KINGSLEY PARISH COUNCIL MINUTES OF THE MEETING OF KINGSLEY PARISH COUNCIL HELD IN THE KINGSLEY COMMUNITY CENTRE ON TUESDAY 21 ST SEPTEMBER 2010 AT 7.30PM Present: Councillor Gwillim (Chairman) Councillor R. Woods (Parish Clerk) MEETING NO. 3 Prior to commencement of the meeting the Chairman welcomed the residents of Dark Lane to the meeting. 10 /835` Apologies for Absence Council accepted the apologies from Councillors Brooker, Ireland & Barker. 10/836 Minutes of the Meeting held on the 20 TH July 2010 The Minutes of the meeting held on 20 th July were approved and signed by the Chairman as a true and correct record. 10/837 Matters arising from the Minutes None 10/838 Chairman s Remarks The Chairman reported that during the summer recess there had been quite a lot of activity in relation to the Haulage Yard on Dark Lane. The site was up for sale and as yet had not been sold. Current planning permission on the site would automatically go with the land unless a change of use was asked for. If the new owners were to operate heavy goods vehicles, they would need to apply to VASA for a licence. Although the Parish Council is not on the list of consultees prior to granting a licence, a request has been made to include the Parish Council in future. All correspondence received by the Parish Council had been circulated to all Councillors and replies sent by the Chairman giving the up to date position. 10/839 Opportunity for Public to raise issues Mr. Chris Pownall Dark Lane 11
Mr. Pownall reported that if there was a change of site ownership the Traffic Commission only gives 21 days to submit any objections to the new owners taking up the site. It could happen that there would only be 21 days to formulate a response. Mr. Pownall asked if the Parish Council would make a policy in relation to this site continuing as a haulage site in view of the many traffic related issued in Dark Lane. If a policy was made this could then be passed to Cheshire West and Chester Council who have the right to respond. It was noted that some progress had been made with Mr. Hodgson from Cheshire West & Chester Council in relation to getting a sign erected in relation to the width of vehicles. Councillor Moores reported on his previous efforts in relation to this problem and congratulated them on the progress made. D.T.Turner (cremation) 75.00 D.T.Turner (Burial) 220.00 10/842 Borough Councillor Remarks None present. 10/843 Parish Plan It was noted that 3 Councillors would be attending the Workshop on the 7 th October. The Chairman asked as many councilors as possible to attend the meeting on the 25 th September. 10/844 Playing Field Report. Wicksteed Safety Inspection Report Councillor Fletcher reported on the Inspection Report and the suggestion for an additional sign. Clerk requested to forward Report to all Councillors before a decision on the suggested sign was made. Councillor Fletcher commended on the request to cut down saplings growing in the boundary hedge. A report from the Old Vicarage Tree Surgery awaited. A request had been received from a resident to purchase a section of land adjacent to their house. More details requested. Councillor Fletcher to bring back to next meeting. 10/845 Cemetery Report Nothing to report. Delayed grass cutting now up to date. 10/846 Footpath Report Tree on Bridge Path Dodgsley Close. Councillor Maddock to meet with resident over getting this work done. 10/847 Traffic & Transport Report Councillor Moores referred to speeding traffic along Norley Road and the response received from Norley Council which indicated they did not have a problem. Still awaiting a response from Councillor Riley before discussions can proceed. Scotland Lane Footpath issue to be added to list for Councillor Riley. Councillor Moores reported he had spoken to the Chairman of the Transition Initiative in relation to preparation of the site. An issue was the proposed opening up of the entrance onto Chapel Lane. After discussions with Cheshire West it now appeared the problems in relation to access off Chapel Lane had been resolved. 13
It was noted that Councillor Moores had agreed to be part of the group representing local parishes to sit every couple of months in commencing with speed enforcement and the use of Speed Indicator. Police Sergeants to chair these meetings. 10/848 Kingsley KU 17 Club Report Councillor Lewis reported that the group had restarted on the 9 th September and fund raising was planned for October. Details would follow to confirm. 10/849 Website Report Working well.. 10/850 Community Liaison Report No Report. 10/851 Community Pride/Litter Picks/Orchards Councillor Lewis reported on correspondence with a resident and NRL over the Japanese Knotweed problem. It was agreed that this would be followed up in 6 months time to see if the proposed relevant work had been carried out. Councillor Maddock highlighted the forthcoming charity day in aid of McMillan Nurses. 10/852 Carnival 2010 It was agreed that the profits from the carnival would be split as follows: 80% to Kingsley St. Johns Nursery 20% to Girl Guides. 10/853 Youth Report Councillor Wilson reported on his attendance at the last meeting with the Speed Indicator issue had been discussed. It was noted that some children were carrying out the Duke of Edinburgh Awards and were looking for schemes to assist. Council suggested the clearing of the brook might be a good project, 10/854 Transition Initiative Nothing to report. 10/855 Affordable Housing The Chairman reported that there were still two schemes in Cheshire West which were still being considered one of which was Kingsley. It appeared there was unsought money in the under spend to fund year one for both schemes. Money not available to fund year two. Scheme could not go ahead with funding being available for both years. This still under consideration pending the spending review, 14
