not want anything done about the matter. While speaking with Anthony, Patrick Reed was standing near and told Anthony to just tell us nothing happened. Patrick said to tell officers Anthony tripped and fell on the ice. Patrick did point out to officers where the altercation occurred. Patrick pointed near the roadway in the parking lot, behind Anthony's vehicle. There was a pair of gloves, a lighter, and some other items on the ground where Patrick said the altercation occurred. However Patrick insisted Anthony fell, and no one was cut. Anthony was asked if Victoria had a knife. Anthony said she did have a knife, but it was a work knife because she works at a factory. Anthony would not advise any further on the matter. SFD arrived and began to treat Anthony. Officers that were out with Victoria advised they located a

utility knife, on the passenger seat of her vehicle, that had blood on it. Anthony was asked about this, but would not advise further. Anthony was treated by SFD in the ambulance, but refused further treatment. Anthony was concerned about charges being pursued against Victoria, and said he did not want her charged in the matter. Anthony admitted to me after being treated that he said Victoria had a knife, but he did not say she had the knife on her at the time of the altercation. Anthony was advised Victoria would be receiving a Domestic Violence and Assault charge, as she was the aggressor in the matter and it would be pursued by our department. Anthony said they do have two children together and were in a relationship and living together. Ofc. Powell later advised he was speaking with Victoria at the traffic stop while she was in her vehicle. Ofc. Powell asked her for her driver's license. She said it was in her purse. Ofc. Powell asked Victoria if he could get in her purse to retrieve her license, and she said yes. Ofc. Powell said when he entered the vehicle to get the license, he observed the silver Stanley Utility knife in plain view on the front passenger seat. The utility knife was found to have blood on it. The utility knife was taken for evidence. Victoria was asked what happened, but she would not provide any information. Victoria was transported to PPD, and subsequently charged of OVI after testing.118 at their station. Victoria was checked for prior domestic violence charges, and she was found to have a prior domestic violence conviction through Sandusky Municipal Court on 12/21/2007, CRB0702186A. A Felony Domestic Violence charge and Felonious Assault charge were completed against Victoria, and signed by our department. Victoria was taken to ECSO by Perkins PD, and she was served her additional charges while there. The utility knife was turned in to the evidence receiving room. Pictures were taken of Anthony's cut while on scene, and later turned in with the report. Contact was made with Safe Harbor, and they were advised of the incident.
