On Monday 27 th February 2017 All Planning Applications received since the last Parish Council meeting were on display from 7.15 p.m. Meeting commenced at 7.30 p.m. Present, A Cain, B Beattie, A Blunt,, S Docherty, J Edis J Larkinson, R Perham, B Shire, Canterbury City Councillors Robert Thomas, Amy Baker, Kent County Councillor John Simmonds, Clerk D Frost and one member of the public present) 119/16 Confirmation of Summons All Councillors had received their summons to attend this meeting and the public notices had been served correctly. 120/16 Alterations to the Register of Councillors Interests and Declaration of Interest on Items on the Agenda There were no alterations to the Register of Councillors Interests. 121/16 Apologies for Absence. Councillor Jacqui Cotterill (Holiday), Councillor John Cotterill (Holiday), Councillor Tim Richards (Holiday) Canterbury City Councillors Ben Fitter-Harding and George Metcalfe (other engagements). 122/16 Approval of Minutes It was proposed by Councillor Edis and seconded by Councillor Docherty that the Minutes of the meeting held on 9 th January 2017 be signed as correct. 123/16 Matters Arising. Councillor Beattie said that the work on streetlights would now be completed by the end of May At this point the Chairman asked whether any resident of the Parish wished to address the Council or ask any question about any agenda item. 124/16 Planning applications. CA/16/02948/FUL. 19 Lanfranc Gardens Harbledown. Proposed loft conversion with dormer window to rear elevation and roof lights to front elevation. CA/16/00202/LB. 3 Summer Hill Harbledown Proposed installation of French doors and internal alterations CA/17/00341/FUL. 159A Rough Common Road, Rough Common 1

Proposed extension and conversion of existing garage to provide ancillary accommodation. This replaces CA/16/02860/FUL, which was subsequently withdrawn. Planning Guidance for listed building enquiry regarding relocation of ground floor toilet room, including part removal of internal load bearing 2

3 wall, installation of larger kitchen window and roof lights. Application awaiting consideration. CA/17/00312/FUL. Hawthorne Cottage, London Road,Upper Harbledown Variation of condition 02 (drawings) of planning permission CA/15/01753/FUL for proposed removal of garage and replace with first-floor extension to side and rear incorporating dormer window, together with raising ridge, flat roof and chimney by 300mm to allow the replacement of window on north east elevation to timber doors and the installation of railings to flat roof of garage. Meeting of Canterbury City Council Planning Committee. CA/16/02704/FUL. Former Wyevale Garden Centre, London Road, Upper Harbledown. The above application will be reported to the meeting of the planning committee to be held on 7 th March Councillor Larkinson will attend the meeting and the committee unanimously agreed that Councillor should speak and support the erection of the proposed additional 9 dwellings. Canterbury District Local Plan. Councillor Larkinson reported the proposed main modifications Policy HD1. Extension to existing housing allocation, rear of 51 Rough Common Road. It was agreed that Councillor Larkinson would reply to the consultation expressing the Parish Council s disappointment that the allocation has been increased from 12 to 28 dwellings, thereby encroaching on the green gap between Rough Common and the city. 125/16 Committee Reports Finance Councillor Perham reported that there had been an informal meeting with other members of the Finance Committee and amongst the topic discussed was the formation of an environment group, consisting of Councillors Perham, Docherty, Shire and Blunt. Councillor Beattie would be called upon to assist in matters involving Highways. The committee unanimously agreed that an environment group should be formed. Councillor Perham reported that 42 wooden bollards would be installed around the edge of The Green in Rough Common Road and that 2 Cast iron bollards would also be involved at a cost of 5,555. It is hoped that work will start this week. Councillor Perham said that a robust cutting regime of the grass should also be undertaken and suggested that a local contractor be invited to quote for the work of cutting The Green 8 times a year, and that quotes under 200 should be left to the discretion of Councillor Perham, over 3

