Cumbrls County Council Keswlck Town Centre Envlronmentsllmprovements Phase 2 1 INTRODUCTION 1.1 This report results from a carried out on the Phase 2 proposals for the Environmental Improvements in Keswick Town Centre, at the request of the Design Team on behalf of Cumbria County Council. 1.2 Scheme Description This part of the scheme comprises a gateway at the start of the pedestrianised zone. The gateway consisted of a priority road narrowing build-out containing a stonework planter to the west side of the Junction. Although the scheme has been substantially completed including signs, the 'giveway' carriageway markings and associated centreline markings in Derwent Close are still to be laid. 1.3 The audit was carried out during June 2004. A site visit took place on Friday 18 June. The weather was dry, bright and warm in the moming tuming to heavy rain in the aftemoon. 1.4 The Audit Team consisted of: Kevln MCGeough BSc. MIHT. Kevin Nichoison IEng. MiHT. 1.5 Appendix A lists the drawings and information provided for this Audit and includes a list of any Significant reference documents. 1.6 The terms of reference for this Audit are as described in HD 19/03 in the Design Manual for Roads and Bridges. The Team has reported only on the road safety Implications of the scheme as presented and has not examined or verified the compliance of the design to any other criteria. 1.7 WithIn this report Signs will be described either by their diagram number within the Traffic Signs Regulations and General Directions 2002 (TSRGD Diag.) or by their reference number used on Drawing 31986105131 OIAmO 'Traffic Signs' provided for this Audit. Keswick Town Centre, Environmental Improvements Phase 2, Stage 2 Road Safety Audit, November 2003 2.2 The Stage 2 Road Safety Audit for Phase 3 01 the Environmental Improvements was undertaken at the same time as this Audit and will be reported in: Keswick Town Centre, Environmental Improvements Phase 3, Stage 2 Road Safety Audit, July 2004 2.3 The previous Audits reler to a basic salety issue with the 'Entry Points' to the Zone in Derwent Close and Lake Road, and the 'No-Entry' outside the Dog and Gun on Lake Road. These locations were expected to lead to accidents as vehicles could legitimately approach the points and then being unable to turn around in the highway might contravene the restrictions. No turning facility has been provided at any location. The dangers inherent in all classes 01 motor vehicle attempting to turn around using forward and reverse gears in the presence of pedestrians who may not be expecting vehicles, and in a confined space, are obvious. However. it is noted that there have been no Personal Injury Accidents at any 01 these locations since the introduction 01 the experimental order. The gateway treatment makes the entry point more visible and appears to deter some uneuthorised traffic from entering the zone. It also appears to slow traffic that does proceed into the zone. it is recommended that the situation be monitored. Status: ISSUED Rev 0 Page 2 015 July 2004
Cumbria County Council Keswlck Town Centre Environmental Improvements Phase 2 CAPITA SYlvl0NDS 3 ITEMS RAISED BY THIS STAGE 3 AUDIT 3.1 PROBLEM LOCATION: Derwent Close, south of the gateway treatment at the entry point to the zone. SUMMARY: The 'give-way' carriageway markings and associated centra line markings at the point of entry, are still to be laid. There is no indication to drivers entering the zone of the point at which they should give way to vehicles leaving the zone. This could lead to conflicts at the gateway. The gateway treatment appears (purely observation, no speed survey has been undertaken) to have reduced the speeds of vehicles so that the reduced forward visibility cited as a problem in the Stage 2 Audit (Keswick Town Centre, Environmental Improvements Phase 2, Stage 2 Road Safety Audit, November 2003) appears to be sufficient. There have been no reported Personal Injury Accidents since the introduction of the gateway in February of this year. RECOMMENDATION It is recommended that the missing markings be laid as soon as possible. A suggested location for the 'give-way' marking is at the end of the raised footway, just south of the western access. The appropriateness of the forward visibility into I out of the zone should be monitored. Status: ISSUED RavO Page 3 of 5 July 2004
