Llanrhidian Higher Community Council Minutes of the Council Meeting Held at Penclawdd Community Centre, Penclawdd on Thursday, 15 th November 2018 at 7.00 p.m. Present: Councillor L Davies (Vice-Chair) presided Councillors: S Phillips, M Roberts, M Thomas and P Tucker. Officers: J Parkhouse Clerk to the Community Council 79. Apology for Absence Apologies for absence were received from Councillors R Collins, N Doyle, A Lewis-Pudduck, T Snell, R Sweet. 80. Disclosures of Personal and Prejudicial Interests In accordance with the Code of Conduct adopted by Llanrhidian Higher Community Council, no interests were declared. 81. Minutes Resolved that the Minutes of the meeting of the Community Council held on 18 th October 2018 be approved and signed as a correct record. 82. Police Report on Local Matters No Police representatives were present. PCSO Andrew Brown had previously informed the Clerk that there had not been any complaints or calls from the area during Halloween or Bonfire Night. The arrest of the individual who was driving around the area in a decommissioned ambulance was also reported. 83. Public Question Time None. 84. Chair s Announcements The Chair announced the following: - Remembrance Sunday Service at the Memorial Gardens The Chair thanked all who contributed to the event. Friends of Crofty Playground The Group was scheduled to meet shortly and the meeting will be advertised.
Social Activities Further feedback was awaited from various organisations prior to matters progressing in the New Year. 85. Reports of the Clerk The Clerk reported on the following: - a) Accounts for payment 15 th November 2018 The accounts for payment were provided to the Community Council at Appendix A of the report. Additional invoices for payment were reported as follows: - Butterfield Morgan Payroll Services - 192 Harris Arnold Solicitors Professional fees for transfer of Scout Hut - 600 Stackhouse Poland Additional Sum for insurance of Graig Y Coed - 417.77 Gower Timber Ltd Padlock - 15 Peter s (Keys) Keys for Graig Y Coed - 39.90 Mark Davies Hedge Cutting at Parc Hendy Cemetery - 100 Resolved that: - 1) The payments be approved; 2) The accounts paid since 18 th October 2018 meeting be noted and agreed; 3) The income / additional income be noted; 4) The bank reconciliation, bank transfers and bank accounts be noted and agreed. b) Budget Monitoring 2018/19 & Draft Budget 2019/20 The Clerk presented the up to date budget spend for 2018/2019 and the Draft Budget 2019/20. He highlighted that the Draft Budget 2019/20 included a 10% increase in the precept and included funding for any potential elections and Councillors expenses, which legally had to be included. Funding had also been increased in respect of spending on specific projects / themes identified by the Council. Councillors were requested to note the current balance of the Reserves, which must be considered when setting the precept in January 2018. It was added that the Council should also agree a minimum level of Reserves to assist with future budgeting. Councillors discussed the income and expenditure for 2018/19 and items within the draft budget 2019/20.
Resolved that: - 1) The contents of the reports be noted; 2) The Budget for 2019/20 be reported for approval to the Council meeting scheduled for 17 th January 2019. c) Correspondence 15 th November 2018 The correspondence reported by the Clerk was provided at Appendix B of the report. (Previously Circulated) 4. Swansea Council Scam Awareness TV Licence Scam. (Previously Circulated) 5. Welsh Government Sustainable Drainage Systems on New Developments. 6. Gower Society Acknowledgment of Grant Application and email with grant offer & suggested actions. Resolved that the Clerk arranges a site visit to Hermon Chapel and Cemetery to discuss the 7. Swansea Council Briefing Note on Council Tax Reduction Scheme Consultation 2018/19. (Previously Circulated) 8. One Voice Wales October Bulletin. (Previously Circulated) 9. Dwr Cymru Response to Email Regarding New Line to Rugby Pavilion. 10. Harris Arnold Solicitors Lease of Scout Hut. 11. Auditor General for Wales Councils need to think and act differently to sustain services in Rural Wales. 12. Penclawdd Community Centre Letter of thanks for 600 donation. Gower Society suggestions. Resolved that the lease had been agreed and the matter was closed.
Resolved that: - 1) All correspondence be noted; 2) The actions outlined in the list of correspondence be completed. d) General Matters The Clerk presented a report regarding General Matters which provided updates regarding Graig Y Coed Nature Reserve and the Foreshore Car Park. Councillor M Thomas stated that despite him meeting a Welsh Water representative at the Foreshore Car Park at least a month ago, the surface had not been re-dressed as promised. Resolved that: - 1) The contents of the report be noted; 2) Councillor M Thomas contacts Welsh Water in order to establish when the car park will be re-dressed. e) Work Programme 2018-2019 The Clerk presented the up to date Work Programme 2018-19. He requested that the Extraordinary Council meeting scheduled for 3 rd January 2019 be brought forward. It was added that the meeting would only discuss the awarding of the ground maintenance contract 2019-2022 and any urgent items. Resolved that 1) The Work Programme 2018-19 be noted; 2) The Extraordinary Council be moved from 3 rd January 2019 to 6.30 p.m. on Thursday, 13 th December 2018. f) Action Tracker The Clerk presented the Action Tracker report. Councillors discussed the following: - Changing Rooms at Llanmorlais Councillor M Roberts reported that she had attended the Llanmorlais Community Association meeting and had highlighted that the chairs, currently being stored in the changing rooms for the carnival, required removal. The Clerk confirmed that he had written to the Chair of the Community Association outlining the request but unfortunately, it had not been received. The Community Association had requested to rent a room in the changing rooms and had also looked at different storage options. Car Park at Llanmorlais Councillor M Roberts reported that the bollards placed at the Hall to protect parking spaces for Hall users had been taken.
