KINGSLEY PARISH COUNCIL MINUTES OF THE MEETING OF KINGSLEY PARISH COUNCIL HELD IN THE KINGSLEY COMMUNITY CENTRE ON TUESDAY 21 st JULY 2015 AT 7.30PM Present: Councillor C.Jones (Chairman) Councillor F.Crane Councillor D.Fletcher Councillor D.Vickers Councillor C.Pownall Councillor J.Cliff Councillor R.Wilson Prior to the main business of the evening Councillors were addressed at 7.00pm by Mr. Charles Shelton (Chairman of KU17) and Anne Kavanagh (Fundraising) Mr. Shelton provided a written report giving full details of the Group. It was noted that they fulfilled the requirements of a charity but registration was not required since the income was less than 5000 per annum. Details of their fundraising and costs incurred were discussed following which the Chairman thanked both Charles and Anne for their attendance. MEETING NO. 3 15/091 Apologies for Absence Council noted and received apologies from Councillor D.Moores (Vice Chairman) and Councillor G.Warburton. 15/092 Minutes of the Meeting held on the 16 th June 2015 The Minutes of the Meeting held on the 16 th June were approved and signed by the Chairman as a true and correct record. 15/093 Matters Arising from the Minutes Councillor Crane gave an update on forming a Carnival Committee. Both schools have offered to become involved. Councillor Vickers had also offered to join the group, which will start its work in early autumn. Vacancies on the Parish Council. It was resolved to advertise the 2 vacancies, placing the advert on the Noticeboard as soon as possible and in the Kingsley News. The advert will identify that it would be preferable for one of the vacancies to be filled with someone with expertise in event organization to be involved with the organisation of Kingsley Carnivals. 7
Middle Lane Playing Fields Councillors Jones Wilson and Crane will meet with Cheshire West and Chester Council to discuss how to proceed. Councillor Oultram will also be invited. A working group will meet on 18 th August to discuss capital expenditure projects and Councillor Jones will arrange the time and venue. A report will be brought to the next meeting. 15/094 Chairman s Remarks Councillors Jones expressed thanks to Councillors Moores and A.Walker for laying the bark at the landscaped areas alongside Kingsley St John s School. 15/095 Opportunity for Public to raise issues None received 15/096 Planning Issues Planning Working Group Proposals the Working Group proposals and the Terms of Reference were approved. The Financial statement and bank reconciliation were received. The Chairman to clarify with the Clerk the amount left in the capital budget. Clerk to check that the BT bills fall within budget. It was noted that the Village Institute would be seeking match funding of 5000.00 for the first stage of their tennis court refurbishment. 15/098 Borough Councillor Remarks None 15/099 Playing Field Report. The bid to WREN has been submitted The decision is due in November. The bid to Awards for All has been submitted Decision is due in August 9
The bid for CW&C Councillor budget needs resubmitting since the portal had a technical problem. Groundwork will attend the next KTI market to be funded from the consultancy fee. 15/100 Cemetery Report Nothing to report. 15/101 Traffic & Highways The kerbstones on the brook in Mill Lane have been repaired. The police are due to monitor traffic on Hollow Lane but would be after the school term had ended. Councillor Vickers will meet with the PCSO and schools about parking and other traffic issues. Cheshire West and Chester Streetscene were being pressed to deal with the weeds on Westbrook Road. Hollow Lane Dip in the Road CW&C have filled in part of the road but not the most severely subsided part. Councillor Crane will ask the Clerk if she can find a copy of the deeds to identify the ownership of the Cemetery wall. Dark Lane Residents have asked for the width advisory notice to be moved. It was noted that an ambulance got stuck recently. Town Farm Quarry It was noted that the Planning Inspectorate has stated that there should be a new planning application for the current work being carried out at the quarry. Consultation on environmental implications will close on 7 th August. A response to this consultation and any hew planning application may have to be submitted before the September meeting of the council. It was Resolved to authorize Councillor Pownall to liaise with Crowton, Acton Bridge and Norley Parish Councils to coordinate any action. To resubmit the council s previous objection with additional comment about the authenticity of the figures provided and about potential traffic movements and the impact on the village. A meeting to be called if necessary to address any planning applications. 15/102 Quality Council Councillor Crane to send round a summary of the scheme to be discussed at the next meeting. 15/103 Communications with Residents 10
~It was Resolved that Kingsley News reports would also go onto the site. The Annual Report would also go onto the website.
