MINUTES OF THE PARISH MEETING OF UTKINTON held in UTKINTON VILLAGE HALL on TUESDAY 9 th April 2013 at 7.00pm Present: Cllr G. Tunney and Priestner. Cllr E Moore-Dutton was unable to attend. 2. Minutes that the minutes of the Annual Parish Meeting held on 10 th April 2012 be signed as a correct record. 3. Matters arising None. 4. Chairman s Annual Report The Chairman presented his written annual report, making particular reference to: Twelve meetings are held over the year, residents are always welcome to attend. The Council s input to consultations on a number of planning matters including a development on Quarry Bank. Highways have been pressed to make repairs to roads and lanes around the Parish. There has been a recent meeting with Highways to detail an improvement plan for the parish. A major piece of work was the Village Survey. Thanks were given to Cllrs. M. Stewart, Boyle, Priestner and especially Frank Tunney. The results of the survey have been circulated throughout the Parish. There was a village day to mark the Golden Jubilee. Thanks were given to all helpers especially the WI. Funds were also raised to place 2 Jubilee seats. The possibility of a play area in Utkinton has been explored. The Parish Council continues to maintain the 2 village greens in Cotebrook and Quarry Wood in Utkinton. Cllr. Hope-Terry was thanked for all his support in Council Financial matters and drawing up the annual budget. The precept for 2013/14 has been kept at the 2012/13 level of 5.048. The Chairman thanked all Councillors for their support and work and also Cllr. Eveleigh Moore- Dutton for her attendance and financial support. The outgoing, Debbie James, was thanked and the new, Alex Stubbs, welcomed. (A copy of the report is included in the Council minute book) 5. Receive matters of interest from CW&C Nothing to report. 6. Parish matters A query was raised regarding the play area opposite the school and whether this could be used more if policed properly to keep noise levels down. Also that more use should be made of the school premises and the village hall to provide activities for young people. Councillors agreed that the whole area of provision for young people in the Parish should be explored with the possibility of getting young people to help with projects. It was agreed that this should be added to the next Council meeting agenda. 7. Any other business None The meeting closed at 7.20pm

MINUTES OF A MEETING OF UTKINTON PARISH COUNCIL held in UTKINTON VILLAGE HALL on TUESDAY 11 th March 2014 at 7.30 pm 32 Present: Cllrs. R. Barnes, T. Boyle, K. Platt, I. Priestner, M. Stewart, G. Stewart, F. Tunney In attendance: A. Stubbs Cllr. E. Moore-Dutton (CWAC) Nick Parker The meeting commenced with an allocated session during which members of the public have the opportunity to raise any matter in relation to village and community matters prior to the meeting. Mr. Nick Parker was present to update the Parish Council on progress at Cotebrook Village Hall. He explained that it was hoped to rejuvenate enthusiasm for events in the village hall although the future of the hall is in consultation at present. There is a meeting next Monday (17 th March) to discuss further. Cllr. Tunney volunteered to attend the meeting and help to create a questionnaire for residents. 14.03.01 Apologies for absence and declarations of interest Apologies were received and accepted from Cllr. Hope-Terry. 14.03.02 Cllr. Platt declared a non-pecuniary interest in Item 3 on the agenda.. Minutes that the minutes of the ordinary council meeting held on 11 th February 2014 be agreed and signed as a correct record. 14.03.03 14.03.04 Matters arising from the minutes a) Bleeding on Benches that the new plaques should be ready next week. The benches will then be bleached and dried before the new plaque is fitted. b) Proposed development of affordable houses on Northgate that surveyors have been spotted on the field and further information is awaited. c) Future of Cotebrook Village Hall Discussed above. d) Trees adjoining Woodlands Close that CWAC has said that the responsibility for maintenance lies with the Parish Council but that permission must be gained. The tree officer has visited the site and met with Cllr. G. Stewart. He has agreed that the silver birch can be removed together with the plum tree but that the apple tree should be pruned and retained. that Cllr. G. Stewart to get quotations for the work. e) Annual Parish Meeting that this to take place on 8 th April and be followed by the normal Parish Council meeting. There will be an earlier start time of 7.00pm. Planning a) 14/00841/OUT outline application for 100 houses between Rode Street and Uktinton Road in Tarporley that the Parish Council raised its concerns about the continuing level of development in Tarporley to Cllr. Moore-Dutton especially as local schools are now full. Cllr. Moore- Dutton replied that she understood the Council s feeling of helplessness but as soon as the CWAC local plan was in place it would be easier to fight unwanted applications. that Utkinton Parish Council would support Tarporley Parish Council in objecting to this application. Also that working hours should be restricted on a Sunday and that an additional front window to the kitchen be recommended. b) 14/00251/FUL remodelling of drive at Snowcroft Lodge, Croft Close - Permitted. 