COUNCIL PRESENT: Mike Blake, Peter Haskell, Sharon Grant, Mark Robichaud, Chuck Ellms, Marcia Delaware, Fred Sherburne STAFF PRESENT: Marilyn Curtis, Kim Hughes, Shannon Hall, Susan Page, Al Tempesta, Jeremy Trowbridge, Kevin Wintle, Eric Campbell, Mike Gudroe, Jim Roy The Invocation was led by Pastor John Johnston followed by the Pledge of Allegiance. Presentation by Rick Whitney for the Key Club Rick Whitney and several members of the Key Club attended the meeting to show the awards that were earned at the district convention in Springfield, Massachusetts. The Key Club received 9 awards this year and each award was displayed and explained along with the Club's scrap book. Mr. Whitney explained that the Club has been active for almost 20 years and is one of the top 60 clubs in the world out of 5,000 or so Clubs. There was mention of the appreciation the Club felt over the Fire Department escort when they arrived back in Town after the convention. I. PUBLIC HEARING 1. Ordinance C2018-6 Amendment to Chapter 9 Motor Vehicles and Traffic, Article IV, ATVs on Public Ways PUBLIC COMMENTS Concern with having only one gas station in Town and residents going to work not being able to gas up their cars due to more ATVs at the gas station A lot of cars go faster and are louder on the streets now than the ATVs will be Very few ATV complaints called into the Police Department Towns like Exeter and Garland that are now open to ATV traffic have experienced respect on the road from ATV owners and have not had any issue with speeding Bringing outside ATV traffic to businesses is a positive for Dexter No complaints from Silvers Mills or the Goff Road since opening them to ATVs Dexter fights change but making the Town more open is going to make it better II. Ordinance C2018-6 Amendment to Chapter 9 Motor Vehicles and Traffic, Article IV, ATVs on Public Ways BE IT ORDAINED, that the Dexter Town Council hereby amends Chapter 9 Motor Vehicles and Traffic, Article IV. Specific Street Regulations to add the following: Sec. 9-80 Use of All Terrain Vehicles (ATV) on Public Ways ATV use on Town approved public ways are open from April 15 to December 1 as determined annually by the Maine Department of Agriculture, Conservation, and Forestry from 7:00 8:00AM to dusk. Operation of an ATV will be with the flow of traffic in the travel lane at the posted speed limit. at a speed limit of 25 miles per hour (mph). For definition purposes, the Four Season Adventure Trail will be referred to as the "railroad bed". The operation of an ATV will be allowed on the following public ways: c. Liberty Street from the railroad bed to Russ Street d. Russ Street e. Water Street from Liberty Street to the Municipal parking lot on the South side of Main Street f. Mill Street from Water Street ending at Spring Street g. School Street from the railroad bed crossing Main Street to Center Street h. Center Street from Main Street to Water Street i. PUBLIC FORUM Dick Gilbert thanked the Highway Department crew for cleaning up the sidewalks and mentioned a manhole on Free Street that is sticking up 6" or so. Ted Inman agreed the manhole is too high to go over with a vehicle. Eric Campbell advised that the manhole is on the list with about five others. Melvin Wyman asked about the status of Crosby Street and was advised that the area that was closed to plowing last winter would remain permanently closed. Janice Reynolds mentioned that the culvert in the area of 110 High Street needed to be added to the list. Mark Stevens told the Council he had been in Dexter for over 11 years and that with his immigration status, he was not meant to stay in the United States. He shared the good news that he received his Green Card that day and that his belief in Dexter is why he is staying. Frank Spizuoco mentioned the draft layout of the ATV signs that was included in the Council packet and wanted feedback. Mike Blake asked that he coordinate the sign postings with Chief Wintle. VII.
