The motion (proposed Councillor Spring, seconded Councillor Robertson) that Streatley Parish Council not object to this application was defeated. Council resolved (proposed Councillor Barnes, seconded Councillor Robertson): that Streatley Parish council object to this application on the grounds that the proposed Velux windows are at a height which permits overlooking of neighbouring properties. i 16/00429/LBC2 Streatley Farmhouse, Wallingford Road Replace existing timber porch at the side entrance with a high quality porch structure with a design that would conserve the quality of a listed building. New high quality top mount lantern above existing front door on front facade of farmhouse. Council had not objected to this retrospective application. Approved 17 th February. 15/003055/FUL The Granary, High Street Demolition of existing substandard dwelling annexe and garaging. Erection of new oak framed dwelling and garage in vernacular style. Council had objected to this application. Council noted that additional drawing and amended plans had been received. Approved 4 th March i 15/03344/HOUSE Gwynfryn, Rectory Road Two storey front extension and internal modification for improved disabled access. Council had not objected to this objection. Approved 12 th February. iv. 15/03352/HOUSE Fairway, Rectory Road Single storey front extension. Council had not objected to this application. Approved 8 th February. v. 15/03357/House 15 Hill Gardens Single storey extension to rear of house to form new kitchen breakfast area and utility room with associated internal alterations and single storey extension to front of existing garage. Council had not objected to this application. Approved 15 th February. vi. 16/00053/OOD Goring Lock, High Street Demolish part of the existing weir at Goring Lock for a distance of approximately 18m westwards of the lock island, and replace it with three Archimedes screws (3.5m in diameter each), associated housing for generators and control equipment, a 2.1m wide fish pass, a new eel pass and a new 3.0m wide flood control gate for the use of the Environment Chairman: 11 April 2016 Page 3 of 9
agency (as amended by plans relocating control hut adj. to lock house, and as amplified by additional information, rec'd 12/01/16). This was an Out of District application referred by SODC to WBC and subsequently to SPC. Council had informed WBC of its comments to SODC. WBC had not objected to this application (8 th February). e. Applications debated at previous meetings still pending WBC consideration i. 15/03479/CERTP Clock House Lewendon Hill, Streatley Conversion of balance of residential barn. The application had not been referred to Council. Council had noted the application without passing comment. 16/00031/FULD Lindon Cottage, Reading Road Replacement dwelling and temporary mobile home. Council had not objected to this application, subject to a condition that the mobile home be removed within one calendar month of the dwelling being fit for occupation. f. Other Planning Matters i. SODC Application P15/S2946/FUL Demolish part of the existing weir at Goring Lock for a distance of approximately 18m westwards of the lock island, and replace it with three Archimedes screws (3.5m in diameter each), associated housing for generators and control equipment, a 2.1m wide fish pass, a new eel pass and a new 3.0m wide flood control gate for the use of the Environment agency (as amended by plans relocating control hut adj. to lock house, and as amplified by additional information, rec'd 12/01/16). Council had not objected to the amended application subject to the condition that, were SODC minded to grant approval to the application, the approval should stipulate that the construction be homogenous with the existing structures of the weir, such as the design of the railings, and otherwise developed to be as much in keeping with existing structures as is possible. Council further resolved that SODC Planning Applications be urged to take into account the views expressed by Streatley residents on the visual aspects, flood risk and natural environment issues relevant to the application. Approved 9 th March Council noted that the following SODC application remains undecided. SODC Planning Application P16/S0171/FUL Queens Arms, Reading Road, Goring on Thames Change of use of premises from Class A4 (public house) use to Class A1 (retail) use along with 80 sq.m rear extension. Other Finance Matters i. Council accepted the bank reconciliation as at 29 February. Council resolved (proposed Councillor Barnes, seconded Councillor Helmschrott-Bowden): that Streatley Parish Council purchase refreshments for the Parish Assembly subject to a maximum expenditure of 100. i Councillor Hemschrott-Bowden was tasked to conduct an annual risk assessment on the Recreation Ground on behalf of Councillors. 16/042 Specific Matters for Discussion/Decision: a. Local listing i. Council noted that West Berkshire Heritage had acknowledged Council s proposals for local listing. b. Flood Forum/Emergency Planning i. Councillor Lee reported that the sandhopper and scales had been inspected and that the Morrell Room cellar had been assessed for storage of sandbags. Council noted that the sandhopper and scales were now stored in the church boiler room. Council resolved (proposed Councillor Lee, seconded Councillor Robertson) that Streatley Parish Council approve a funding application to SSE for purchase of emergency supplies. i Council discussed means of publicising the flood action plan noting that the clerk had specific actions written into the flood plan. iv. Council noted the Oxford Flood Alleviation Scheme Options consultation. b. Recreation Ground i. Council received an inspection report from FoSR. NS IH-B 1. 2. Mr Napper was to be asked to remove the spoil created by widening the cycle track. 3. Moss growth on the astroturf surface was to be brought to the attention of the groundsmen, with possible input from S&C Slatter. 4. The condition of the footballers cabin gave rise to concern and Councillor Helmschrott-Bowden was tasked to contact Mr McNulty about its future. Council discussed the severity of the problem of footballs being kicked into the allotments and measures to combat it. The problem did not seem to merit a large expenditure on extending the basketball fence itself but that planting semi-mature trees in the gap offered a medium term solution that may be acceptable. Councillor Barnes was tasked to enquire whether the gap had been created by the allotment holders and to ask whether a tree screen would mitigate the problem. The was to continue costing fencing alternatives. d. Traffic Matters i. Councillor Spring s written report reported that potholes in 4 locations. Council noted that these had been reported to WBC by the. The report also described damage to the island at the junction of Wallingford Road and Wantage Road. Council noted that this had also been reported to WBC. i The report went on to state that the proposal to extend the High Street double yellow lines was scheduled for public consultation in early April; and that WBC budget cuts would result in a 40% reduction in the road signs and road marking maintenance budget. iv. Council noted that Councillor and Mrs Spring had tidied the notices in the bus shelter. Council expressed its appreciation of their efforts. e. Website i. Nothing to report. f. Co-option of Councillor i. Council noted that an individual was being approached for possible cooption. A second prospect was noted. g.
