851 ARDIGH PARISH COUNCIL MINUTES OF THE MEETING OF THE COUNCIL HELD ON 9 th September 2013 AT THE VILLAGE HALL AT 7.30PM Public participation Mr R Rendall from Peake Fruit Farms. Mr Rendall advised of his proposed plans to replace asbestos roofing for some roof areas on the farm with a PV alternative. He commented that the current asbestos cement roofing is causing problems and is very expensive to replace. He advised he would also like to build a single pitch lean-to, to accommodate supermarket trays which are currently exposed due to lack of space. This would also be with the addition of PV roofing. Cllr Halsey suggested Mr Rendall spoke with N Power as a starting point. No further comments were made. The Chairman thanked Mr Rendall for putting his proposals to the Council for comments before submitting a formal application. Mr Rendall left the meeting at 7.43 District and County Councillors Neither District Councillor Neil Stock nor County Councillor Carlo Guglielmi was present, nor were any reports submitted on District or County matters. Police No police representative was present. The Chairman summarised the crime figures for the month of August. Updates were noted and Minutes of the meeting 12 th August 2013 were approved by all and signed by the Chairman. 44 Progress report on the last Minutes Cllr Talbot reported that neither he nor Cllr Halsey had made progress with the landowner regarding the cemetery land extension due to time restraints with the farmer at this time of year. A request for grants made by Essex Air Ambulance had been received. It was discussed and rejected on this occasion. A letter asking for ideas for commemorating WWI in next years centenary was discussed and it was decided to leave this matter open to allow time to think of suitable suggestions and would be discussed in a future meeting. Clerk to monitor. An email was received by the Parish Council from a resident who expressed her wishes for the Roll of Honour to be restored in respect of the centenary. Cllr Barrott said he will inspect this and report back in a future meeting. TB 47 Amenities and Administration: 1. Churchyard and Cemetery Risk assessment received from Cllr Andrews. It was noted that there was still an amount of weeds and elderberry protruding through the trees in the cemetery and that a Yew was in need of cutting back. Clerk to contact Bland Landscapes 2. 854 Risk assessments received from Cllrs Sinclair and Talbot. Cllr Talbot reported on the damaged fence between the school and the play area. Clerk to contact A Bruce A discussion was held regarding the possible Village Green Registration of the Recreation Ground. Advantages and disadvantages were read out and it was agreed that it would give an overall security to the village if the Recreation Ground was registered as a Village Green. Cllr Barrott to look at the documents in further detail before proceeding. TB 3. Environment and maintenance Cllr Halsey raised concerns over Highways lack of action as the 30mph sign is still not in place on the entrance to the village after 21 months, meaning no enforceable speed limit applies. There were also concerns from Cllr Andrews that a bus stop had been placed in the middle of the pavement on Colchester Road making it difficult for pedestrians to negotiate round it. Cllr Talbot had confirmed that the Systematic flooding problem (Old Ipswich Road) had been reported to ECC. A discussion was held over an email received from a resident, expressing concerns over overgrown trees in Ardleigh Court. It was confirmed that this is private land and would be a matter for the residents management company. A discussion was held over an email received from a resident, regarding the possibility of Ardleigh Parish Council cutting an area of grass to the front of a resident s property due to concerns over the resident s age and ability to maintain this area. There were concerns raised over insurance with the area being private land and also not to create a precedent. It was agreed to look into the rightful land owner before proceeding further. Clerk to action It was noted that a village petition had been set up in relation to the current planning permission being sought for tree felling on the site next to Ardleigh Hall Dedham Road. 4. Public Rights of Way No Reports 5. Village Hall The Village Hall accounts as at the 31 st August 2013 had been circulated prior to the meeting. There were no questions and the accounts were reviewed and accepted. Chubb had carried out an inspection and issued a report suggesting that there are inadequate exit signs on the property and recommending that a powder extinguisher be purchased. A quotation for 135 was received. Concerns were expressed about whether these works were really required. It was agreed to refer to the previous report and ask for further information as to where the signs are to be placed. Clerk to action. 6. Finance Report The Parish Council accounts as at the 31 st August 2013 had been circulated prior to the
855 meeting. There were no questions and the accounts were reviewed and accepted. 7. TDALC Report on meeting 24.7.13 presented by Cllr Halsey. Replacement System section 106 is now a community levy. Internet banking should be coming to councils soon with guidance from EALC to follow. The hardcopy bulletin currently received from the EALC will stop and be replaced with an email version only. EALC moving premises and will operate a limited service during this time. AGM 26 th September attended by the Chief Constable Next meeting 25 th September. 8.
