Woods (Parish Clerk) MEETING NO. 2 15/074 Apologies for Absence Council received and accepted apologies from Councillor D. Moores. 15/075 Minutes of the Meeting held on the 19 th May 2015 The Minutes of the Meeting held on the 19 th May were approved and signed by the Chairman as a true and correct record. 15/076 Matters Arising from the Minutes The Clerk confirmed that the comments submitted on behalf of the Council in relation to the Local Plan (part 2 Consultation on local service centres) had been sent to the new councillors.. The Chairman reminded Councillors about their profiles for the Website. It was agreed that the Annual Report would be sent to Elizabeth Wilson for inclusion in the Newsletter and a copy would be sent for inclusion on the web. 15/077 Chairman s Remarks The Chairman referred to the planters at The Cross and thanked Catherine Tweedie for her hard work. The Chairman also made reference to the issue of the diseased trees on the Dodgsley Bridle path that had been raised some time ago. Reference was made to Councillor Moores report which had been circulated to all Councillors which had indicated the trees did not belong to CW&C nor were they the responsibility of the Parish Council and were in fact the responsibility of the landowner and it was for them to take whatever action they deemed necessary. 1

(b) Council noted payments received Nat West (Interest) 1.77 Nat West (Interest) 1.55 15/081 Council considered the report provided by Councillor Moores inb relation to the maintenance of the landscaped area at St.Johns School And the suggested job description for the General Assistant which would include this maintenance. After discussion it was agreed to ask Councillor Moores to contact the school to see if there were any regulations which needed to be met and then to contact the General Assistant for his comments. 3
It was agreed to approach the Payroll Provider in relation to the correspondence received from the Pension Regulator to see if she would be happy to act as the Council contact. Council suspend Standing Orders for ten minutes for the following item. 15/083 Borough Councillor Remarks Councillor Oultram referred to the traffic issue at Top School and suggested it might improve if Middle Lane was made one way only. The issue in relation to the adjoining field in the area had not yet been resolved. Relocation of the flashing speeding sign might also be an improvement. Councillor Oultram also referred to complaints received in connection with Pike Lane and excessive noise. In relation to the Village Institute it was noted that some improvement in services had taken place but the funding from CW& had now ended and other sources of funding would be required. It was agreed that the Kingsley Transition Initiative be invited to attend prior to the full council meeting in October. 5/082 To receive proposals from Structure Working Party on the following: The Chairman referred to the report previously circulated to Councillors following which the following proposals were approved and accepted by Council. Kingsley Carnival Councillor Crane to approach key organisations in the village and evaluate potential interest in forming a working group to plan an event in 2016. Formation of a Planning Group Councillors Moores, Jones and Fletcher to set up a planning working group and bring a draft terms of reference to the next meeting. Investment Planning A further working group meeting to be held in August. Kingsley Web Clerk to contact Simon Sherlock to request an annual report on the Website and this no longer to be a standing Agenda item. 4
KU 17 Clerk to write to KU 17 Chair to request a short presentation at the next Kingsley Parish Council Meeting. This no longer a standing Agenda item Kingsley Parish Council Vacancies The decision in filling the vacancies to be postponed until capacity of existing council could be measured. Clerk reported that if a considerable length of time elapsed before advertising the Council would have to advertise it as a Casual Vacancy to CW&C officially and if ten electors requested a poll there would have to be an election. Clerk to ascertain what the time scale would be from CW&C. Standing Agenda items It was agreed that Cemetery and Play areas would remain as standing agenda items but Traffic & Transport, Public Rights of Way and Village enhancement would only be reported on an exceptional basis where there was an important issue to note or resolve. The Clerk to receive Agenda items 7 days in advance and with a firm proposals for action. Planters at The Cross The issue of watering the planters at The Cross could be a concern.it was agreed that a request would be placed on the Web and in the Newsletter to see if any volunteers could be found to carry out this task. 15/084 Kingsley Village Institute Dealt with under Borough Council remarks. 15/085 Playing Field Report. To receive up to date position re Middle Lane Playing Field. The Clerk reported on the information she had received from ex councillor Gwillim and the concerns that had been expressed over various issues. After some discussion it was agreed not to pursue the transfer of the field at this time. Councillor Jones reported on the funding applications for the proposed outdoor Gym project and it was confirmed that the Parish Council were agreeable to paying the third party funding element of the application costing 5912.50p. It was also agreed that the Parish Council would earmark contingency funding in the sum of 4287.97. A maintenance plan had been drawn up for the playing field. It was noted that Forrester s had agreed to fund the provision of two benches.. 5
15/086 Cemetery Report Nothing to report. 15/069` Footpaths, Traffic & Transport Report Councillor Vickers referred to the problems with parking around Top School and referred to a meeting with CW&C at which this would be raised. Councillor Pownall referred to Hollow Lane and the subsidence near the Cemetery Wall. It was felt important that the owners of the wall be identified as soon as possible. This to be discussed at the next meeting. 15/087 Village Enhancement The Chairman referred to the request from Councillor Moores re the purchase of some decorative bark for the planting at St Johns School. It was agreed this would be purchased at a cost of 260.00 including VAT., 15/088 Kingsley KU 17 Club Report No report 15/089 Website Report No report. 15/090 Correspondence Received ` (a) Cheshire West & Chester Council To note that following the May Elections the proposed amount to be recharged for Kingsley Parish Council is 197.00(invoice awaited) (b) Miscellaneous Meeting closed at 9.20pm.
