Monaghan County Council Corracrin Village Improvement Works Stage 2 Road Safety Audit 1 Introduction Monaghan County Council are proposing to realign and widen the N2 in Corracrin and Arup has been requested to carry out a Stage 1 Road Safety Audit on this proposed scheme. A plan showing the location of the scheme in the context of the surrounding local road network is presented in Figure 1. The audit was carried out on the 15 th April 2013 both on site and in the Arup Dublin office. The audit team members were as follows: Shane FitzGerald BA BAI, MIEI (Team Leader) Arup Dublin Kieran Malone BA BA1, CEng MIEI - (Team Member) Arup Dublin The audit comprised an examination of the drawings relating to the scheme and site visits on Monday 15th April 2013 between the hours of 10:00 and 13:00. On the day of the site visit the weather was dry, and the road surface was wet. No previous Stage 1 or 2 Road Safety Audit has been undertaken on these schemes. Information provided to assist the Auditors comprised of the drawings which are referenced in Appendix A. The Audit has been carried out in accordance with the relevant sections of HD 19/12, Road Safety Audits. The team has examined only those issues within the design relating to road safety implications of the scheme, and has therefore not examined or verified the compliance of the design to any other criteria. The audit team were not made aware of any relaxations or departures from standards. No drawings relating to Drainage, Public Lighting or Signing & Lining were provided to the Auditors and these aspects of the scheme have therefore not been examined. The designers response to the audit issues is included in Appendix B. An Audit Team Statement and feedback is included at the end of the Report. Monaghan County Council Corracrin Village Improvement Works Stage 2 Road Safety Audit 2 Items raised within this Stage 1 Road Safety Audit 2.1 Problem: Right Turning Facility length Location: Ch. 0+050 On the mainline, at the junction. Issue: The right turning pocket appears to be quite short and the Auditors are concerned that there will be insufficient length available for agricultural vehicles with trailers or for queuing vehicles, thereby creating the potential for queuing vehicles to block the main road and increasing the risk of rear end shunt type collisions. Recommendation: The designers should ensure that sufficient space for agricultural vehicles with trailers and queuing vehicles, as indicated by anticipated traffic volumes, is provided. 2.2 Problem: Right Turn Facility at Church Entrance Location: Ch. 0+220 On the mainline, at the entrance to the church car-park. Issue: On the drawings there is an angled line within the median on approach to the church and the auditors are not clear as to whether a right turning facility for the church is proposed. Recommendation: A right turning facility should be provided for the church. 2.3 Problem: Property Entrances Location: Throughout the scheme. Issue: There are a number of entrances along the main road where dropped kerbs for entrances are not shown. Recommendation: Dropped kerbs should be provided at each entrance. 2.4 Problem: Cyclist Facilities Location: Throughout the scheme. Issue: The drawings provide no indication as to the directionality of the cycle tracks. In addition, the cycle only area between Ch. 0+120 and CH. 0+260 discourages pedestrians from egressing and returning from/to the residential property on the western side of the road. Recommendation: Permitted cycle movements should be outlined on the drawings and consideration should be given to re-allocating this cycle only area for shared use. Monaghan County Council Corracrin Village Improvement Works Stage 2 Road Safety Audit 2.5 Problem: Pedestrian Facilities Location: Ch. 0+050 On the mainline, at the junction. Issue: There are footpaths alongside the road approaching the junction on the mainline from the north; however, no crossing point has been shown on the drawings and no footpath is indicated on the south side of the junction. Recommendation: Adequate pedestrian crossing facilities should be provided across all entrances, facilitating pedestrian desirelines where possible and to include dropped kerbs with tactile paving. 2.6 Problem: Pedestrian and Cyclist crossing facilities Location: Ch. 0+120 & 0+260 On the mainline. Issue: The drawings indicate that one pedestrian crossing point and one cyclist crossing point are to be provided, with the cyclist crossing outside the school. In particular the cyclist crossing should also accommodate pedestrians due to its close proximity to the school. No dropped kerbs or tactile paving is indicated on the drawings. Recommendation: These crossing points should both be dual-purpose, i.e. the provision of shared crossings, facilitating both pedestrians and cyclists, should be considered. Additionally, tactile paving should be provided at these crossing points. 2.7 Comment: Adjacent Schemes Location: Scheme Extents Issue: There are other schemes proposed to connect with the subject scheme, and the Auditors have not been given details with respect to these schemes. The Auditors feel that once all schemes have been constructed an overall audit should be undertaken to ensure that there is consistency across the schemes.
