The Chairman also referred to the Award to Kingsley Parish Council from WREN of 50,000 towards the new path and outdoor gym project. There was to be a photo shoot on the 22 nd December and it would be reported in the Chester Chronicle. 15/157 Opportunity for Public to raise issues None received 27

APPLICATIONS FOR CONSIDERATION There were no applications for consideration this month. It was agreed to bring forward some of the discussion from Traffic & Transport from item No. 15/163 and invited Nicola Gibson to join in this item. Reference was made to the review of the car parking facilities at the Community Centre and possible increase. As a first option, it was indicated that increased capacity would be available if lines were drawn out. Nicola also suggested a number of other options to enhance and increase the number of spaces. A lengthy discussion took place on the possible options following which Councillor Oultram agreed to contact Mark Jones from CW&C to discuss the situation. After some discussion it was agreed to provide the balance of the KU 17 funding for 2015/2016 of 1000.00. Future funding for 2016-2017 to be reviewed at the January Meeting. *** Invoices paid prior to the meeting. (b) Council noted payments received Bank Interest November 2.24 Nagle Bros.Cremation 235.00 15/160 Borough Councillor Remarks Councillor Oultram referred to the New Homes Bonus currently supplied by CW&C to town and parish councils and the consultation which had gone out to see if this should be continued. It was noted that Councillor Jones would respond to the consultation on behalf of Kingsley Parish Council. Councillor Oultram also referred to the Community Infrastructure Levy when it was noted that more information was required. 15/161 Playing Field Report Bonfire 2016 Councillor Fletcher reported that Medicare were pleased at the 500 contribution from the Parish Council towards the bonfire and firework display for 2016. They were now looking at seeking sufficient funding to enable this event to go ahead. 15/162 Cemetery Report Nothing to report. 15/163 Traffic/Transport and Cultural Services Review Councillor Pownall - reported on the present position re the Town Farm Quarry Appeal and indicated that the CW&C may be involved in monitoring the site in the future. Councillor Vickers submitted a written report confirming that CW&C are undertaking the re-assessment of Hollow Lane, Kingsley Road and Middle Lane areas and this will be completed by end of February. Councillor Pownall reported that he had responded to CW&C s Cultural Services Review consultation. Councillor Moores Councillor Moores referred to the discussions that had been taking place for some time in terms of the additional car parking spaces needed in the village. Reference was also made to the missing pavement adjacent to Scotland Lane 29
and it was noted that there was some land next to the telephone exchange opposite the school which could be used for car parking. Councillor Moores felt that the landowner should be contacted to see if they were willing to enter into discussions with the Parish Council and unless this information was obtained no further progress would be made. Councillor Moores produced a draft letter which would be sent to the Landowners for their comments and after some discussion and slight changes to the letter Council agreed this should be sent. It was agreed this would not be sent until after the Christmas holidays. 15/164 Christmas Lights Update Councillor Moores thanked Councillors who had assisted with the erection of the lights and paid special thanks to KDE Electrical for their help and support. The switch on had been successful and well received. It was felt that any improvements for next year could perhaps be taken on board by setting up a working party for this project. 15/165 Tree Replacement Councillor Cliff reported she had obtained quotations for the replacement trees by The Cross, three at Top Road and some small trees by St. John s School. The cost was 300.00. Council accepted the quotation and Councillor Cliff agreed to pursue. 15/166 Clerk Vacancy The Chairman welcomed Jo Preston to Council and indicated she would be starting on 1st January. It was agreed that Councillor Moores would arrange for the transfer of the filing cabinet the first week in January. It was also agreed that the Chairman and Councillor Billows would meet the new clerk in January to continue her induction process. The Personnel Committee would also reconvene in January to discuss various handover aspects, including future telephone arrangements. 15/167 Review and Updates to Publication Scheme & Data Processing Councillor Billows confirmed that Registration with the ICO was now complete. She stated she had been looking at various Parish Council web sites in this respect and felt that the way the Parish Council published information in the village needed to be updated. Some discussion took place following which Councillor Billows agreed to make further enquiries. Councillor Warburton agreed to look at the document prepared by Councillor Billows in relation to what facilities were available. 15/168 Correspondence Received Council noted receipt of the following correspondence. ` (a) Cheshire West & Chester Council 30

Wicksteed Leisure (Playground inspection reports) It was noted there were no issued from the report. 4. NHBC Homes (re land available for new homes) 5. Children s Cancer Support Group (request for donation) 6. Kingsley & Newton Village Institute (thank you letter for the 5000 donation.) The Clerk read out the letter from the Village Institute. Meeting closed at 9.10pm. Following the main meeting above the Chairman presented the retiring Clerk with a bouquet of flowers and a gift and invited councillors for a festive drink and mince pies.