Resolved that: -. 1) The contents of the Action Tracker be noted; 2) The request by the Community Association to rent a room in the changing rooms be refused; 3) The Vice-Chair, in conjunction with the Clerk, obtains a quotation for parking lines to be painted on Llanmorlais Hall Car Park. 86. Sub Committee Reports a) Personnel Sub-Committee The Clerk advised that in order to ensure a quorum for future meetings, an additional Councillor should be added to the membership of the Sub-Committee. Resolved that Councillor P Tucker be added to the membership of the Personnel Sub-Committee. b) Finance Sub-Committee The Clerk advised that in order to ensure a quorum for future meetings, an additional Councillor should be added to the membership of the Finance Sub- Committee. Resolved that Councillor L Davies be added to the membership of the Finance Sub-Committee. c) Memorial Gardens Working Group The Chair thanked everyone involved and positive feedback was provided in respect of the Remembrance Sunday Service and the 100 Years Commemoration since the end of the First World War held on 11 th November 2018. Councillor M Thomas highlighted the comments received following the service regarding the traffic noise, which affected the proceedings. He added that the Council should seriously consider its options for next year in respect of traffic, organisation of the service and organisation of the Memorial Gardens for the service. Resolved that: - 1) The Working Group meets in the New Year to discuss proposals for 2019; 2) The Clerk sends letters of thanks to the volunteers who assisted with the service. 87. Council Property / Community Projects / Burial Grounds The Clerk presented a report regarding Community Council property, community projects and burial grounds.
The Council discussed the following: - 3G Dog Warden Patrols Patrols commenced on Monday, 12 th November 2018. Graig Y Coed The Clerk presented at Appendix A the draft Pitch Booking Prices for Graig Y Coed. The two options provided, including the headline price and the block booking lesser prices which were in line with Swansea Council fees, were provided and discussed. Resolved that the headline and block booking prices, be approved. Crofty Playground Councillor M Roberts reported that she had received a request to lower the two smaller children s swings, if possible. Resolved that the Clerk requests that the Council Contractor examines the swings and if possible, makes the necessary adjustments in line with health and safety requirements. Memorial Gardens Councillor P Tucker commented on the lamppost poppies placed in other localities which were provided by the Royal British Legion. The Clerk stated that he had spoken to Mark Mathias, Royal British Legion regarding purchasing the poppies next year. It was suggested that poppies could be placed along the fence around the Memorial Gardens. Resolved that the Clerk orders sufficient poppies for the Memorial Gardens in 2019 and obtains permission from Swansea Council regarding placing poppies on lamp posts. Risk Inspections The Clerk tabled draft risk inspection forms in respect of the various Council sites. Resolved that the Clerk drafts less detailed inspection forms and circulates the forms relating to each Councillors site of responsibility, for them to commence inspections in January 2019. Property Maintenance Programme The Clerk presented a draft Property Maintenance Programme for discussion.
Resolved that an updated Property Maintenance Programme be reported to all future Ordinary Community Council meetings. Recreation Ground, Penclawdd The Clerk reported that Llwchwr Schools Rugby Union Under 11 s Team regularly used the Recreation Ground for games and in line with the other teams using Council facilities, were required to pay an annual fee. Resolved that the Clerk informs Llwchwr Schools Rugby Union that they are required to pay a 50 annual fee from 1 st January 2019. 88. Swansea Council Issues a) General Matters Councillor M Roberts highlighted the following the following: - Walk for Health Swansea Council had arranged Walk for Health walks for TOGS on the last Friday of every month and she was attending a first aid course on Tuesday, 20 th November 2018 to be able to provide support at future walks. Gower Hedgerow Hub An NRW survey had taken place of all Gower Hedgerows and free training courses were available for volunteers. b) Planning Applications for Consideration The Council discussed the following and made no comment in respect of the planning applications: - 2018/2328 Change of use to residential home at former Llanmorlais School; 2018/2268 Residential development for up to 3 detached dwellings and garages (outline) at former Llanmorlais School; 2018/2293 One pair of semi-detached dormer bungalows at 22, Gowerton Road, Penclawdd. c) Footpaths, Cycle Paths and Bridleways Councillor N Doyle had previously informed the Clerk that the footpath running from Trinity Lane to Park Road had been cleared / cleaned. 89. Reports of Delegates on Outside Bodies None. 90. Date of the Next Meeting Resolved that the next Council meetings be held at Penclawdd Community Centre at 7.00 p.m. on the following dates: -