14.03.05 14.03.06 Highways a) Highway Safety at the School that Highways have not progressed with the yellow lines scheme as there have been objections from several parents of children at the school. that the following options be discussed further: Survey the views of residents within the village Get the views of all the parents Discuss again with Highways Discuss again with Police Investigate the possibility of a drop-off zone Cllrs.Hope-Terry, Tunney, G.Stewart and Platt to meet with Highways to discuss. to arrange. b) Community Speed Management that training of the Council volunteers is to take place on Friday 14 th March. CW&C matters a) 106 Monies/New Play Area that we are awaiting a response from the diocese regarding the school playing field. Cllr. A lunching together club is being set up. b) Newsletter that the newsletter has been printed and distributed with the Parish Plan. c) Village Improvement Objectives for 2013/2014 that any suggestions should be emailed to the clerk who will compile a list for the next meeting. The Quarry and the Cotebrook Greens inspections a) Storm Damage that the tree blown down has now been dealt with but another tree is down and a further quotation has been requested. that all of the Greens are satisfactory at present. Barnes has been working with Maurice Hunt towards the commemoration of the First World War. It was agreed to raise this at the Parish Meeting. that there had been a complaint about inaccurate information in the Parish Plan. This is being investigated. Stewart Chairman Cllrs R Barnes, T Boyle, G Hope-Terry, A Needham, K Platt, M Stewart, F Tunney In attendance: A. Stubbs Cllr. E. Moore-Dutton - CWAC Members of the Public 1. Apologies for absence Apologies were received from Cllr. Priestner. 2. Minutes that no matters were arising from the minutes of the last Parish meeting held on Tuesday, 9 th April 2013. 3. Chairman s Annual Report The Chairman presented his written annual report, making particular reference to: Twelve meetings are held over the year, residents are always welcome to attend. The Council s input to consultations on a number of planning matters which have mostly been extensions to existing property. The proposal for affordable housing on the field between John Street and Northgate which was not proceeded with due to a lack of response. The Council has engaged with Highways to get potholes fixed and is seeking a resurfacing of Tirley Lane and the top half of Heaths Lane. Concerns have been raised over parking in Big Field Lane, Utkinton and Woodlands Way, Cotebrook. There are on-going concerns with regards to parking and traffic at Utkinton School which is being tackled via consultation with all interested parties. Maintenance has been done on Cotebrook greens and the area around the phone box in Cotebrook tidied up. Tree work in Quarry Wood was necessary due to damage by high winds The website is currently under review. Superfast Broadband has been campaigned for and is currently on its way to the Parish. The Parish Plan has been produced and delivered to all homes in the Parish. The Chairman thanked all Councillors for their support and work and also Cllr. Eveleigh Moore- Dutton for her attendance and financial support. The was also thanked. (A copy of the report is included in the Council minute book) 4. Commemoration of First World War Cllr. Barnes gave an update on the plans for this. There will be a trilogy of illustrated presentations in St. Helens Church, Tarporley: 16 th May Tarporley and District in the Early Years of the Twentieth Century 8 th August Call to Duty 7 th November Cost and Aftermath Information for these has been provided from local people and all are invited. 5. Receive matters of interest from CW&C Cllr. Moore-Dutton reported on the progress of the new CWAC local plan and stated that she was eager to see local Parishes and Council shaping the future of their areas. 6. Parish matters There were several residents attending to discuss the issue of parking and traffic at Utkinton School. The Chairman stated that the Parish Council fully supports the school but that the traffic had been a long term concern. There was a lively discussion with various suggestions from residents, the Headteacher and councillors.

