Le Gresley Essex County Council Clerk Georgina Bassett No members of the public 75/15 ELECTION OF THE CHAIRMAN: It was proposed by Cllr. Vickers and seconded by Cllr. Harrison to appoint Cllr. Allen as Chairman to the Parish Council Chairman then signed acceptance of position. 76/15 ELECTION OF THE VICE-CHAIRMAN: It was proposed by Cllr. Allen and seconded by Cllr. Fanthorpe to appoint Cllr. Vickers as Vice-Chairman to the Parish Council 77/15 APOLOGIES FOR ABSENCE: Apologies for absence received from Cllr. M. Mowe Basildon Borough Council. 78/15 MINUTES OF PREVIOUS MEETINGS: The minutes of the Parish Council meeting of Tuesday 14 th April, 2015 were received and it was proposed by Cllr. Fanthorpe and seconded by Cllr. Vickers to accept as an accurate record 79/15 DECLARATIONS OF MEMBERS INTERESTS: No declarations of interest by members on any agenda items were received. 80/15 DATES AND TIMES FOR PARISH COUNCIL/COMMITTEE MEETINGS FOR 2015: Members considered the dates and times for the 2015 Parish Council meetings. It was proposed by Cllr. Allen to remain as it is at the present time - The next date scheduled for Tuesday 2nd June. 81/15 RECEIVE NOMINATIONS TO EXISTING COMMITTEES/ REPRESENTATIVES/ WORKING PARTIES: It was noted that the Chairman and Vice-Chairman are ex officio on the following two committees and to note that all councillors sit on the committees with a minimum of three in attendance for quorate. To note the appointment of Chairman at the first meeting. (i) Finance and General Purposes Committee. (ii) Planning and Environment Committee. The above proposed by Cllr. Allen - It was noted that the Chairman is ex officio at the Personnel Committee meeting and two others on the committee Cllr. Allen and Cllr. Harrison and Cllr. Fanthorpe and to appoint a 406
Chairman at the first meeting (with exception of the Vice-Chairman). (iii) Personnel Committee. It was noted that the Chairman and Vice-Chairman are ex officio on Working Parties: (iv) Recreational Facilities Working Party. (v) Communications Working Party. Proposed by Cllr. Allen that all councillors can attend Working Parties, there is no quorate Representatives to the following were considered. (vi) Essex County Council Parish Transport Meetings. (vii) ABLC meetings. It was proposed by Cllr. Allen and seconded by Cllr. Harrison to appoint Cllr. Allen to continue as the ABLC Representative and to request a resident in the next newsletter to represent the Parish at the Parish Transport Meetings 82/15 APPOINTMENT OF ANY NEW COMMITTEES: No additional committees requested. 83/15 DECLARATIONS OF INTEREST: Members noted that any changes in declarations of interest to be completed and returned for online updating within 28 days of any changes. 84/15 CO-OPTION: It was noted there are currently three vacancies to the Parish Council. Members reviewed a co-option process to follow to include acceptance of office, declaration of interest and signatory for permission to receive electronic agenda summons to meetings. Proposed by Cllr. Vickers Proposed by Cllr. Fanthorpe for there to be a flyer distributed amongst the Parish for co-opted councillors 85/15 PUBLIC TO BE HEARD: Questions received from the public. Resident with concern about the condition of Veolia Pathway, at the start of the pathway near the archway slippery with rainfall and the area (near the MUSA) collects puddles. Issue with the Meadow Walk Pathway and that it is not a smooth pathway and a trip hazard. Clerk to reply regarding ECC request addition review of main pathway hazard. Confirm liaison with Basildon and contractors at the time of installation. 86/15 BOROUGH/COUNTY COUNCILLORS REPORT: Cllr. C. Morris Basildon Borough Council. Noted the comments from the Parish Council throughout the year on Planning issues. Cllr. N. Le Gresley ECC 30 th June next Highways Panel - Bakers Farm Road Crossing will be reviewed for a controlled crossing. Feasibility study scheduled to be received at that meeting. A crossing at Hodgson Way should also being considered at that date. Drainage at Crouchview Road was considered by ECC and viewed by Anglian Water. Anglian agreed to reline the pipe and some of the junctions will be rerouted on the foul water drains and both organisations will liaise on these issues. Devolution at ECC from Central Government was considered at a Full Meeting today, including all tiers. 407
87/15 REPORT OF COMMITTEES - WORKING PARTY MEETINGS EXTERNAL MEETINGS: Members noted reports circulated on Committees, Working Party Meetings, External Meetings or representatives attending meetings on behalf of the Parish Council. 88/15 REPORT CLERK: Members noted reports/updates circulated prior to the meeting from the Clerk. 89/15 FINANCE: (i) The April bank statements were reconciled. (ii) Payments were considered on the following: Clerk/Responsible Financial Officer May 2015 salary/expenses 791.63 EALC/NALC 2014/15 Affiliation Fees inc. NALC ( 158.37) 583.99 The above payments were proposed by Cllr. Allen and agreed by all. Amount available to bank account at 30.04.15 is 35,084.41 (inc. Co-operative of 1,958.37) 90/15 PLANNING: Application No: 15/00364/FULL. Change of use of building to cover Class B2 (General Industry) and Class D1 (non residential institution) uses to enable the teaching of young learners between the ages of 14-18 years old motor vehicle mechanics. Location: Unit 8, Heron Way, Shotgate, Wickford, Essex. No objection from the Parish Council. Decided: Application No: 15/00171/FULL. Retrospective application to retain storage shed and sensory room. Location: 34 Fourth Avenue. Granted. Noise situation Roberts Way Basildon Planning Department/Enforcement. Resident again advised the problem with regard to noise had not been resolved. The Parish Council considered and advice to the resident is that it is unable to go any further as it has progressed as far as possible with outside authorities. 