MINUTES for the meeting of the TOWN OF MONO POLICE SERVICES BOARD Held on Wednesday November 15 th, 2017 at 7:00 p.m. In the Board Room of the Mono Municipal Offices 1. Call to Order at 7:00 pm Meeting called to order at 7:00 p.m. by Mike Walker (Chair) In attendance Board: Mike Walker (Chair), Ken McGhee, Brenda Teeter Community Policing Committee - Anne Butler Dufferin OPP: Detachment Commander S/Sgt. Nicol Randall Regrets - Colette Smith (Secretary) 2. Welcome Chair Walker welcomed the members of the public in attendance i. Patricia Deans ii. Bob Deans 3. Declarations of Pecuniary Interest - none 4. Public Question Period Patricia and Bob Deans, Mono residents (934444 Airport Rd)., expressed concerns with respect to various Airport Rd/County Rd 18 related issues. i. Accidents on the highway ii. Passing on hills iii. A recent MVC where there were dispatch concerns relating to road names Patricia asked if there are any ways to alert drivers to be safer, and was there anything that residents could do to effect change in the following areas i. Lower speed limits ii. Better Signage iii. Passing Lanes Chair Walker advised that Airport Rd and other priority highways/roadways in Mono are discussed at each Board meeting. He advised that the Board has worked with the OPP and funds special focused patrols of these areas. 1
S/Sgt. Randall outlined existing and proposed initiatives including: i. Special officer enforcement ii. Black Cat radar survey and analysis iii. Focused patrols iv. Increased visibility v. Messaging with winter and summer resorts on Airport Rd/124 corridors vi. Traffic counting Board Member McGhee identified that issues with passing lanes and signage are a County issue and could be addressed by deputation at County Works Committee. He also identified that a committee of first responders were discussing names and numbering conventions. Chair Walker suggested that Mr. and Mrs. Deans may wish to become involved with the Community Policing Committee. He also suggested that Public Education may assist in helping the public correctly identify accident locations. Mr. and Mrs. Deans were also urged to contact the Detachment directly if they have any non-emergency questions or issues. ACTION S/SGT RANDALL: OPP to consider a local social media campaign to discuss/clarify road names, for reporting purposes 5. Election of Chair for 2018 Election for the chair of MPSB for 2018 was conducted by Deputy Mayor/Member Ken McGhee. Nomination of Mike Walker as chair for 2018.. Matters arising from Minutes Chair Walker confirmed discussions with treasurer Les Halucha that the 2018 budget would remain the same with a slight increase to reflect inflation Member McGhee and S/Sgt. Randall discussed the POA Court issues. S/Sgt. Randall is developing the increased cost estimates in the event of a move to Caledon East courthouse. 10. False Alarm update 4 false alarms and 0 second notifications were reported since the last reporting period Motion to approve the Agenda: Brenda Teeter 11. Community Policing Committee Airport Road statistics signage update: Anne Butler reports that Scott Burns at County of Dufferin continues to search for the best product that incorporates all of the programming and messaging requirements. A second sign at the Dufferin County Museum is being explored. Temporary signage will be installed north of Hwy. 9 in the interim. Motion to receive Mono Community Policing Committee report: Mike Walker. 12. Dufferin Police Services Meeting update Member Teeter reported that the meeting was well attended. Arising from the meeting: i. OPP have sourced a portable scale set at $6434.22 which would be used for half load and heavy truck enforcement by Dufferin Detachment. It is anticipated that this will be purchased through a levy to municipalities. OPP will follow-up with Works Departments. ii. OPP will establish a satellite Auxiliary Police Unit in Dufferin (from Nottawasaga) iii. Discussion of a county wide Towing-Anti-chasing By-law. OPP will be meeting with the tow companies and municipalities to develop a by-law template. Board recommendation to Mono Council required to move draft by-law forward when prepared: MOTION: That the Mono Police Service Board supports the enactment of a municipal towing allocation by-law in a form that compliments other Dufferin municipalities, and enforced by the OPP. Randall advised: o Two transfers out of detachment o No complaints received. o Crime statistics were reviewed: No major issues Reductions in a number of areas o Traffic Initiatives Enforcement is up slightly YTD Contract Officer PC Matkowski continues to enforce the HTA in Mono with excellent results o Accident Statistics Decreases in collisions Airport Rd. collisions downytd Motion to receive OPP Report: Mike Walker 14. Correspondence - none 15. New Business Bill 174 Safer Ontario Act i. Chair Walker has reviewed the Act and sees no issues for the Mono PSB at this time. The Act is not yet in law. ii. 2018 Regular Meeting Dates (all 7pm) 1. February 14 th 2. June 13 th 3. September 19 th 4. November 14 th iii. 2018 Mono PSB Hosted Dufferin Police Services Meeting 1.
