SUMMIT COUNTY ENGINEER FOR IMMEDIATE RELEASE April 26, 2012 Summit County Engineer s Office Contact: Heidi Swindell Phone: 330 643-8170 http://summitengineer.net Summit County Engineer s office has summer road work planned Akron, Ohio Alan Brubaker, P.E., P.S., Summit County Engineer has finalized the summer road work plans to take place in various locations around the County for 2012. Though revenues continue to decrease, the Summit County Engineer s office has allocated $1.94 million for pavement maintenance in the Capital Improvement Program this year, an increase of 30% over the 2011 pavement maintenance allocation. This is due to cost saving administrative and personnel changes, allowing more room in the budget for improving the County s roads and bridges. The Summit County Engineer s office bid process was opened up to other communities in Summit County for the second consecutive year. The larger purchasing power created by bidding for pavement maintenance items as one larger unit leads to smaller per unit costs for all participants, while allowing municipalities to maintain local control over the projects. The Summit County Engineer s office administers the County-wide program. In tough financial times, both for government and the taxpayers, we are very pleased to offer a program that can reduce the cost of doing business, said Engineer Brubaker. Continued participation from cities, villages and townships will make this program a success. The regional approach saves money and promotes efficiency in our road programs without reducing the level of services. It's a winwin-win situation for the County, municipalities, and the townships. Many officials were involved in the creation of the County-wide program. The Summit County Engineer s office would like to thank Summit County Council, the Summit County Executive, and participating officials from Bath, Copley, Coventry, Sagamore Hills, Springfield, and Twinsburg Townships as well as the cities of Akron and New Franklin and the Village of Richfield. When I became County Engineer in 2009, government was just beginning to feel the pinch of the slowing economy and my solution was to go back to the basics, said Brubaker. That means we reduced overhead costs, cut unnecessary projects that would require us to borrow more money and instead live within our means to perform our fundamental job function maintenance and repair of County roads and bridges. We are now seeing the benefit of those decisions by experiencing increases in our pavement maintenance budget.

Oxford Street all all 422 resurfacing is also known as Seal Coat or Chip Seal. The contractor places an emulsion on the roadway, spreads gravel on top of the emulsion, compacts the stone into the emulsion with a roller, and then sweeps the excess gravel from the road the same day and then again after about a week. 422 is much less expensive than hot mix asphalt, prevents water from causing cracks and potholes in the pavement, and increases tire traction. 405 resurfacing is also known as Motor Paving. The contractor uses a portable mixer on-site to prepare the asphalt mixture, places it on the roadway, and then compacts it with a roller. 422 is then placed on top of the 405. 405 is less expensive than hot mix asphalt and is used in conjunction with 422 when the roadway crown or edges need to be re-established. A further advantage is that 405 is more flexible than hot mix asphalt and can resist small movements in the road base that would crack hot mix asphalt. Lytle Construction is the contractor for this year s combined 405/409 contract. This contract includes the Summit County Engineer s Office and Copley, Coventry, Springfield and Twinsburg Townships. The value of this year s contract is $1,314,961.75 and will be performed in July and August. 2012 Summit County 448 Resurfacing Program North Summit County Engineer Revere Road (Bath Township) Shade Rd Ira Rd Bath North Ridge Drive all all Stone Gate Boulevard all all Willow Drive all all Richfield Village Brecksville Road I-271 Bridge SR 303 Sagamore Hills Hawthorne Circle all all Hawthorne Drive all all Spring Creek Drive all all Walton Road Houghton Rd Sagamore Rd. 448 resurfacing is also known as Hot Mix Asphalt. The asphalt is prepared in an asphalt plant, transported to the site in heated trucks, placed on the roadway in the desired thickness, and then compacted with a roller. 448 is the most durable (and most expensive) asphalt pavement and resists cracking and rutting more than 405 and 422 resurfacing. It is used in locations that have heavy traffic and a high percentage of truck traffic. Perrin Asphalt Company is the contractor for this year s 448 contract in the northern half of Summit County. This contract includes the Summit County Engineer s Office and Bath, Richfield, and Sagamore Hills Townships. The value of this year s contract is $1,043,709.98 and will be performed in July, August, and September.

