Burbage Parish Council Minutes of a meeting of Burbage Parish Council held on Monday 10 th November 2018 at 7.45pm in Burbage Church Centre 18/32 Attendance Cllrs. Steve Colling (Chairman), Andrew Fellows, Lee Giddings, Glenda Pearce, Gill Terry, Andrew Wheeler and Chris Wheeler were present, plus Joyce Turner (Clerk) Cllr Stuart Wheeler of Wiltshire Council reported that the Pewsey Area Board had held its first meeting in the new Vale Centre. This has fantastic facilities, and more classes will be made available as more people join. Planning permission is being applied for for the wheeled sports area outside. Transport is in the process of being arranged for people without access to cars. The intention is to try to use community buses, usually minibuses, for this purpose. It is hoped that Oxenwood will be saved from closure. It will definitely continue until January 2020. Preferred bidders have been identified to take it over and run it. The budget for next year is now being worked on. Wiltshire Council has received a bit more money, and this has enabled the Sunday parking charges to be removed. The proposed 20mph limit for Burbage (East of High Street) is now on the action list. A Police report was sent by email. There has been one burglary in Burbage during November, where a set of drills were stolen from a vehicle. There was no report from the Village Hall. There was no report from the Speedwatch team. Two members of the public, Mr Gary Rawlinson and Mr Tom Blanchard were present. Mr Rawlinson attended to discuss the closure of the post box at Stibb Green. Royal Mail had decided to close it after a complaint was received that the steps leading to it were dangerous. However, after Mr Rawlinson spoke to the local collections manager, it was agreed that in so doing a greater health and safety risk has been created, as going to the next nearest box involved a long walk down a busy road with no pavement. The box has been re-opened. The collections manager said that he has no budget to rebuild the path or install a handrail, and suggested that the Parish Council might wish to install a sign by the box saying the people use the postbox at their own risk. The Chairman informed Mr Rawlinson that the Parish Council would like to do the maintenance on the steps, but have not been able to identify the owner of the land. He said that it will be looked at again in the new year. He also thanked Mr Rawlinson for his FROTH campaign, to try to prevent the Three Horseshoes being lost to the village. 708 To receive and accept apologies for absence: Cllr Thornton 709 To receive Declarations of Interest and requests for dispensation: Cllr Fellows declared a non-pecuniary interest in Item 715 e) relating to the proposed changes to the cricket field. 710 The previously circulated Minutes of Meeting held on Wednesday 14 th November 2018 were accepted as a true record and signed by the Chairman. 711 The Chairman presented an update from the Community Transport Group. The proposed 20mph limit in Burbage (East of High Street) is now on the Top 5 list. The Chairman is also trying to get CATG to look at changing the T junction on to the A338 from Eastcourt Road back to a proper, straight T to make visibility better. The speed assessment at the Warren showed traffic travelling at an average speed of 42mph, so the recommendation from CATG will probably be to install gates. A request has been made by the owners of a field opening on to the by-pass to improve the exit, as they are having to bring horses straight out on to the busy road where traffic is moving at speed. 712 A Pewsey Area Board meeting was held at the new Vale Health and Wellbeing Centre on 3 rd December. The Chairman circulated notes from the meeting to the parish councillors. 713 Correspondence received since the last meeting, not covered by Committees: i) A media request from the Gazette and Herald was noted. It was agreed that there is good visibility along the lane, with passing places. The Clerk was asked to reply that the Parish Council has not considered it, and is not inclined to pursue it. Action Clerk iii) An email from the Flood Planning Officer at Wiltshire Council, asking for an update on the village s flood and emergency plan was discussed. The Clerk was asked to send in the latest copy of the relevant section of the emergency plan. Persimmon Homes were asked to build a shelter, but have declined. They suggested applying to their charity for the funding. The Clerk was asked to check with Wiltshire Council if a bus shelter would be permitted at that location 4. New litter bin for playground - Proposal to order 2 further bins, up to a cost of 100 each. Proposed Cllr Andrew Wheeler, seconded Cllr Pearce, approved unanimously. The Clerk was asked to place the order. 