Footpath and PROW Improvements To receive a report from Councillor L Lamb. 7. Parish Council Annual return 2016-17 To note completion of the audit process for 2016-17 and the publication of the Annual Return 8. Provision of Picnic benches for the Playing Field To consider quotations received Details will be circulated under separate cover. 9. Inspection of Play Area To consider the appointment of an independent inspector for the play area to be tasked to complete inspections in accordance with BS EN 1176. Quotations to be circulated under separate cover. 10. Ground Maintenance Contract To consider extending the field maintenance contract with Skippers to include the site near the garages. 11. Statement of Compliance - Pensions Regulator To note completion of the statement ahead of the deadline of 2 October 2017. The Clerk will provide a short verbal report. 1
12. Subscription to RCCE To consider joining the RCCE and determine if any a meeting to discuss Neighbourhood Planning is required. Fyfield Parish Council ITEM 3 Minutes of the Annual Meeting of Fyfield Parish Council held on Monday 11 th September 2017 at 7:30pm at Fyfield Village Hall. Present; In attendance; Councillor L Lamb (Chairman) Councillor Mrs J Hall Councillor Mrs B Saward Councillor D Webster Councillor T Walden Councillor Mrs L Chisenhale-Marsh Mr D Farr - Parish Clerk Councillor Mrs M McEwen 7 members of the public 17/41 Apologies for Absence Apologies for absence were received from Councillor I Hadley. 17/42 Declaration of Interests There were none. 17/43 Minutes of the Council meeting of 3 rd July 2017 The minutes were AGREED as an accurate record. 17/44 Questions and Statements from the public There were none. 17/45 Appointment of a Parish Councillor by Co-option Two residents had expressed an interest in standing for co-option to fill the vacancy on the Council. Following a ballot by members present, Mrs Liselle Chisenhale-Marsh was duly CO-OPTED. Following completion of the Declaration of Acceptance of Office, Councillor Mrs Chisenhale-Marsh joined the Council for the rest of the meeting. Gratitude was expressed to all those who had expressed interest in the vacancy on the Parish Council. 17/46 Footpaths and Public Rights of Way Councillor L Lamb provided a report noting that the stock of spare waymarkers had now been used. Communications with Essex Highways was proving to be difficult on occasions and the local volunteers had joined the West Essex Ramblers. Additional volunteer training was expected to take place shortly. 52
Fyfield Parish Council Minutes 11 Sept 2017 Councillor Lamb noted that the support from local landowners to keep local rights of way accessible was variable and efforts are underway to seek an improvement. It was suggested that a programme of positive publicity may be the best course of action. 17/47 Neighbourhood Watch It was noted that the Fyfield scheme was now registered and some 14 signs had been erected including on all routes into the parish. Further larger signs were recommended and options are being investigated. Costs for signage were a concern and further support from the Parish Council may be requested. Hand delivery of Neighbourhood Watch literature was underway in the area and the local Fyfield Grapevine Facebook group was expected to assist with the broadcast of local Neighbourhood Watch information. The Grapevine group currently had some 53 local residents making up its membership. A recent shed break in was reported and some ongoing concerns with some motorcyclists was also noted. 17/48 Speeding Management There was no significant progress to report. Information on applications to the Local Highways Panel had not been received by the Clerk and Councillor Mrs M McKewen was asked if she would kindly provide a further copy. Councillor D Webster arrived and joined the meeting. 17/49 Support for the Local Store The Clerk provided a verbal report outlining the results of research undertaken and discussions held with the District Council s Economic Development Officer. Options included access to regional groups that provide support and advice to local businesses as well as a local scheme to reduce business rates and to schemes that offer grants for some capital works. It was AGREED that the Clerk should discuss the options in more detail with Councillor Mrs J Hall before a meeting is arranged with the shop owners to pass on relevant information. 17/50 Play Area Improvements and Safety Inspections It was AGREED that quotes be obtained for the provision of 2 new picnic benches for use near the play area. The Clerk outlined the inspection requirements for children s play equipment as defined by BS EN1176. It was AGREED that quotes be sought to meet the inspection requirements as set out by the British Standard. Concerns that the inspections may require changes and further investment in the play area were noted. 17/51 Dogs on the Playing Field Concerns raised by local residents were considered as were options to apply controls to the public using the site. The limited support available from the District Council to help manage this issue was noted, but the offer of free signage was felt to be worth investigating further. It was AGREED that this issue should be reviewed again in a few months. 53
Fyfield Parish Council Minutes 11 Sept 2017 17/52 Ground Maintenance Contract The issue of possible extension of the contract to include land adjacent to the garages was deferred to the next meeting. 17/53 Meeting with the Pre School Councillor L Lamb provided a verbal report outlining discussions held with the Pre school, noting the increase in local demand with the additional potential for further demand arising from future housing development in the area. Members noted that the Pre School will be developing a future Business plan and will seek to consult further with the Parish Council later. 17/54 Advertising for Church services This item was not discussed as there had been no developments reported recently. 17/55 Planning matters a) Telecommunications Mast Councillor D Webster advised the meeting that following the recent application for a new mast, a temporary mast is expected to be installed in the next few weeks. This was being undertaken to provide service to at least some network providers whilst a permanent solution is being finalised. It was also suggested that the temporary installation will utilise the permitted development rights before they can time out. b) Planning Applications Application No: EPF/2065/17 Applicant: Mrs L Penrhys-Evans Location: Land at Ongar Road North of Clatterford Lodge Fyfield CM5 0RD Proposal: Outline planning application with some matters reserved for proposed erection of 5 detached dwellings with garages Comments were received from a number of local residents. It was AGREED that the Parish Council should OBJECT to the application on the basis that the application represented over development of the site, that the proposals were contrary to the established Green Belt policies and that the proposed highways changes were potentially unsafe.
