KINGSLEY PARISH COUNCIL MINUTES OF THE ANNUAL GENERAL MEETING OF KINGSLEY PARISH COUNCIL HELD IN THE KINGSLEY COMMUNITY CENTRE ON TUESDAY 21 ST MAY 2013 AT 7.30PM. Present: Councillor F. Riley Councillor R. Griffiths In Attendance Mrs. D. Woods (Parish Clerk) Prior to the main business of the evening at 7.15pm the Vice Chairman Councillor Crane presented the Chairman s Award to Mr. Mike Butler for his decade long involvement with the Kingsley Community Association. Mr. Butler had elected to receive a 50.00 cheque for the McMillan Nurses charity. MEETING NO. 1 13/361 Apologies for Absence Council received and accepted apologies from Councillors Moores, Cliff and Gwillim. 13/362 Retiring Chairman s Remarks The Vice Chairman read out the retiring Chairman s remarks in his absence. As a result of the commitment, time and effort put in by all of my fellow Councillors, my year as Chairman has been very satisfying indeed, At the start of the year one of my aims was to try and encourage the Parish Council and wider community to start delivering some of the key actions identified in the Parish Plan. We have begun to make some real progress on this now and look forward to seeing and participating in the continuing development of a range of projects over the coming year. 13/363 Election of Chairman Councillor Crane was proposed and seconded and unanimously supported to act as Chairman until the Annual General Meeting in May 2014. Councillor Crane made and signed her Declaration of acceptance of Office. 1
13/364 Election of Vice Chairman Councillor G. Warburton was proposed and seconded and unanimously supported to act as Vice Chairman until the Annual General Meeting in May 2014. Councillor Warburton made and signed his Declaration of acceptance of office. 13/365 Appointment of Co-ordinators The following were appointed until the Annual General Meeting in May 2014. Riley Community Liaison deleted Newsletter Councillor Jones 13/366 Minutes of the Meeting held on the 16 th April 2013 The Minutes of the meeting held on the 16 th April were approved and signed by the Chairman as a true and correct record. 13/367 Matters Arising from the Minutes It was noted all the actions from the minutes had been carried out. 13/368 Chairman s Remarks Councillor Crane thanked the Council for allowing her to take on this role. She thanked Councillor Moores for his tremendous hard work during his year. He had pursued the role with great enthusiasm and achieved much. She hoped she would be able to carry on his work. The Parish Plan project has given Kingsley a new focus and a huge boost and it was thought to be a very exciting time to take the Chairman s role since a real sense of community had bubbled under and a lot of people had been involved in making improvements in the village and bulding robust community organisations. The Chairman stated she was looking forward to continuing the work as Kingsley was a wonderful place to live and it was felt incumbent on the Council to keep it that way for now and the future. 13/369 Planning Issues 1, Council NOTED the Planning decisions made by the Borough Council. 13/00436/FUL 68 Beech View Road PERMISSION 2

To review Standing Orders It was agreed no changes needed to be made. 13/372 Borough Councillor Remarks None received. 13/373 Playing Field Report. Councillor Fletcher reported that the trees around the perimeter of the playing field had been dealt with by Northwich Town Council. They had left the area in a very clean and tidy condition. 13/374 Cemetery Report Councillor Warburton reported that the internal area of the Board room needed painting. It was agreed this would be carried out. 13/375 Footpaths, Traffic & Transport Report The Chairman reported that Councillor Moores had met with Steve Holden (CWAC PROW) in relation to the NAB PROW and Dodgsley Public Bridleway. Steve Holden had given a quote for the NAB footpath of 3432+VAT from one of CWAC s contractors. This would involve clearing out existing and installing new drainage, raising and re-stoning the path in the 3 wet areas and replacement of the broken step. It was suggested that the Parish Council could perhaps bear 50% of this cost ( 1716 +VAT). After some discussion Council agreed to go ahead with this suggestion. It was also noted that a price for the Dodgsley work would be received in early June ACTION Councillor Moores to contact Steve Holden.. Councillor Griffiths reported he had received no issues with other footpaths and everything seemed ok.he agreed to check if the hedge adjacent to the cricket club had been cut. Councillor Wilson reported a damaged sign on Hillfoot Lane. It was noted that a large tree on the Brow opposite the Red Bull needed pruning as it was overhanging the highway. 5
ACTION Clerk to contact CWAC to arrange for this tree to be pruned. 13/376 Village Enhancement Councillor Jones reported the delivery of the notice board was expected in the near future. It was agreed this would be stored at Councillor Warburton s until arrangements could be made for it to be installed. Councillor Jones indicated that help would be needed when this was to take place. It was noted that some ground cover plants would also be needed. This was agreed. ACTION ACTION It was also noted that the Gardening Club would be approached to see if they would be willing to do some planting outside the pharmacy. Councillor Jones following up the approach to the Gardening Club. Councillor Goodridge stated that the plants had been purchased for the hanging baskets. 17 baskets had been purchased and to date 14 had been taken up there were 3 still outstanding Councillor Goodridge following this up. Councillor Jones reported that the entry for the Best Kept Village had been completed and a visit around the parish had taken place. There were one or two areas that needed attention. Councillor Cliff had sent in a report indicating that the benches had been ordered and delivery was expected in June. 13/377 Community Liaison Removed and to be dealt with under village enhancement. 13/378 Kingsley KU 17 Club Report Councillor Riley reported that the KU 17 was holding their Annual General ~Meeting on Thursday the 23 rd May. It was also noted that an ice skating trip had been arranged for June. 13/379 Website Report Nothing to report.. 13/380 Correspondence Received Council noted receipt of the following correspondence. ` (a) Cheshire West & Chester Council None received 6
