55 MINUTES OF THE MEETING OF WOLVEY PARISH COUNCIL HELD IN WOLVEY BOWLING CLUB ON MONDAY 20 th MARCH, 2017 at 7.30pm Present: In attendance: Apologies: Councillor Warwick (Chairman); Councillors Hawkins and Hawcutt Borough Councillor Chris Pacey-Day 8 Members of the public County Councillor Philip Morris-Jones 17/235 Chairman s Welcome The Chairman welcomed all those present to the meeting. 17/236 Declarations of Interest Councillor Warwick declared an interest in Wolvey Baptist Chapel. 17/237 Minutes of the meeting held on 20 February 2017 RESOLVED that the minutes of the meeting held on 20 February, 2017 be confirmed and signed by the Chairman as a correct record. 17/238 Warwickshire County Council Update Councillor Phillip Morris-Jones was unable to attend the meeting but he had provided an update on the request for the re-painting of the white lines at the double roundabout in the village centre. As there had not been any personal injury collisions at this site in the last 5 years, it was not possible to provide funding from the Casualty Reduction Budget for this. The Clerk reported that she had received notification from Warwickshire County Council Highways that Wolvey would be surveyed by the County Council s road marking contractor during the new financial year and it was hoped that all lines would be re-marked, subject to budget allocation. 17/239 Rugby Borough Council Update Councillor Pacey-Day reported that he had attended a recent Public Hearing in respect of a planning application for three caravans at Marisburn House, Parrots Grove, Coventry which was in Shilton & Barnacle parish. At this Hearing, he had raised concerns over the cumulative effect of the number of gipsy and traveller sites in the area, particularly in Shilton & Barnacle parish, but he was doubtful as to whether the Planning Inspector would take this into consideration during her deliberations. It was hoped that Central Government could address the problems caused by the Human Rights Act and European laws being used to override planning legislation. Councillor Pace-Day also reported on the Warwickshire Suicide Prevention

56 Strategy. During 2013/14, there were 51 deaths due to road accidents in Warwickshire, compared with 205 suicides during the same 2 year period. 17/240 Public Consultation (iii) Concern was expressed over the delay in installing broadband in Wolvey. The Clerk would make enquiries with Leigh Hunt from CSW Broadband. The Clerk would report the road sign lying in the ditch near the Axe & Compass traffic island. Concern was expressed over the increasing number of lorries travelling through the village. One of the reasons for this was the expansion of Magna Park. Councillor Morris-Jones had been involved in negotiations and discussions to address this on-going problem. One suggestion was for residents to note the companies on the side of vehicles so that pressure could be put on those companies to request their drivers to use more suitable alternative routes. 17/241 Appointment of Clerk and Responsible Financial Officer Following a recruitment and interview process involving Councillors Warwick, Hawkins and Hawcutt, it was agreed to appoint the Acting Clerk, Jackie Essex, as Clerk and Responsible Financial Officer with effect from 1 March 2017. RESOLVED that the appointment of Jackie Essex as Clerk and Responsible Financial Officer be confirmed. 17/242 Clerk s Report (iii) Warwickshire County Council had added the footway along Church Hill between Wolvey Grange and Church Hill Close to the footway construction list (future works) for assessment. Warwickshire County Council had requested clarification over the exact location of the faulty street light reported at the last meeting. Councillors would investigate and inform the Clerk. Warwickshire County Council would be replacing bollards with reflector bollards in Wolvey which would result in temporary traffic management in the village. 17/243 Planning Councillors considered the following planning applications: R17/0280 Malin Farm, Main Street, Withybrook - erection of a new dwelling for a rural worker. RESOLVED that overall the parish council has no objections, but wishes to make the following comments: Rugby Borough Council should be satisfied that there is a need for an agricultural dwelling;

