1 General 1.1 Purpose The purpose of this Letter of Agreement is to define the coordination procedures to be applied between Bodø AoR and Murmansk FIR when providing ATS. 1.2 Distribution All operationally significant information and procedures contained in this Letter of Agreement shall be distributed by the appropriate means to all concerned controllers. 1.3 Validity This Letter of Agreement becomes effective 07/03/2011. Non-schedule and private flights may only take place within the area provided a complete flightplan has been filed prior to departure, and with a specified route. When the national border is to be crossed, the time and position where the crossing will take place must be specified in the remarks section of the flightplan. More complete details of area ENR 402 can be found in the AIP of Norway ENR 5.1-6. See appendix 3 for map of ENR 402 area.

4 Procedures for Coordination 4.1 ATS Routes, Coordination Points and Flight Level Allocation. RVSM will be used as applicable within Norway FIR. 4.3.1.2 For flights over LATEN, ADEMA and AKATI. 4.3.1.2.1 Bodø ATCC will hand over traffic applying the vertical separation according to ICAO standards for non RVSM airspace. The minimum longitudinal separation applied for flights at the same level in the same direction operated over LATEN and ADEMA will be 10 minutes.

4.3.1.2.2 RVSM and MNPS separation standards will be used as applicable within Norway FIR and Bodø OFIR. 4.3.1.2.3 With reference to para 5.3 Bodø ATCC will apply para 4.3.1.2.1 and 4.3.1.2.2 for traffic between LATEN/ADEMA and 030 E and between AKATI and VARID. 4.3.1.2.4 Murmansk ACC will hand over traffic applying the vertical separation according to ICAO standards for non RVSM airspace. The minimum longitudinal separation applied for flights at the same level in the same direction operated over LATEN and ADEMA will be 10 minutes. 4.3.1 Oceanic Clearances 4.3.1.1 Bodø ATCC will issue Oceanic clearance for eastbound flights on B483 to position KHATANGA. 4.3.1.2 Bodø ATCC will issue Oceanic clearance for eastbound flights on G108 to position SONEP. 4.3.1.3 Westbound flights will, by the relevant Russian ACC, be assigned oceanic clearance from LATEN to landfall according to FPL. 4.3.1.4 Oceanic clearances for westbound flights via AKATI and ADEMA will be issued by Bodø ATCC. 4.4 Flight level In Norway flight levels is given in feet and in Russia in metres. 4.4.1 Flights from Bodø ATCC to Murmansk ACC Flights will leave Bodø AoR with a FL standard of feet, and will by Murmansk ACC be given a new FL in metres. 4.4.1 Flights from Murmansk ACC to Bodø ATCC Flights will leave Murmansk FIR with a FL standard of metres, and will by Bodø ATCC be given a new FL in feet. 4.5 VFR-flights 4.5.1 Flights from Bodø AoR to Murmansk FIR VFR flights are subjected to an Approval Request with Murmansk ACC. 4.5.2 Flights from Murmansk FIR to Bodø AoR VFR flights are subjected to an Approval Request with Bodø ATCC.
