It was agreed the provision of a short statement describing the general scope of work that each area covered would be carried over until the end of June. The Chairman thanked Councillor Crane for already providing her statement. The Chairman reported that Cheshire West had offered their support and advice in relation to the bulb planting and had agreed the locations. It was felt they may be able to assist with purchase of some of the bulbs, labour and tools etc. 9
The Chairman also confirmed that if the group felt they needed to order the bulbs now, then this could be done safe in the knowledge that any costs would be covered by the Parish Council and CWAC. Councillor Crane reported on a meeting she had held with the Ashworth Time Bank who did Tai Chi, Pilates and Holistic Therapy Days monthly. They wanted to start Yoga, A Keeping Local History alive Group and also a Creative Writing group. They were keen to get someone from Kingsley to become a member of the committee and the Parish Council agreed to post an article on this in the next Kingsley News. Councillor Crane also reported on her meeting with the Kingsley Institute in trying to clean up the tennis courts. It was hoped to arrange an open day to attract kids and families to try out tennis. A meeting had also been held with Mike Butler who was keen on starting a film club. Joining the Scheme with Cheshire West re rental of the equipment. The Community Centre was also working on dance classes. Councillor Cliff reported on the Kingsley Facebook page which could be used for publicizing events. 12/192 Playing Field Report. Councillor Fletcher reported that the Grass needed cutting and there had also been some graffiti on the play shelter. Action: Councillor Fletcher to contact Contractor re grass cutting and arrange for the painting out of the graffiti 12/193 Cemetery Report The Clerk reported that Scottish Power had changed the tariff for the Boardroom from Domestic to None Domestic. There would be no request for back payments from the Council. 12/194 Footpaths, Traffic & Transport Report Councillor Griffiths reported no problems and he was still trying to liaise with Cheshire West. The Chairman reported on his site meeting with Ian Woodward from Cheshire West re drainage, the proposed work with the Water Spout, pavement clearance and also the cutting back of hedges in several locations. The Chairman reported on the meeting attended by Councillor Riley and Griffiths and James Berron from Cheshire West re: the proposed jubilee path and other ideas for improving the road situation in this area. 10
After some discussion about costs v- benefits and results from a recent traffic/head count undertaken by Councillor Griffiths, it was agreed that a decision would need to be made at the next meeting on whether to proceed with the jubilee path project. 12/195 Village Enhancement 1. `Notice Boards Councillor Jones reported on the poor condition of the notice boards and after some discussion it was agreed to get some firm prices for a new notice board and agree location. Action: Clerk to provide brochures for notice board and forward them to Councillor Jones 2. Bulb planting Dealt with under Parish Plan. 3. Jubilee Bench Councillor Cliff reported on ideas for a jubilee bench. It was also proposed that plaque be fitted to the bench. Action: Councillor Cliff to decide on 3 types of bench for consideration and to forward details to Councillors It was important to contact Councillor Oultram As soon as possible with details of costs as he may be able to assist with funding from Cheshire West & Chester. 12/196 Community Liaison Councillor Crane reported on Community Engagement which involved the Parish Council l engaging with the community of Kingsley through the voluntary organizations, businesses and clubs in the village and giving them encouragement and support where possible 12/197 Adopting Code of Conduct Council agreed to make no changes at this time and the code of conduct already agreed to remain in place until Cheshire West and Chester have finalized their document. 12/198 Kingsley KU 17 Club Report Councillor Riley reported on the current position in relation to KU17 and it was noted that the Chairman had resigned and they were now looking for a new Chairman. It was noted that a formal request had now been made to the Parish Council for funding. After some discussion it was agreed to pay the 500.00 as the group had provided Council with the relevant information. Councillor Riley agreed to keep the Council informed. 11
12/199 Website Report The Chairman referred to the Cheshire West &Chester consultation document Re broadband to the effect that we would like to be considered as an early beneficiary for broadband. Action: Councillor Goodridge to respond on behalf of the Parish Council. The Chairman to notify Councillor Goodridge. 12/200 Carnival 2012 Councillor Crane reported that the Risk Assessment had now been completed and a meeting was to be held shortly to finalise details, but everything seemed to be going well. Action: Councillor Crane to send out details of any requirements. 12/201 Correspondence Council noted receipt of the following correspondence. (a) Cheshire West & Chester. (b) Miscellaneous 1. Transcription Services Ltd. (Details of company who provide translation into alternative formats. Eg. Visually impaired) 2. Lee Oulton Request for financial support re new web site local to Delamere Forest. Council agreed no action at this time. Councillor Jones reported on a meeting she had attended at Northwich re Ward plans. They had offered to come to talk to Council. Action: Councillor Jones to contact to see if they could come to talk to Council prior to the July Meeting. If so to contact the Clerk to arrange. Meeting closed at 9.00pm. Signed Dated 12
