MINUTES OF THE ORDINARY PARISH COUNCIL MEETING HELD ON TUESDAY 1 st October 2013 IN THE VILLAGE HALL, TWYFORD ROAD, BARROW UPON TRENT AT 7.00PM. Present: Councillor Mrs Anne Heathcote Chairman Councillor Ken Atkin Councillor Catherine Blackmore 5 Members of the Public County Councillor Rob Davison Public Participation: The Chairman welcomed everyone to the meeting and invited those present to speak a) Members of the Public: Mr Wayne Harvey-Toon spoke on behalf of the Brookfield Colts and reported on a 100% positive performance by the colts so far this season. Mr Harvey-Toon then went on to talk about the on-going discussions regarding the future use of the community park. Mr Harvey-Toon told the meeting that the colts had been approached to run not only an under 9 s team but also a girls team in the future he said this was being looked into as people would be required to help run these teams. b) Police Liaison Officer, County Councillor and District Councillor Dist Cllr Peter Watson had sent his apologies and a report was read out in his absence. The report out lined the round of meetings that were scheduled for the Local Development Plan and also that the new bin collection dates come into force from the 7 th October with the Green recycling bins also starting then. County Councillor Rob Davison: reported on the local plan and that Councillors will be looking onto the plan and making comments regarding the need for roads, schools etc., they will also be looking into the impact these potential developments will make on existing services. Cllr Davison gave a brief report for the recent meeting regarding the boundary changes between Stenson Fields, Twyford and Barrow upon Trent. Cllr Davison informed the meeting that there is a meeting about broadband in the area on Wednesday 2 nd October at Aston. Cllr Davison had attended the recent Sand & Gravel Liaison meeting and commented that there was nothing to report. The District Council have a meeting planned for tomorrow where all councillors will attend and discuss the proposed 157million cuts to be made. The Chairman thanked everyone for their reports and they left the meeting. Cllr Catherine Blackmore then spoke about a planning application that has been submitted for 4 The Nook. Cllr Blackmore expressed concern over this application in regard to the drains in the nook that already are inadequate especially in times of flood. c) Members representations on pecuniary matters None - 95 -

No amendments were requested and the minutes were approved by the Council and signed by the Chairman as a true record. 236/2013 Items on Part 1 of the Agenda to be taken with the public excluded. None 237/2013 The Chairman s Report Cllr Heathcote reported that she had received a phone call from Mr A Hydes, in recognition of all the good work the Community Payback team have done at the community park Mr Hydes has offered to rotivate the area and plant poppy seeds, these will flower in time for the WW1 Anniversary. All Councillors were in favour of this and it was requested that some be planted at the entrance to the park on the left and in the nature area, the Clerk will speak to Mr Hydes. The Chairman had received a complaint about the amount of weeds on Twyford Road, the Parish Lengthsman has now got a flame weed gun so should be dealing with these. - 96 -
Out of sync street lights had been reported to the Chairman, this had been reported to DCC. The Chairman reported that she and the Clerk had met with Mr Stuart Batchelor and Mr Howard Essen form SDDC regarding the lease for the Community Park, this will be forwarded on when it has been draw up, SDDC will also supply the Parish Council with a list of hire charges for their sports facilities as a guide for the Parish Council to use should they wish to start charging for use of the community park. A phone call had been received regarding some children lighting fires at the entrance to the community park, this will be reported to the police. 238/2013 The Clerk s Report The Clerk reported that all work from the previous meeting had been done and she had received several phone calls and letters during the month that had been replied to. The signs for the trees in the village are ready and need attaching. The benches around the lagoon are still a work in progress. The history of the Parish is currently being written up it- is hoped to have this completed by the end of November. Standing orders were resumed and Mr Scarfe was thanked for his report. - 99 -
245/2013 Parish News Front Covers December/Jan will be by the Church. 246/2013 Risk Assessment This had been done by Cllr Davis and there was nothing to note November will be done by Cllr Heathcote 247/2013 Greenacres Nothing to discuss. 248/2013 Community Park Notes of the meeting with The Brookfield Colts had been previously circulated, and discussions are on-going regarding future use of the park by the Colts and Swarkestone Cricket Club. The Playgroup have asked to use the park occasionally during the mornings in term time, the councillors were all in favour of this. It was noted that the Community Payback team have done a fantastic job clearing the boundary. Mr A Hydes has offered to scatter poppy seeds down at the park and all were in favour of this he will be asked to place them at the entrance on the left and behind the play equipment. The Clerk was requested to ask Ellsmere to service the play equipment whilst they are installing the fencing at the cemetery and also to fix the green barrier as it drops quite heavily when opened. 249/2013 Small Play Park The contractor should be pressure washing all the rubber matting and repainting the equipment some time in the coming month. 250/2013 Cemetery The fence will be moved approx. 11ft later this month to accommodate another line of grave spaces; this will go round the Oak Tree. 251/2013 Commemoration of WW1 It is still hope to contact a member of the Arkwright family to see if they will be able to attend the celebration. 252/2013 Annual Footpath Inspection reports Footpath 1 & 2 inspected by Cllr Davis there is some overgrown vegetation at the Swarkestone end of the path. 3 & 8 inspected by Cllr Heathcote, there is some overgrown vegetation at the end of Cow Lane and the beginning of foot path 8. 4 & 5 by Cllr Slater nothing to report. - 100 -

Cllr Atkin had met with the footpath officer regarding problems with footpath 3 and 5. 253/2013 Annual New Year Lunch The Clerk has been in touch with the caterer and the menu will be chicken in wine or baked ham with Cumberland sauce. The Clerk will get the drinks and put a poster in the Parish News advertising the event. Numbers are limited to 48. 254/2013 Woodland Trust Deferred to the November meeting 255/2013 Security in the Parish As there is money available from the safer neighbourhoods fund it was resolved to apply for funding for some mobile security cameras for the Parish. It is important these cameras have a range of 20-25meters at night. The clerk will look into this. 256/2013 Agenda items for the next meeting a) Commemoration of the beginning of WW1 b) New Year s Lunch 2014 c) Wildlife, Nature and Woodlands d) Boundary Change 257/2013 Date and time of the next meeting The next Parish Council Meeting is on Tuesday 12 th November 2013 at 7.00 p.m. in the Village Hall. The Chairman closed the formal part of the meeting and opened the floor for a period of not more than five minutes per person to enable members of the public and Members of the Council to comment on any matter that has been discussed by the Council in the Non Exempt Section of the meeting today. Mr Ron Scarfe told the meeting that the history group were trying to produce a parish trail but there are some areas that require signage, this will be looked into. It was RESOLVED that, in accordance with Section 100(A)(4) of the Local Government Act 1972 (as amended), the press and public be excluded from the remainder of the meeting for the following items Of business on the grounds that they involve the likely disclosure of exempt information as defined under the paragraphs of Part I of Schedule 12A of the Act. - 101 -

It was resolved to replace the door and frame using the original door furniture where possible. 232/2013 Cottages The work to the cottage roofs is due to start on Monday 14th October it was requested that the clerk ask for this to be finished by Christmas if possible.