Riverview Road Resurfacing Part 1 (Boston Township) Riverview Road Part 1 will be improved this year from the Cuyahoga Falls Corp. Line to the Village of Peninsula Corp. Line. The existing road will be milled, pavement repairs will be performed, new asphalt will be placed, and new pavement markings will be applied. The Project will be bid in July. The Engineer s Estimate of this contract is $750,000. The project is funded 80% by federal funds and 20% by local funds. The work will be performed in August and September. Akron-Peninsula Road Resurfacing Part 2 (Boston Township) Akron-Peninsula Road will be improved this year from 300 south of Truxell Road to the Cuyahoga Falls Corp. Line. The existing road will be milled, pavement repairs will be performed, new asphalt will be placed, and new pavement markings will be applied. The Project will be bid in May The Engineer s Estimate of this contract is $731,235.20. The first $700,000.00 of construction is funded 100% by federal funds and the remainder by 100% local funds. The work will be performed in July and August. Boston Mills Road Resurfacing (Boston Township) Boston Mills Road will be improved this year from Riverview Road to the Summit County Engineer Maintenance Station. The existing road will be recycled into the base for the new road by a process known as Single Pass In-

Place Asphalt Recycling. 405 Motor Paving and 422 Seal Coat will then be installed as the intermediate and surface courses. Specialized Construction is the contractor for this project. The value of this contract is $203,829.00. This work is being funded 100% by local funds. The work will be performed in June and July. Asphalt Rejuvenating agent is applied to hot mix asphalt pavement that was placed one or two years ago. The agent restores flexibility and water resilience that the asphalt surface lost due to weathering and the passage of time. Forty-five minutes after the rejuvenating agent is applied, sand is placed over the agent to absorb excess agent and provide enhanced vehicle traction. One week later, the excess sand will be swept from the road surface. Crack Sealing is used to close small cracks in hot mix asphalt roads. This prevents water from entering the pavement and causing pot holes or damaging the road base. The award for this year s contract went to P.S. Construction Fabrics. This project involves the County Engineer, the City of Akron, and Bath, Springfield, and Twinsburg Townships. The value of this year s contract is $151,141.24. Bridge deck (City of Green) over Heckman Ditch Reimer Rd. bridge deck (City of Norton) over Van Hyning The Spot Paving Program addresses pavement deterioration that is more extensive than a pothole but still does not require complete resurfacing. Additionally, this contract is used to resurface bridge decks. Perrin Asphalt Co. is the contractor for this year s Spot Paving Program. The value of this year s contract is $143,760.00 and will be performed in August, and September. 2012 Summit County Pavement Marking Program The Pavement Marking Program involves applying new centerline and edge lines to roads as required. J.D. Striping is the contractor for this year s Pavement Marking Program. This contract includes the Summit County Engineer s Office, New Franklin, and Copley, Sagamore Hills, and Twinsburg Townships. The value of this year s contract is $171,842.15 and will be performed in September and October. Van Buren Road Bridge Replacement This project removes and replaces the Van Buren Road Bridge over Tuscarawas River located on the border of Barberton and New Franklin. The existing bridge has reached the end of its useful life. Kenmore Construction is the contractor for this project. The value of this contract is $968,743.00 and the work is underway and will last through November of this year. 56% of the cost of the project is federally funded and the remaining 44% funded by local funds. The bridge will be closed for approximately 180 days and traffic is detoured. Cleveland-Massillon Road Bridge Replacement This project removes and replaces the Cleveland-Massillon Road Bridge over Hudson Run located in Barberton. The existing bridge is nearing the end of its useful life.

The project will be bid in June, The estimated value of this contract is $928,458.73. 80% of the cost of the project is federally funded and the remaining 20% funded by local funds. The bridge will be closed for approximately 90 days and traffic will be detoured. 2012 SCE Culvert Replacement Program This project is in the final stages of design by in-house staff. The following culverts are under consideration for replacement this year: - Culvert under Cottage Grove Road between Klinger and Cope in Coventry Township - Culvert under Boyden Road just north of Barton Road in Sagamore Hills Township The value of this work is estimated to be $55,000.00 and the work should be performed in October and November. Canton Road Traffic Signal at Springfield Lake Drive (Village of Lakemore/Springfield Township) A new traffic signal will be installed. The Project will bid in June. The Engineer s Estimate of this contract is $134,560.00. The project is funded 86% by federal funds and 14% by local funds. The work will be performed in August and September.
