8 NEW BASIC ALLOCATION THRESHOLDS FOR 213-14 P1 The upper and lower threshold levels for determining the basic allocation entitlements for colleges were reduced by 7.638% in 211-12 as a result of the workload reductions (column B). The 213-14 Budget Act restored approximately 18.4% of that reduction (column C). The goal of the threshold adjustments in 211-12 was to ensure that as districts' FTES were lowered to correspond to the workload reduction, they remained in the same college or center size category for purposes of determining basic allocation revenues. These adjustments were intended to be temporary and are now being increased back to their original level in increments equal to budget augmentations to reverse the workload reduction referenced below in column B. HARRIS, CHANCELLOR CALIFORNIA COMMUNITY COLLEGES CHANCELLOR S OFFICE 112 Q STREET, SUITE 4554 SACRAMENTO, CA 95811-6549 (916) 445-8752 http://www.cccco.edu March 1, 214 TO: FROM: SUBJECT: Chief Business Officers Dan Troy, Vice Chancellor, College Finance and Facilities Planning April 2 nd District Reporting on Categorical Flexibility Summary In order to help manage the deep cuts in categorical program funding imposed on the colleges in the 29-1 State Budget, budget trailer bill language (AB 4X 2) allowed community college districts to redirect funds from a select number of categorical programs to support any other categorical program funded in the state budget. The budget language also required the state Chancellor s Office to report to the Legislature on the amount of funding, if any, districts redirected from each of the select categorical programs that fall under this flexibility provision. This language was continued in the 211-12 trailer bill (SB 7), requiring a report to the Legislature regarding funding that districts redirected from one categorical program to another. (The full text of flexibility reporting language appears at the end of this memo.) The report to the Legislature will include only aggregate data and will not identify the actions of individual districts. This correspondence and the attached spreadsheet are presented to help us adhere to this budget reporting requirement. Requested Action: Reporting Requirements In order to allow the Chancellor s Office to meet its legislative reporting requirement, it is requested that districts, no later than April 2, 214, submit the report on the attached Excel spreadsheet indicating how much funding, if any, they redirected or anticipate redirecting from these selected flexible categorical programs. The attached spreadsheet lists the categorical programs for which districts are funded and also shows the categorical programs, shown in the shaded area, from which districts may move funding. If a district did not move any funds from these categorical programs, then the district is only required to mark the box on the spreadsheet indicating No Funds Moved. If, however, a district moved, or is planning to move, any amount of funding, even a nominal amount of funding (e.g., $1.), then the district will need to show on the spreadsheet how much was moved and where the funds moved to. Excerpt from Section 4 of Senate Bill 7 (3) (A) If a community college district elects to use funding received pursuant to subdivision (b) in the manner authorized pursuant to subdivision (a), the district shall continue to report the expenditures pursuant to this section by using the appropriate codes to indicate the activities for which these funds were expended using the existing standard reporting process as determined by the chancellor.
