The proposed development would result in a prominent and incongruous development which would have a detrimental impact on the landscape character of the surrounding area. The application is therefore contrary to policies E1, E2 and E3 of the Test Valley Borough Revised Local Plan 2016 and represents an unsustainable form of development, contrary to the 'environmental' dimension of sustainable development, as set out in of the National Planning Policy Framework. 2. The proposed development, by virtue of its location adjacent to residential properties, will result in the occupiers of neighbouring properties being subject to unacceptable noise levels which, due to the siting and type of development proposed, cannot be adequately mitigated as to ameliorate the impact to an acceptable level. The proposal is therefore contrary to policy E8 of the Test Valley Borough Revised Local Plan 2016. 3. The proposed development extends beyond the lawful employment site into the countryside. There is no essential or overriding need for the development to be located in the countryside. The retention of the buildings in employment use is therefore contrary to policies COM2 and LE17 of the Test Valley Borough Revised Local Plan 2016. 1249 102 GENERAL BUSINESS AT CHAIRMAN S DISCRETION The Chairman and the Clerk to meet with Savills and Scottish and Southern Electricity on Monday 12 vember to be briefed on the closure of the Bridleway 501 (the closed off section of Crampmoor Lane) to enable the works to bury the overhead high voltage cable. Further both to meet with the Highways Engineer on Highwood Lane to discuss the possibility of extending the footway to Botley Road.