Proposed: that a working group be set up, chaired by Nick Pheasey who is one of the Governors, to include a member of the Parish Council and also other relevant parties including Highways, to consider all suggestions and ideas and provide recommendations back the Parish Council in September. Proposed: Cllr. Hope-Terry, seconded Cllr. Boyle and carried with 1 abstention. It was agreed that Cllr. Tunney would represent the Parish Council on the working group and that the Headteacher would approach Mr. Pheasey. Cllr. Moore-Dutton offered 3,500 from her member s budget towards the cost of any improvement project. 7. Any other business None The meeting closed at 7.55pm.

It was agreed that, in principle, the Council was opposed to the application although the formal decision would be taken at the next meeting. Therefore, it was agreed to request an extension of time until after the June Parish Council meeting with advertising to the public that this application is to be discussed and an increased public speaking time so that residents can express their opinions. c) Future of Cotebrook Village Hall that Cllr. Boyle was attending a village hall committee meeting and would report back at the next meeting. d) Trees adjoining Woodlands Close that we are awaiting a further quotation for the work. e) Japanese Knotweed that this has reappeared on the public footpath at Cotebrook and has been reported to the ranger at CWAC. Planning a) 14/01638/FUL extensions at Hollins Hill Farm, Quarry Bank, Utkinton that no objections Highways a) Highway Safety at the School that a working group has now been set up to report back to the Parish Council in September. Stubbs The meeting commenced with an allocated session during which members of the public have the opportunity to raise any matter in relation to village and community matters prior to the meeting. Steve Hammond from the Sandstone Ridge Trust attended to update the Council on the aims and works of the Trust. He explained about a new project called Ridge, Rocks and Springs which hopes to document water sources and quarries along the ridge. It was agreed that Cllr Barnes would help as he has valuable local knowledge and also that Steve would provide a piece to go into the newsletter. Finally, Steve was thanked for his attendance and talk. 14.10.01 Apologies for absence and declarations of interest The apologies were received and accepted from Cllrs. M. And G. Planning a) 14/02255/OUT appeal for 2 new dwellings at Monarchy Hall Farm, Utkinton that the Parish Council had objected to the original application and that no further comments would be put forward. 14/03673/FUL re-instatement of dwelling at Oaklands Cottage, Forest Road that although the Council had no objections to the proposed dwelling, concerns should be raised regarding: whether the proposed dwelling is within the Tarporley settlement boundary whether the proposed dwelling is residential or for a business whether the proposed dwelling is to replace an existing dwelling if it is replacing an existing dwelling, how long it is since this was lived in 14/04035/S73 variations to conditions at the Barn, Shaw House, Smithy Lane that no objections Highways a) Highway Safety at the School that the school has put into place a new system for drop off and pick up times which seems to be working well. The PCSO has visited and agreed. Residents have reported that parents are parking more responsibly. Cllr. Tunney was thanked for his input into this project. b) Community Speed Management

14.10.06 that the data from the SID seems to show that speeding on John Street in Utkinton is not prevalent but that in Cotebrook the vast majority of cars are going over 40mph on the A49. that Cllrs. M. Stewart and Tunney are to analyse the data in more detail to present at the next meeting. c) Utkinton Village Signs that the has been unable to find the village sign at the Tirley Garth end of Utkinton. that Cllrs. Needham and Priestner to take pictures of the sign for the. that the Cotebrook sign on Stable Lane is in poor condition. that the to report to Highways. CW&C matters a) 106 Monies/New Play Area that Cllr. M. Stewart has a meeting with CWAC in mid-november. b) Development Sites and Facilities Survey that this has been received by CWAC who ask for the identification of any possible development sites and also for a survey of facilities within the Parish. that the to complete putting forward the piece of land on Utkinton Lane opposite the church in Cotebrook as a possible site. 47 Cllrs. These to be planted around the village signs in Utkinton and on the green area in Cotebrook. that the school should be invited to participate in the planting. Cllr. Hope-Terry to contact Cllrs. M. and G. Stewart on their return to co-ordinate. d) Footpath to Tarporley that