A Task 8-1 GIS List of Lands for BMPs for North Santa Monica Bay Regional Watershed Implementation Plan and Malibu Creek Watershed Bacteria TMDL Implementation Plan To: From: Carolina Hernandez, of Watershed Division Melinda McCoy, CDM Project Manager Jonathan Posner, CDM Steven Wolosoff, CDM Don Schroeder, CDM Date: Analysis of various geographical information system (GIS) layers was performed to identify a list of potential parcels for siting structural best management practices (BMPs) for the North Santa Monica Bay Regional Watershed Implementation Plan (RWIP) and the Malibu Creek Bacteria TMDL Implementation Plan (TMDLIP). GIS layers used to assess potential sites included parcels, drainage features, soils, zones of landslide or liquefaction potential, slope, recreational areas, and aerial photography. The final result of the analysis is a list of potential lands for siting structural BMPs, in a GIS compatible shape file format. This technical memorandum provides a brief description of the methods used to identify potential sites. Primary Screening for Suitable Parcels The general approach taken was to develop a list of potential sites for structural BMPs by starting with a complete parcel list and removing parcels with a low suitability for structural BMPs from consideration. Parcel data was provided by and. Parcels were determined to be suitable based on several criteria discussed below: All City owned parks and recreational areas. State or federal owned parks and recreational areas were removed from the list of potential sites. Parcels greater than 1 acre in size. Area for each parcel was calculated within a GIS software package, ESRI ArcMap. Parcels containing any significant portion with slopes less than 25%. A digital elevation map (DEM) with a 30 meter by 30 meter grid was obtained from the US Geological Survey National Elevation Dataset (NED). ESRI Spatial Analyst was used to compute slope for each cell in the grid to generate a raster file of slope across the NSMB region. Basic statistics of the 30 meter grid of slope were computed, including the mean, minimum, maximum, and range of slopes for each parcel.

Page 2 Parcels downstream of potential pollutant sources. This screening involved a subwatershed level view of parcels in relation to different land uses. For example, several parcels within the higher elevation areas of the Santa Monica Mountains National Recreation Area (SMMNRA) were determined to be unsuitable because they are far from impacted waterbodies and are not downstream of significant pollutant source areas. The NED was used to generate topographic contours, which were used as a tool to understand flow direction in support of this screening method. Parcels within or directly downstream of high priority subwatersheds (Malibu Lagoon, Lower Las Virgenes Creek, Stokes Creek, Lower Medea Creek, Upper Medea Creek, Lower Lindero Creek, Upper Lindero Creek, Westlake, Potrero Canyon Creek, and Hidden Valley Creek). All types of publicly owned parcels and those privately owned parcels that are within an area designated as vacant undifferentiated by the Southern California Area Governments (SCAG) GIS database. Aerial Photography Following this screening, aerial photography provided by LA (2001) and (2005), was used to assess actual ground conditions and determine the feasibility of different parcels for siting structural BMPs. Aerial photographs were observed to further screen out sites that would not be feasible due to competing uses and conversely, recapturing sites that were initially removed that appear to offer some opportunity for structural BMPs. This was done by panning across the entirety of each high priority subwatershed and using best engineering judgment to assess the feasibility of siting any type of structural BMP. Results The result of this parcel level exercise is a list of potential sites for structural BMP siting provided as a GIS shapefile. The shapefile was developed in the NAD 1983 State Plane California V FIPS 0405 Feet coordinate system. These parcels are also listed in and shown in the attached map.
