Minutes of the meeting of St Teath Parish Council held on Monday 20 July 2015 at 7pm in the St Teath Community Room. Present Cllrs Livingstone (Chair), Woollard, Fox, Merrilees, Stacey, Clark, Homans, Heard & Gardiner and 1 member of the public. In attendance Sue Lee Parish Clerk Apologies - none 42 Declarations of interest Cllr Clark declared a prejudicial interest in spraying as the parish contractor. 43 Dispensations granted in line with The Code of Conduct none. 44 Councillors a. Acceptance of Office for co-opted members Cllrs Homans & Heard were welcomed to the Council. They signed their acceptance of office forms and returned their register of interest forms. b. Resignation the Council were advised of the resignation of Councillor Sandercock. Cornwall Council has been advised and the appropriate notices put up in the parish. Cllr Stacey to advise the Clerk on his length of service. Action: Cllr Stacey 45 Public Participation Bakers Place plaque will be reinstated in the future. 46 The minutes of the last meeting held on 15 June were RESOLVED to be a true record of the meeting and were signed by the Chair. 47 Clerks Report was noted a. Delabole toilets there have been several blockages in the past month one was under the main highway and the other was due to a number of syringes being flushed down the toilets. b. Bakers Park further damage has been caused to the triangle Cllr Clark will ask the quarry for a price for a granite stone to add to the triangle. Action: Cllr Clark 48 County Councillor report none 49 Police report none 50 Planning a. It was RESOLVED to make the following responses to Cornwall Council in respect of planning applications i PA15/05304 - Wheel Cottage, Knights Mill, St Teath- front single storey extension to form boiler/gas tank housing. SUPPORTED ii PA15/05339 Wheel Cottage, Knights Mill, St Teath- Listed building consent for internal alterations and replacement of boiler/gas tank enclosure. SUPPORTED iii PA15/04503 Bangor Farm, West, Delabole Demolish existing garage and construct a new garage in same place. SUPPORTED iv PA15/05179 The Stables, St Teath Alterations and extension to provide additional accommodation and erection of twin garages to
replace existing single garage resubmission of PA15/00489 SUPPORTED v PA15/05177 The Stables, St Teath - listed building consent as above SUPPORTED vi PA15/05470 St Teath Community Primary School siting of single modular building with 2 classrooms and a toilet block. SUPPORTED b. The following planning decisions received from Cornwall Council i PA15/02037 Land East of Misty Corner, Rockhead St, Delabole Conversion and extension of existing stone barn to form dwelling - REFUSED ii PA15/04167 Application for reserved matters following outline approval PA12/08311 for construction of agricultural building Land at Home Farm, Trebarwith Rd, Delabole. APPROVED with conditions iii PA15/04020 Deli Farm, Road from Rockhead St to Hendra, Delabole - Proposed annexe - APPROVED with conditions iv PA15/04978 19 Trehannick Close, St Teath Extension to side of property APPROVED c. Cornwall Council have advised of the cessation of paper copies of planning applications from 1 September to Parish Councils. It was agreed that all Councillors would study the applications before the meeting on line and if anyone has an issue with plans the Clerk would be contacted to upload the papers for discussion - this would be reviewed after a couple of months. Action: ALL 51 Staffing Committee it was RESOLVED to adopt the terms of reference and it was RESOLVED that the following 4 Councillors - Cllrs Livingstone, Woollard, Homans & Heard be appointed to form the Staffing Committee. 52 Recycling the need for aluminium can & plastic recycling in the parish was discussed and it was agreed that the Clerk would approach Cornwall Council with regard to the addition of these into the recycling area in Delabole. 53 Play Areas a. RoSPA reports the annual reports had been received and the following was agreed- Cllr Clark would obtain a quote to remove the BMX track and the Clerk would obtain quotes for a half pipe and look at funding opportunities. The Green Clerk to approach Sovereign regarding replacement plates on the climbing frame. The Playing Fields, St Teath the slide is beyond repair and has no safety surface it was RESOLVED that this should be removed Clerk to obtain quotes the stainless steel slide to possibly be reused on the mound at Delabole. The swings are near the end of their life and will be painted to extend life. It was agreed that the
