FEDERAL AVIATION ADMINISTRATION CENTRAL EN ROUTE AND OCEANIC AREA OPERATIONS FORT WORTH ARTC CENTER, MAJORS ATCT, AND SKYDIVE TANDEM GREENVILLE, LLC LETTER OF AGREEMENT Effective: April 10,2012 SUBJECT: NON-EMERGENCY PARACHUTE OPERATIONS AT GREENVILLE, 1. PURPOSE. This agreement establishes procedures and responsibilities for conducting skydiving/parachute operations in Fort Worth ARTC Center (ZFW) airspace in the vicinity of Greenville Municipal Airport - Majors Field (GVT), Greenville, Texas. 2. SCOPE. a. Application of these procedures shall be limited to aircraft operated by or for Skydive Tandem Greenville, LLC, for the purpose of skydiving operations at GVT. b. Skydive Tandem Greenville, LLC, will notify ZFW in advance of operations at GVT that are anticipated to fall outside the scope of this agreement for the purpose of coordination of such operations. c. This letter is supplemental to 14 Code of Federal Regulations (CFR) Part 91, General Operating and Flight Rules; 14 CFR Part 105, Parachute Operations; Federal Aviation Administration (FAA) Order 7110.65, Air Traffic Control; and FAA order 7210.3, Facility Operation and Administration. 3. DEFINITIONS. a. Jump Zone: Airspace shown on attachment A, approximately 1.0 NM east of the north end of GVT runway 17/35. b. Climb Zone: Within 10 NM of GVT, or as ZFW directs. 4. PROCEDURES. a. Aircraft operated by Skydive Tandem Greenville, LLC, for parachute operations in the vicinity of GVT must use the call sign "Jump Plane" followed by the alphanumeric call sign (minus the first letter) of the aircraft. ZFW shall assign a discrete beacon code on initial contact.
b. Jump Plane must contact ZFW for visual flight rules (VFR) traffic advisories prior to reaching 6,000 feet mean sea level (MSL). On initial contact, the pilot must state the type aircraft, planned jump altitude, and any other pertinent information. Advisories will be provided by ZFW on a workload-permitting basis. c. To the extent possible, jump aircraft must remain east of GVT when climbing and descending. Skydive Tandem Greenville, LLC, must ensure that all jumpers remain within the Jump Zone airspace. The pilot must advise ZFW two minutes prior to releasing jumpers, and upon the release of jumpers. ZFW, to the extent possible, will advise the pilot of any known or observed aircraft in the vicinity of the jump zone when the two-minute notification is received. d. Jump Plane must advise ZFW when the aircraft is below 6,000 feet MSL, and of any known or anticipated jumpers (either in freefall or under canopy) that will remain above the altitude of the aircraft as it descends below 6,000 feet. e. Outside of Majors ATCT published operating hours: 1 Skydive Tandem Greenville, LLC, will attempt to contact GVT ATCT to see if there is Majors Field flying activity scheduled during the expected times of the jump operations. 2 Jump Plane will request communications change to GVT advisory frequency to broadcast "Three minutes to jump one mile east of Majors Field at (aircraft altitude). There will be XXX (number) jumpers", and return to ZFW frequency prior to "2 minutes to jump" notification. 3 Jump Plane will request communications change to GVT advisory frequency to broadcast when jumpers are away and return to ZFW frequency. f. When GVT ATCT is operational: 1 GVT ATCT shall notify ZFW when jump plane departs with call sign, aircraft type, and request discrete beacon code. 2 GVT ATCT shall transfer radio communications to ZFW. 3 Jump Plane will advise ZFW approximately 3 minutes prior to jump and request frequency change to Majors ATCT. The Jump Plane will remain on GVT ATCT frequency unless otherwise coordinated. If the jump will be delayed beyond 3 minutes, GVT ATCT will advise ZFW of the length of delay, and if necessary, the Jump Plane will be switched back to ZFW frequency for traffic advisories.
4 When Jump Plane begins descent, ZFW will assume that jumpers are away. When Jump Plane passes 6,000 feet MSL in descent, radar service is automatically terminated. 5. GENERAL. a. Skydive Tandem Greenville, LLC, must ensure that all pilots operating under this letter of agreement for the purpose of parachute operations at the GVT are familiar with and adhere to the procedures set forth in this document. b. Aircraft operated for or by Skydive Tandem Greenville, LLC, must be equipped with VOR/DME, LORAN, RNAV or GPS navigational equipment, an operable transponder having mode 3/A 4096 code capability, and an operating radio transceiver. d. Aircraft operated for or by Skydive Tandem Greenville, LLC, must use MSL when reporting altitudes to ATC, either verbally or in Mode C transponder readouts. e. Skydive Tandem Greenville, LLC's time of usual activities are Monday through Sunday, sunrise to sunset. Heaviest activities are on Saturday and Sunday, from sunrise until sunset. f. To the extent possible, ATC will monitor nonparticipating aircraft that will transition the jump zone and assist these aircraft in avoiding jump activity.

6. SPECIAL OPERATIONS. Special jump operations must include, but are not limited to, scheduled special events, competitions, exhibitions, night operations, or anytime a heavier than usual jump schedule is anticipated. To the extent possible, Skydive Tandem Greenville, LLC, will provide ZFW ten days advanced notice of such unusual activity. 7. ATTACHMENTS. Attachment A depicts the GVT Jump Zone. Andi L.
