1 Draft Minutes of Llangors Community Council Bi Monthly Meeting Held on Tuesday 10th March 2015, 7.00pm at Pennorth Chapel Meeting Room Present Cllr Mr C Preece (Chair), Cllr Mr D Jones, Cllr Mr R East, Cllr Mr M Scruby, Cllr Mr A Evans Cllr Mrs D Pugh, Cllr Mr D James County, Cllr Ms M Davies, Cllr Rev A Jevons (arrived 7.15pm), Judith Phillips (Clerk), Member of the Public: Mr Jim Price 1. Apologies for Absence: Cllr Mrs E Symonds 2. Nico Jenkins, Building Preservation Trust Due to the speaker leaving her position this talk did not take place. It was agreed to see if anyone else from the Trust was interested in attending in future. (Action Clerk) 3. Minutes of last bi monthly meeting 13/1/15 & minutes of PAD meeting The minutes were read and signed as a true and accurate record. This proposed by Cllr Scruby and seconded by Cllr Jones. 4. Matters Arising from the above minutes Page 1 PCC Footpaths in the Community. PCC had responded to a request to make improvements to footpaths in the area and recognised the need for works to be done. Large maps had been received showing all footpaths both in Llangors CC area and the wider area including Llanddew. County Cllr Davies confirmed that at the next local election in 2017 the current PCC Electoral Ward of Llangors will be amalgamated with the Felinfach/Llanddew area. This does not affect Community Council wards. Cllr Preece agreed to get some copies of the footpath plans for members. (Action Cllr Preece) Page 4 Grass Cutting Contracts for 2015 season these had been agreed and signed. Page 5 - Library deposit claim this had not been completed as there was a query over third party information on the webpage. Ryan Thomas had been contacted to clarify the matter, but to date had not responded. Cllr Preece to follow up. (Action Cllr Preece) 5. Update on Parking outside Llangors School Since the last CC meeting the follow up meeting of interested parties had been held on 24/2/15. Dyfed Powys Police had updated all parties regarding monitoring and enforcement and no fixed penalty notices had been issued. PCC Traffic engineer, Jo Lancey was to meet with all interested parties on 12/3/15 to discuss the possibility of signs and lines in the area. The matter to continue to be monitored and further discussion to take place. Clerk to continue to co-ordinate this. (Action Clerk) County Cllr Davies had been looking into funding for highway improvements/signs etc at this site. The CC had recently chased PCC regarding a proposed footway scheme from the C96 to Llangors Lake which had been due for completion in this financial year. PCC had responded and advised that the scheme had been put on hold as the tenders received were well over budget. It was discussed whether the money set aside from this scheme could be transferred to the CC proposed footway and speed reduction schemes at Lake View House/Close and if required funding for signs/lines outside Llangors School. This was agreed in principle, with County Cllr Davies to investigate the matter further. The matter to be discussed with Jo Lancey at the forthcoming meeting and the CC to be updated (Action County Cllr Davies and Clerk) 1
2 6. School Governor Report Cllr D. Pugh The date for an Estyn inspection had still not been set. Governors had attended training on Child Safeguarding. 7. Glebe Community Field update The drainage works are imminently due to be carried out. A welcome sign was in progress and further options for this were discussed. An had been received regarding concerns about dogs in the field and it was agreed that this must be reflected in the wording of the sign. The development plan had been updated and was tabled and approved. A request had been received from Llanfihangel and Llanwern Community Hall committee to use the Glebe Field for the annual village fete on 16/8/15. This was agreed. Clerk to send a letter to include the usual conditions of use. (Action Clerk) 8. Planning Report & Correspondence Llangors Community Council supported the following planning applications:- BBNPA 15/11874/CON 23/2/15 Condition 2 to be varied of planning application 08/01668/FUL to accommodate No s AS01, AS02, AS03, AS04, AS05 at Barn Cottage, Pennorth Mr Andrew Stallard BBNPA Ref: 15/11849/FUL 12/2/15 Alterations and extension to an existing dwelling to provide additional living space and new utility room on the ground floor with two bedrooms and ensuite bathroom above. Also demolition of an existing detached single storey garage to the side of the property and construction of a new single storey garage to the rear of the property at Safaddan, Llangors Mr Martyn Evans Applications granted by BBNPA/PCC BBNPA 14/11678/FUL 27/1/15 Application to vary the position of the access route of the extant planning consent reference 12/08357/FUL for a new vehicular access at Loan Riavach, Llangors - Mr & Mrs Webb BBNPA: 14/11515/FUL 9/1/15 Single Storey front and rear extensions at Castle Inn, Llangors Mr Mike Tunnicliffe BBNPA: 14/11641/FUL 23/1/15 Erection of front entrance porch and provision of additional off street parking at 1 Tai Canol, Llangors Miss Julie Clarke Planning Correspondence:- 1. BBNPA Changes to Public Speaking Scheme 2. Powys Local Development Plan Update at January It was reported that it appeared that due to comments from the Welsh Government, Powys County Council were having to redraft some parts of the LDP and re consult. Any comments already submitted are not being carried forward to the new consultation. 