4 Adoption of the Minutes Cont d (b) City of Armstrong/Township of Spallumcheen Joint Council Committee Meeting Minutes of Thursday, June 19 th, 2014 27-29 *2 Resolutions to Consider for Ratification (1) Purchase/Sale of Internment Licenses That the Township of Spallumcheen Cemetery Operations and Maintenance Bylaw be amended by adding a new sub-section to Section 5 Internment Right Contract stating the following: The Armstrong Spallumcheen Cemetery, at the direction of the City of Armstrong and Township of Spallumcheen Councils, reserves the right to refuse a Right of Interment of more than two (2) plots to any one individual ; AND FURTHER THAT the aforementioned bylaw amendment be adopted prior to the conclusion of the 2014 calendar year. (2) BCEHS Resource Allocation Plan Emergency Health Services BC Ambulance Service That the Township of Spallumcheen direct staff to write a collaborative letter of support from the City of Armstrong/Township of Spallumcheen Mayors to the City of Pitt Meadows in regards to their letter dated May 26 th, 2014 regarding the British Columbia Emergency Health Services Resource Allocation Plan, noting the BC Ambulance Service be properly funded and resourced as a critical public safety agency and not rely on first responders such as volunteer fire departments to provide first responder services; AND THAT the local Member of the Legislative Assembly, Greg Kyllo be carbon-copied in the letter, as well as the Union of British Columbia Municipalities. 7(b) Staff Reports Cont d (iv) Report from Ed Forslund, Public Works Manager dated July 7 th, 2014 Re: McCallan Bridge Repairs 135-136 That the Township of Spallumcheen Council receive the Report from the Public Works Manager dated July 7 th, 2014 regarding McCallan Bridge Repairs; AND THAT the Township of Spallumcheen Council direct staff to proceed with a Request for Proposal to complete the required repairs to the McCallan bridge as recommended by CWMM Consulting Engineers and to proceed with the repairs not to exceed $33,000.00, and that funding be divided from the 2014 Capital Road Program to the Public Works Operating Budget for this purpose. (v) Report from Ed Forslund, Public Works Manager dated July 7 th, 2014 Re: Stepney Bridge Replacement 137-138 That the Report from the Public Works Manager, dated July 7 th, 2014 regarding Stepney Bridge Replacement be received, AND THAT the Township of Spallumcheen Council approve the proposed project as recommended by staff, AND FURTHER THAT the project be tendered in January of 2015 with construction to take place during the environmental window, from July 15 th to August 31 st 2015 with the understanding that if the tender price comes in as estimated the budget shortfall can be budgeted for in the 2015 budget process. (vi) Report from Ed Forslund, Public Works Manager dated July 8 th 2014 Re: CN Rail Crossing Larkin Cross Road 139-140 That the Report to Council from the Public Works Manager dated July 8 th, 2014 regarding the Township of Spallumcheen Railway Crossing Replacement Larkin Cross Road be received; AND THAT the Township of Spallumcheen Council direct staff to proceed with the installation of a new concrete rail crossing on Larkin Cross Road and that subject to there being insufficient funds in the Public Works budget at the end of the 2014 fiscal year, Council authorize a draw from the Contingency account to a maximum amount of $20,000.00 to fund the railway crossing improvement on Larkin Cross Road. 5

Not forwarding it has not negatively impacted the approval of the subdivision. It is recommended that Council grant another six month extension beginning July 14 th, 2014. This would be the sixth extension. That the Email dated March 21 st, 2014 from Eric Williamson and attached letter dated March 20 th, 2014 from Hilda K. Williamson regarding Williamson Subdivision Application Date Extension be received, AND THAT the Township of Spallumcheen Council grant a six (6) month subdivision application extension beginning July 14 th, 2014 and that development services be directed to provide a letter advising of the extension. 6