Council should concentrate on The Green as its main playing area in St Teath. Delabole Playing Fields Clerk to get quotes for new bearings on the rotators from Wicksteed. Action: Cllr Clark & Clerk b. New Play equipment the following was agreed - The Green - a working group of Cllrs Livingstone, Fox and Clark to look at possible equipment ideas and discuss with children and report back in September. Delabole Playing Fields - a working group of Cllrs Clark, Homans & Heard as above. It was RESOLVED that 650.20 be paid for new bearings on the roundabout subject to a quote for repainting the climbing wall being received. Both groups would report back to the Clerk so she can obtain some costings for new equipment asap and look at funding opportunities. c. Correspondence a letter had been received with praise for the play equipment on The Green play area and with ideas of future equipment and this would be taken into consideration by The Green working group. 54 Allotments a. A new date is being arrange for meeting of Delabole & St Teath Allotments in September. b. Fence temporary repairs have been completed at a cost of 160. A quote of 1500 has been received for a replacement fence and it was RESOLVED that up to a further 200 be spent to get the fence finished. 55 Finance a. It was RESOLVED to pay accounts of 5127.01 and the August cheques post-dated of 3295.80 P Burden clock winding for year 150.00 Delabole Carnival Committee advertising in programme 20.00 Delabole Slate cemetery plaque 174.24 Western Supplies materials 77.55 F Davey & Sons cemetery waste removal 106.80 LJ Osborne Toilet blockage call outs 85.00 Salaries Salaries plus expenses 1695.31 Clark Contracting contract 2,223.00 Clark Contracting extra work 254.50 British Gas toilets - electricity - March - July 314.81 EDF Millennium Clock 25.80 5,127.01 b. Budget reports for 2015/16 were discussed and it was RESOLVED to adopt.
56 Correspondence a. Correspondence list for information was noted b. Treroosel Road large rock at entrance to farm had been reported to Cornwall Council highways for attention c. Jubilee Stones, St Teath it was RESOLVED to add this area to the contractor s schedule. d. School transport it was RESOLVED to offer the Parish Council strong support the campaign to provide free school transport with a letter to Cllr Mann. IN addition details would be put on the Council website and Facebook page and Cllr Woollard s details passed on with regard to the possibility of making a video. e. Treligga - the comments with regard to the noticeboard were noted and it was RESOLVED that the board would be removed as it was surplus to requirements. The bench was mentioned had been in a dangerous position and had been removed following vandalism. It would not be replaced due to Health & safety concerns regarding its location. Cornwall Council would be contacted with regard to the road condition. f. St John s churchyard Delabole the Parish Clerk has met with the PCC and they are submitting forms to Cornwall Council and the diocese to close the churchyard. The Parish Council has been informed of this and offered an annual grant of 600 towards the upkeep. 57 Benches a. The condition of several benches in the parish was discussed and it was RESOLVED that all Councillors should look at benches in the parish and report back to the Clerk on their condition. The Clerk & Cllr Clark would compile a map of locations and circulate to all. Further benches could then be ordered in the autumn depending on the result. Action: ALL b. Bench opposite allotments St Teath it was RESOLVED that a bench would be placed opposite Bruallen Close subject to Highway approval. The bench would be ordered in the autumn when the bench audit was complete. c. Cemetery benches it was RESOLVED that this style of bench will be the preferred bench under the Council bench policy in future. 58 Highways a. Traffic issues on the road to Ellenbarton Farm road were discussed and it was agreed that it was a private road and no action could be taken. The Clerk would try to ascertain who owns this footpath/private road. b. The condition of the plot at the corner of The Sidings and Pengelly was discussed and it was agreed that the Clerk would ask Cornwall Council Environmental Health to ask them to inspect. 59 Spraying it was agreed that the Clerk would contact Cormac for a copy of the spraying map sent out last year.
Cllr Clark left the meeting. It was RESOLVED that a budget be set up for spraying and once the map was received the Clerk would be arrange for this to take place as needed. Cllr Clark returned to the meeting. 60 Disposal of rubbish it was RESOLVED to take out a weekly contract with SITA with a bin being placed in Delabole Cemetery. 61 Meetings attended none 62 Items for next agenda Land rover parked for sale on Green opposite Water Lane Clerk to report to Cornwall Council.