91/15 SECTION 106 AGREEMENT BRIDGE ROAD DEVELOPMENT: No developments as yet with the Working Party of Cllr. Vickers and Cllr. Harrison and one of the residents that originated the agreement of the S106 and consideration for Cllr. Buckley and Cllr. Le Gresley of Essex County Council involvement in this party. Cllr. Le Gresley will ask someone from County to speak to members on this. Legal enquiries via the Parish Clerk on this situation on behalf of the Parish Council. 92/15 PROJECTS ONGOING/CONSIDERED WITHIN SHOTGATE PARISH: (i) The Clerk will liaise for an official launch event date with Essex County Council and councillors of the Parish following funding and installation of the Ornamental Archway. (ii) (iii) (iv) The Shotgate Park Memorial Tree Scheme was reviewed. No costings received from Basildon for outline costs and scheme considered by the Parish Council. It was proposed by Cllr. Harrison and seconded by Cllr. Vickers that no further action The Parish Council has yet to receive detailed costing information from Basildon for a BMX area over the park. Clerk enquiring. Bawdsey Path: The Parish Council to consider costings for the installation of (i) one red tarmac footpath from entrance gate up and around the bench seating and down to the swing area at Bawdsey Path and (ii) one playground sign for fence mounting of 2,613.00 including security fencing and site storage, exclusive of VAT. 408
Bawdsey Path: The Parish Council to consider installation of (i) one pull up equipment with 22 grass mat tiles. (ii) One mini ski with 2 grass mat tiles. (iii) One playground sign and one sign post. (iv) One ski stepper with 2 grass mat tiles. (iv) One trinity cycle recumbent bike with 2 grass mat tiles. (v) One power push with 2 grass mat tiles. Total exclusive of VAT is 9,000.00 inclusive of carriage charge, security fencing, site storage and inspection by ROSPA or similar body. (v) (vi) Crouchview Way: The Parish Council to consider (i) Bow top fencing. (ii) One swirl whirl. (iii) One playground sign. (iv) One cradle seat on existing swing total exclusive of VAT is 4,485.00 inclusive of carriage, security fencing and site storage. To consider costings for Shotgate Park at the existing Play Area to (i) up-grade the two existing gates with self-closers (remove 2 current gates). (ii) Three playground signs and (iii) one tarmac pathway link to existing pathway and seating and tarmac path link to MUGA under gate at 2 nd entrance at a total cost of 6,070.00 including security fencing and site storage. It was proposed by Cllr. Allen and seconded by Cllr. Fanthorpe to have a working party to review the Park areas in items (ii) to (vi) (vii) (viii) (ix) Update not yet received from Basildon Borough Council on its clean-up of pathways throughout Shotgate area to be resolved. Considered the response on the installation and removal of yellow lines or by the governmental department and suggestions and/or intervention from the Government to enforce County and/or Borough Council to resolve parking issues within the Parish. It was proposed by Cllr. Vickers to not continue at the moment It noted the update received on the schedule requested from Basildon for emptying litter and dog bins in the area to assist with consideration to purchase three litter bins in hot spots at Bruce Grove, Sandown Road and by the Community Association Hall. Clerk to pursue. 93/15 ECC HIGHWAYS/BASILDON ISSUES: Issues raised with ECC Councillors/Basildon Borough Council/Councillors and if any actions have been confirmed/resolved were noted: Additional Updates: (i) Pedestrian Crossing at Southend Road near the junction of Bakers Close. Now to be reviewed as a Pelican Crossing. Approval of the Cabinet Member for Highways still awaited. Update provided in 86/15 above. (ii) Sign at grass verge by Community Association Hall not forthcoming. (iii) Network Rail Basildon Borough Council pursuing through the Rail Forum/MP, nothing to add. Cllr. Harrison will follow up. (iv) Second Avenue Basildon Borough Council/Highways were requested to assist with the issues raised at the October 2014 meeting for improvements to the road. Still awaited. Cllr. Le Gresley will pursue for mobility scooters within the road. Review: (v) No update received from Basildon Borough Council on the drainage situation of sunken ground at Bawdsey Path. Continue to pursue. Grass recently cut at Bawdsey Path Street Care. 409
(vi) (vii) Essex County Council panel decision for the installation of a zebra crossing in Hodgson Way from the housing estate behind the industrial estate to Shotgate Park still awaited. Updated in 86/15 above. Response for request to Highways to replace stop cock missing on pavement outside no. 1, Fourth Avenue, Shotgate. Now resolved. 94/15 INFORMATION EXCHANGE: No agenda items for ABLC representative. Request for Police to attend Shotgate on a weekly basis. 95/15 CORRESPONDENCE: Correspondence received for circulation noted. 96/15 DATE OF NEXT MEETING: It was confirmed that the next meeting will be Tuesday 2 nd June at 7.30 p.m. at Shotgate Baptist Church Hall, Bruce Grove, Shotgate.