3. Planning Aid Wales: Planning training, Brecon - 22nd April '15. It was noted Cllr Symonds wished to attend this course if available at the time. This was supported by all. It was noted that there were a number of outstanding enforcement issues in the Community. It was agreed to contact both planning authorities for an update (Action Clerk) 9. Public Toilets in the Community It was reported that the CC had secured a 3000 annual grant for three years towards public toilets in the Community which was to be passed onto businesses that were willing to offer facilities on their premises to the public, subject to certain conditions regarding opening hours 2
3 etc. Following a letter being sent to all businesses, three had expressed an interest to work with the CC on that basis. Two of these were based in Llangors and one in Llanfihangel Talyllyn. It was agreed that gaining public toilet facilities in Llanfihangel Talyllyn was a bonus for the Community and it was recognised that such a facility would support the Glebe Community Field. It was also agreed in principle that the CC should work with all three businesses and the 3000 be split equally between them, subject to all conditions being met and PCC approval of all sites. It was agreed that this grant funding was the only money available and the CC would not be financially supporting public toilets from their own funds. A meeting to be arranged with the CC and the three businesses to discuss all matters and move the matter forward. (Action Clerk) Cllr Preece and County Cllr Davies both declared an interest in this matter and left the room while this matter was discussed. Cllr Jones is to continue to act as Chair regarding this matter. 10. Finance Matters a) Bi Monthly Finance Report - The finance report to date was distributed and approved. A late request for a grant for Pennorth Chapel was agreed at 100. (Action Clerk) Requests for donations from National charities were discussed. There had been a budget overspend on grants issued in the current financial year so it was agreed not to support these charities. b) Asset Register review this had been circulated and was agreed and signed by the chair. c) Financial & Management Risk Assessment Schedule Review this had been circulated. It was highlighted that the majority of records are now kept electronically courtesy of the clerk s personal computer. Although anti-virus software is in place there could be no guarantee of total security. This was accepted by all. The report was agreed and signed by the Chair. It was reported that the Clerk receives a lot of junk s; one recent one received from Lloyds Bank had been printed off and taken to the Brecon branch to clarify if it was genuine. It was astonishing that the bank had no idea if it was genuine or not and had suggested that the attachment to the be opened. It was agreed by members that such poor advice from the bank was unacceptable and Cllr Preece agreed to write to the bank to complain. (Action Cllr Preece) 11. Annual review of: a)standing orders & Financial regulations b) Freedom of Information Policy c)welsh Language Policy There had been a number of changes to the financial regulations which were briefly highlighted. All policies were agreed. 12. Housing Associations and Affordable Housing in the Community County Cllr Davies had updated the CC regarding numbers on the PCC Council housing register. It was agreed that the number registered was the minimum amount requiring accommodation and that in reality the number could be higher. Concerns were raised at the number on the register and it was agreed that the CC should continue to encourage Housing Associations, as Registered Social Landlords (RSL), to take an interest in developing already established and proposed schemes in the Community. The CC had written to three Housing Associations and two had shown a keen interest to meet with the CC and discuss their criteria for developing RSL affordable housing. A meeting to be arranged with these associations (Action Clerk) 3

Surface Water Drainage scheme, Llanfihangel Talyllyn Following a day of heavy rain and melting snow in January there had been some issues raised regarding surface water/blocked drains etc. in the village. An update had been sent to PCC highways officer, but no response had received. Clerk to chase (Action Clerk) 2. Loose manhole cover near Ty Canol, Llanfihangel Talyllyn- a resident had reported this which had been passed onto PCC for repair. 15. Confirm date and venue of the next bi monthly meeting and AGM 12/5/15. It was agreed for these to be held at Llangors Y&C Centre. Confirm date, arrange venue and topic for Annual Public Meeting 19/5/15. It was agreed for this to also be at Llangors and that all three emergency services should be invited to attend to speak about their role in the community. Invites to be sent to these services and a flyer to be drawn up and delivered to all properties in the community by Councillors. (Action Clerk & Councillors) Ryan Thomas to be asked if the event could be put on the Discover Llangorse & Bwlch Facebook page. (Action Cllr Preece) There being no other business the meeting closed at 9.03pm. 5