5. Repairs needed in the playground the basketball back plates need replacing. The playground large gates need combination locks installing, to prevent the gates being left open. 6. Update on Martingale Road and Seawards correspondence - Cllr Chris Wheeler has tried to speak to the replacement contact again, and has chased for a response. Village sweep - A quote of 500 + VAT has been obtained from Wiltshire Concrete, to travel to Burbage, sweep all the roads, and take away the collected rubbish. There was a very near miss when a tractor almost collided with a mother and child out horse riding. 11. Suggestion to put bike rack by bus stop next to the Three Horseshoes 12. Grit and salt supplies for winter 2018/19 order placed with Wiltshire Council. To be collected from Marlborough in November CW Dec Cllr Chris Wheeler volunteered to map out the areas that need sweeping, and to contact Wiltshire Concrete to arrange it. Clerk Oct Mr Tom Blanchard reported that he has spoken to the tractor driver concerned, and asked all his drivers to drive at an appropriate speed on the village roads. CW/AW Nov Collection was made from Wootton Bassett depot on Friday 16 th November Proposal to site a salt bin by the doctor s surgery, at a cost of up to 250 + VAT. 18/35 c) The quotes for the new roundabout in the playground were discussed. Cllr Chris Wheeler is waiting for one more response. Carried forward to the Parish Council meeting on 14 th January. d) The specification to replace the broken fence in the playground was put on hold until the changes to the playground have been made, to help access for the new equipment. e) The proposed changes to the cricket field were discussed. Cllr Fellows, having declared a non-pecuniary interest, took no part in the discussion, other than to provide details of the proposed changes when requested. It was agreed that the Parish Council do not feel in a position to make an informed reply without more details and a diagram. It was thought that planning permission would be required for the proposed new entrance, so it was agreed that the Parish Council would wait for that. f) The request from Mr John Acheson for the benches in the village to be cleaned was discussed. The Clerk was asked to obtain quotes for the work. Action Clerk g) The offer from Mr Acheson to cut the grass around Seymour Pond, and help with any tidying up, was appreciated, and the Clerk was asked to thank him. However, the Parish Council has not yet been given full ownership of the land. Cllr Colling volunteered to chase this up. Action Clerk and Cllr Colling h) The playground inspection rota for the next month was noted. 716 Finance & Policy Committee: GP a) Correspondence: An email from Mrs Michaela Grabowski about various issues was noted. All relevant points have been dealt with. The Clerk was asked to send a response to Mrs Grabowski. Action Clerk b) Receive report of Actions outstanding from previous minutes: None c) The proposal to amend the budget for 2019/20 was discussed. It was agreed that a sum of 1,000 would be budgeted for donations to village events/groups; and that an additional sum of 8,000 would be added to the budget for playground equipment in order to repair damaged surfaces and replace some damaged play items. Proposed Cllr Chris Wheeler, seconded Cllr Pearce, approved unanimously. This brings the total new budget for 2019/2020 to 57,385. d) After much discussion, it was proposed that the Precept for 2019/2020 should be set at 44,349. Proposed Cllr Fellows, seconded Cllr Pearce, approved unanimously. However, as there is a reserve of 14,014 remaining in the Neighbourhood Development Plan budget after all costs have been met, this amount will be refunded via the Precept. This brings the actual Precept demand for 2019/2020 down to 30,335. The Clerk was asked to submit the Precept demand to Wiltshire Council. Action Clerk e) A correction to Item 653 e), the cost of the insurance renewal premium, in the Minutes of the Parish Council meeting held on 14 th May 2018 was approved, and the Minutes were changed. f) The classification of the donation made to the Scouts for new equipment at the Parish Council meeting held on Monday 14 th May was changed from Section 137 to Section 19. g) A Resolution was made to use Section 137 to make the grant of 750 to Burbage News for new computer equipment. The grant was made on 12 th March 2018. h) A Resolution to make a virement to move budget of 750 from unallocated reserves to Line 27 Donation of village events/organisations in the accounts for 2017/18 was made. i) A Resolution to make a virement to move budget of 372 from unallocated reserves to Line 27 Donation of village events/organisations in the accounts for this year, for the donation to the Scouts for new equipment was made. j) The proposal to move the normal Monday Parish Council meetings which clash with Pewsey Area Board meetings to the following Monday instead of to the customary Wednesday, following notification that the Church Centre is not available until 8pm on Wednesdays, was approved.