Cllrs. Priestner and Needham had walked the public footpath from Utkinton Hall to Tarporley and noted that it was rough, muddy and had inadequate signage. However there is still the need to walk on the road into Utkinton where it is narrow and overhung. It was also noted that many sixth formers are now walking from Utkinton to Tarporley High School as CWAC has removed funding for school buses for over 16 s. that the following steps should be considered: the existing footpath to be improved. to contact the PROW officer. a new possible footpath to Tarporley should be mapped out. a possible cycleway to Tarporley should also be considered. consider the use of a minibus to Tarporley High School Cllr. Boyle to research what happens in other villages at present. The Quarry and the Cotebrook Greens inspections that Paul Whalley is happy to continue to cut Cotebrook Greens next year and will give them one final cut before the winter. MINUTES OF A MEETING OF UTKINTON PARISH COUNCIL held in UTKINTON VILLAGE HALL on TUESDAY 10 th June 2014 at 7.30 pm 38 Present: Cllrs. R. Barnes, G. Hope-Terry, A. Needham, K. Platt, I. Priestner, M. Stewart, G. Stewart In attendance: A. Stubbs Cllr. E. Moore-Dutton (CWAC) Approximately 20 residents. The meeting commenced with an allocated session during which members of the public have the opportunity to raise any matter in relation to village and community matters prior to the meeting. Several residents expressed their opinion of the planning application for 19 houses at Northgate. Points raised included: Concerns about the proposed access onto Northgate Disappointment that there had been no consultation from the Developers Concerns that the plans do not comply with the Local Plan Concerns that insufficient environmental surveys had been carried out before the application was submitted. 14.06.01 Apologies for absence and declarations of interest Apologies were received and accepted from Cllrs. Boyle and Tunney. 14.06.02 Cllr. Platt declared a non-pecuniary interest in Item 3, specifically planning application 14/01729/OUT, on the agenda. It was noted that Cllr. Platt would not vote on this matter.. Minutes that the minutes of the ordinary and annual general council meetings held on 13 th May 2014 be agreed and signed as a correct record. 14.06.03 14.06.04 Resolved Planning a) 14/01729/OUT 19 houses at Northgate, Utkinton that Cllrs. expressed their disappointment that there had been no consultation by the developers. that the 27 page document produced by the Parish Council in objection to the application together with the executive summary and covering letter be submitted to Cheshire West and Chester Council. Proposed Cllr. Needham, seconded Cllr. Barnes and all agreed (note that Cllr. Platt did not vote). Also that the documents would be posted on the parish council website. b) 14/02119/FUL extension at East Winds, John Street, Utkinton that no objections although concerns regarding the access to be raised. c) 14/02125/FUL detached dwelling adj East Winds, John Street, Utkinton that no objections although concerns regarding the access to be raised and also materials to blend in with existing dwellings. d) 14/02183/FUL single storey extension at 13 Oulton Mill Lane, Cotebrook that no objections. Highways a) Highway Safety at the School that a meeting of the working group has now taken place with various items discussed. b) Community Speed Management that the SID has been used on John Street and monitored 250 journeys over 2 periods, 8.00 10.00am and 4.00 6.00pm.37mph was the fastest speed monitored with 78% of people obeying the speed limit. that the exercise to be repeated in September.

14.06.05 14.06.06 14.06.07 c) Contribution towards speed limit reduction on B5152 that although the speed limit reduction has now been approved, this was to paid for using a Section 106 planning obligation which will take some time to appear. Therefore the Parish Councils through which the road runs have been asked to contribute. that the Parish Council is happy to make a contribution in principle. However, clarification is required as only a contribution towards the B5152 in our parish will be made. Also, whether the monies will be returned when the Section 106 agreement finally comes through. CW&C matters The Chairman congratulated Cllr. Moore-Dutton on her appointment as Deputy Leader of Cheshire West and Chester Council. a) 106 Monies/New Play Area that this be deferred to the next meeting that CWAC are consulting on Part 2 of the Local plan, part of which sets out how local settlements are defined. Cllr. G. Stewart raised a concern that the criteria was detrimental to small villages like both Utkinton and Cotebrook and should be further refined. that Cllr. G. Stewart to draft a submission from the Parish Council, to be circulated.
