One member of the public 15/16/73 APOLOGIES An apology for absence was submitted by Councillor Woods and was accepted by the Council. 15/16/74 INTENTION TO RECORD THE MEETING No recording to take place 15/16/75 DECLARATIONS OF INTEREST Cllr Bardsley as Chairman of the NEBF declared an interest item 18, as vice Chairman item 23 and as an allotment holder item 21. Cllr Stephens declared an interest as a member of IGas liaison Group. Cllr Greco declared an interest in item 21 as a trustee of the Metcalfe Trust. Councillor Troop declared an interest in item 21 as a relation of the chairperson of the Metcalfe Trust. The Clerk would contact the monitoring officer for clarification regarding item 21. 15/16/76 MINUTES OF THE ANNUAL MEETING OF THE COUNCIL The Minutes of a general meeting of the Council, held on Monday 1 st June 2015, were approved as a correct record. 15/16/77 POINTS OF INFORMATION RELATING TO THE ABOVE MINUTES The wall next to the Sun public house was still in disrepair The Clerk would contact the landlords once more 15/16/78 FIFTEEN MINUTE PUBLIC DISCUSSION PERIOD
A member of the public was present with an interest in helping on the Neighbourhood Plan if adopted 15/16/79 ITEMS FROM COUNTY AND DISTRICT COUNCILLORS District Councillor Yates commented about broadband, the Boundary Commission which is in final consultation and wished Everton well in the Best Kept Village Competition 15/16/80 CRIME AND POLICING 15/16/81 ACCOUNTS PC Jason Fellows introduced himself and gave an update regarding the incidents in Everton over the last 90 days. Cllr Bardsley expressed concern regarding the budget cuts and how they would impact on the beat managers supposed to be in post which should be three but is only two. P C Fellows had no further information. The Community Road Safety initiative has still to roll out any training. Any incidents at Barrowhills could be reported to PC Fellows via txt or email. Resolved: payment. That the Accounts, totaling 2281.46, be approved for 15/16/82 BANK RECONCILIATION Members received the bank reconciliation statement to 29 th May 2015, which showed a balance of 18573.59. 15/16/83 BUDGET MONITORING The Clerk submitted budget monitoring for July showing finances were on target. 15/16/84 TRANSPARENCY CODE Resolved: The criteria for the Transparency Code had been met with the minutes being submitted in draft form in response to time restraints imposed by the code. 15/16/85 RISK REVIEW AND ASSET INSPECTION District Councillor Simpson would contact the estate agents responsible for damaging the Pinfold Road sign. The Clerk would make further enquiries regarding the flooding issue at Nutcroft Way 15/16/86 NEIGHBOURHOOD PLAN MEETING
Cllr Bardsley reported the meeting of the 26 th June at the Village hall was not well attended. Resolved: The Clerk and Chairman would compile a leaflet for distribution informing residents about what the Neighbourhood Plan entails and arrange another meeting. 15/16/87 BARROW HILL- UPDATE There are still problems with bikers on Barrow Hills. A meeting to discuss the problem is scheduled for Monday 13 th July to be held at the village hall at 7.15pm. 15/16/88 MATTERSEY ROAD PAVEMENT The Clerk to enquire when the necessary repairs, depending on finances would go ahead this financial year. 15/16/89 PARKING ON THE HIGH STREET Resolved: The salon staff already had an arrangement whereby they park on The Sun car park. The complainant was satisfied with this outcome. 15/16/90 NEBF Cllr Bardsley covered information regarding the policing (see minute 15/16/80). The Boundary Commission regarding areas covered by County Counillors is in final consultation with the NEBF will respond objecting to the move of Beckingham to the Tuxford Division. Community Infrastructure Levy available, not on self builds, at a percentage on 15% back to the Council and 25% with a Neighbourhood Plan. 15/16/91 BASSETLAW PC FORUM UPDATE Cllr Bardsley attended PC Forum where the Chief Executive of RCAN Rob Crowler gave information regarding funding. The Chairman of Beckingham and Vice-Chairman of Mattersey proposed a restructure of Local Government and for Parish Councils to think about what models could be adopted. 15/16/92 BASSETLAW RURAL ISOLATION FORUM-UPDATE Cllr Bardsley attended: the only issue being the change of bus timetable without any consultation. 15/16/93 NEW VILLAGE HALL PROPOSAL
The Metcalfe Trust are looking at a number of options for access to parking for the proposed new Village Hall. One possibility would be to move the play park and utilize this area as a car park. Should this come to pass the Trust would consider incorporating a bus shelter in this area. The Council are happy to submit The Metcalfe Trust s planning application on their behalf. 15/16/94 NCC 2015 INNOVATION FUND GRANT AID The Council would give some thought as to youth projects to fund through the grant aid. 15/16/95 IGAS COMMUNITY LIAISON GROUP UPDATE A planning application for a test bore hole at Misson Springs is yet to be submitted. An old test bore hole at Gringley is about to be decommissioned. 15/16/96 BEST KEPT VILLAGE COMPETITION Everton has been placed in the top four for Section C and through to the next round. The Clerk to arrange maintenance contractor to weed the wall on Mattersey Road and contact NCC for the sweeper to visit. 15/16/97 SKATE PARK A petition with 20 signatures was submitted. The skate park is in abeyance pending the Metcalfe Trust s plans. 15/16/98 NEW BUS SHELTER The Metcalfe Trust may be siting the bus shelter within the new proposed plans. The Council would await a decision from the Trust on a final proposal. 15/16/99 20MPH SPEED LIMIT/FIGURINES The Community Road Safety Scheme is the best option and would be pursued via NEBF. 15/16/100 DANESHILL LAKES Daneshill Lakes requested a donation to aid the match funding at ten per cent. They are looking to raise 1000.00 Resolved: The Council would donate 100.00

Land at corner of Mattersey Road and Broomhill Lane, Everton, South Yorkshire Comment: Everton Parish Council support this application, which provides much needed smaller properties in the village in an area that, although outside the existing development boundary, is contiguous with existing development. This is a Brownfield site in as much as it was the site of old clay pits associated with an adjacent brickworks. The pits were filled in 1980 and the ground levelled. Since then it has been waste ground, periodically cleared by the owner. The site was originally put forward by the owner for development as part of the BDC Site Allocations Selection Process (site 345). This was supported at the time by the Parish Council as a suitable site. In their first pass exercise BDC considered the site suitable for development, having public support, being considered compatible with neighbouring land uses and reflecting the existing linear development opposite. However in the next stage of assessment it was ruled out on the grounds that, although this was only a Class 1 flood area (as is the whole of Everton) there
had been problems in the past with surface water flooding gardens of adjacent properties and then draining into a watercourse that led to flooding on Gainsborough Road. The BDC drainage officer considered that in order to develop the site the owner needed to demonstrate a SUDS could be provided. Subsequent to this decision NCC carried out works to remedy problems with surface water drainage on Mattersey Road, which were believed to be contributing to the problem. BDC Planning indicated that, if the owner of the site put forward a sustainable drainage system this decision could be reconsidered. This application seeks to address this issue in that he proposes that, if outline permission is given, any application for full planning permission would include the design of a suitable SUDS system. Provided the owner can demonstrate in an application for full planning permission that a suitable SUDS can be provided we believe that this site is preferable to others identified as suitable in the second pass of the BDC Site Allocations Selection Process. The application states no against the contaminated land question as the applicant believes that any contamination was removed as part of the restoration process, but makes the comment that tests may be required to confirm this.