57 (b) (c) the parish council would wish the use of the agricultural dwelling to be effectively monitored; the parish council would wish to see the normal permitted development rights removed. R17/0292 Orchard Barn, 2A Orchard Close, Wolvey application withdrawn. R17/0291 The Keep, Moat Lane, Wolvey erection of a single- storey rear extension to replace the existing conservatory. 17/234 Finance RESOLVED that the parish council does not wish to make any objections or comments on this application. RESOLVED that The payment of the following cheques be approved: Wolvey PCC printing of Newsletter (cheque 300459) 104.00 (Deferred from the last meeting but confirmation of printing received) Tranter Training Solutions Ltd 2 x adult pads & 2 paediatric pads for defibrillators (cheque 300461) 288.00 (iii) E-on Christmas lights (cheque 300462) 12.34 (iv) Wolvey Baptist room hire - invoice nos 223, 224&225 (v) (cheque no. 300463) 24.00 WALC Planning training for Councillor Hawcutt (cheque 300464) 45.00 (vi) Salaries and expenses (cheque 300465, 300466, 300467) 1805.35 (vi) Millenium Building hire (cheque 300468) 20.00 (vii) CPRE renewal (cheque 300469) 40.00 (b) the Direct Debit from Opus Energy be noted 587.54 (c) approval be given for Pete Hopkins to purchase a hard drive for 50.00; (d) (e) the following financial reports were considered and noted: Cash Book for period 1 April 2016 28 February 2017 Budget Monitoring Report April 2016 February 2017 (iii) Bank Reconciliation Statement as at 28 February 2017 closing balance as per cash book - 65,934.79 A report on the effectiveness of the internal audit and systems of internal control was considered. RESOLVED that subject to the removal of reference to the Alto Pre- Payment Card which is no longer in use, the internal audit report be approved.

58 (f) The Council considered the change of bank details following the appointment of the new Clerk. RESOLVED that the Clerk be added as a Key Contact and, in accordance with the Unity Trust Bank Change of Signatory form, the following be confirmed: That the people named in the form will be authorised signatories on all accounts. That instructions and changes will be given in line with the mandate. That the Council is aware Unity Trust Bank may not make enquiries before acting on instructions given by any authorised signatory. That Unity Trust will be notified of any changes to the organisation in writing. 17/235 Provision of Composting Facility in Wolvey Following Rugby Borough Council s decision to charge for the collection of green bins, the Chairman raised the possibility of providing a composting facility in the village for residents. Concern was expressed over risks of health and safety, fly tipping and cross contamination. It would be difficult to police and monitor such a facility. RESOLVED that no further action be taken at present. 17/236 Neighbourhood Plan Advisory Committee (NPAC) Update The Chairman reported that good progress was being made, with theme groups up and running. A recent presentation had highlighted the importance of attention to the wording in Neighbourhood Plans and the subsequent implications which could arise if sufficient care over wording was not taken. RESOLVED that the report be noted. 17/237 Street Light Renewal Programme 2017/18 Councillor Hawcutt reported that he was drawing up a spreadsheet which would identify and prioritise those street lights in need of replacement. He would liaise with officers from Warwickshire County Council. RESOLVED that the update be noted. 17/238 Control of Moles Councillors considered measures to be taken for the control of moles, especially on the Axe and Compass island. The difficulty in finding a permanent solution for controlling moles was discussed and it was felt that, currently, the moles did not pose a significant problem.

59 RESOLVED that no action be taken. 17/239 Annual Parish Meeting Tuesday 18 April 2017 Arrangements for the Annual Parish Meeting on 18 April were discussed. The Village Hall had been booked and the following were confirmed: Village Support Kit presentation by Warwickshire Police WEC display NPAC update County Councillor Philip Morris-Jones be invited as a Guest Speaker RESOLVED that the arrangements for the Annual Parish Meeting be noted. 17/240 Battle s Over A Nation s Tribute Councillors considered participating in the above event to be held on 11 November 2018 to commemorate the end of the First World War. Several other organisations in Wolvey eg Wolvey Village Hall, Wolvey History Society were planning to take part. Various suggestions were considered, including an afternoon Tea Dance and an evening bonfire. RESOLVED that (b) the parish Council confirms its involvement with this event and arrangements be considered at future meetings; and any monies raised at this event be donated to the Royal British Legion. 17/241 Drains in Wolvey David Alford stated that he had reported blocked drains in Wolvey to Warwickshire County Council. RESOLVED that this be noted. 17/242 Wolvey Environmental Committee Update The Chairman of Wolvey Environment Committee reported that the pathway had been levelled, tree stumps had been removed, the fence was under construction, all wood from the adjacent land had been removed and logs were ready for collection. (b) Tree Survey

60 The parish council had received the tree survey report and two quotes had been obtained for the tree work. The cheapest quote was a verbal quote for 1,350 + VAT. John Hardman requested that the dead tree near the bridge be dealt with as a priority as the pathway had to remain closed. He suggested that a seat could be made from the remaining tree stump beside the fence. RESOLVED that the cheapest quote for 1,350 + VAT for the tree works be accepted, subject to the quote being provided in writing; and all the necessary paperwork, including proof of insurance, risk assessments and waste carrier licence being submitted to the satisfaction of the Clerk. 16/243 Items for Next Meeting (iii) End of Year Budget and carry forwards Battle s Over A Nation s Tribute Event Police Report 16/244 Date of Next Meeting Tuesday 11 April 2017 at 7.30pm at Wolvey Baptist Church.