4 200 up-to 500 should be decided by the Finance Committee and quotations exceeding 1,000 must be approved by the full committee. The committee agreed unanimously that Councillor Perham obtain quotes for the grass cutting. It was also discussed that approved contractors could also do a range of other work for the Parish Council, with quotations being dealt with in the same manner. Councillor Richards submitted a written report in his absence. Bus Shelter at Garden Close Rough Common. Councillor Richards has met the land agent and warden of RSPB and it is clear that it would be difficult to acquire the land necessary from themand not least for some considerable time. They were agreeable in principal but it would have to be approved by the RSPB in committee and require planning permission and the land might also be wild life protected- so all this could produce delay and costs. In view of this Councillor Richards has met with Stagecoach and they have suggested using some of the highway in the lay by and would then provide, with the existing 3 feet footpath, sufficient space to provide a suitable bus shelter- which would then be all on KCC property. Contact details are awaited to approach KCC highways and there may also be some funds available to part fund the cost from April Councillor Richards said that he intends to ask Councillor Beattie as to the best way forward, when he has further information. As there is only 1 bus every hour using this stop this would limit any delays to traffic. With regard to the bus service along Rough Common Road to Canterbury, particularly that service for residents from the Post Office to Palmars Cross Hill, Councillor Richards is still in discussion with Stagecoach about the possibility of diverting some buses to operate a service on Sundays and Bank Holidays. Canterbury City Councillor Amy Baker has kindly offered to assist in this.. Open Spaces and Allotments Open Spaces Councillor Docherty reported that: Neal s Place Meadow The ditch along the rear gardens of Hillview Road has been cleared and dug out. Some of the spoil that has been removed will need to be tidied up when it is drier. The residents who had experienced flooding issues have expressed their thanks. Hopefully this will now alleviate their flooding problems. Dukes Meadow and Jubilee Field. Some graffiti has appeared on the sign at the entrance to Dukes Meadow from Neal s Place Meadow and also on one of the benches and dog bins. 4

5 Arrangements will be made for it to be removed. Similarly, the sign at Jubilee Field has also been affected. Pine Meadow. The recent report from Wicksteed has been received and some items need repairing. We have prices from Wicksteed to affect these but I am also talking to the manufacturer of the equipment with a view to purchasing the required items direct from them rather than Wicksteed, which has the potential to make significant savings. Allotments: There was no report. 126/16 Reports of Councillors with Portfolios Footpaths. Councillor Blunt reported that the hedge at 62 Rough Common Road has now been cut back by the resident. It was reported by a member of the public that there is a potentially dangerous tree along the bridleway that links the footpath CB519A, from Dukes Meadow to Westgate Court Avenue. Councillor Blunt has walked this path and could not see any major overhanging or dead trees. The resident also complained of dog fouling along this path and asked for a sign to be erected reminding dog owners of their responsibilities. Councillor Blunt will speak to the City Council this week with a view to obtaining one. The hedge on footpath CB503, the long path from Churchwood Close to St Michael s Close adjacent to the cricket ground has now been cut back and CB504 and CB505, the paths from Lovell Road to Neal s Place Road, have been trimmed. Tree Matters: Councillor Shire reported that she has also looked at the trees on CB519. It is not possible to tell whether any of them are dead as they are leafless at this time, and will visit again after a strong wind and when leaves begin to show to see where the dead tree is. A tree surgeon will also be asked for his opinion. CA/17/ A walnut tree subject to a TPO in the garden of Camelot, Plough Lane, Upper Harbledown. This tree has suffered possible from a lightning strike and a falling branch could do damage. Tree surgeons recommend felling and replacing: this seems reasonable so we would not 5

6 object. CA/17/ Trees at 9 Harbledown Park to be re-pollarded or crown reduced. No objection to this as it is tree management. CA/17/ Felling of willow tree at Highfield House, Summer Hill, Harbledown. A tree surgeon has cited honey fungus and says he has permission to fell. This is a pity as it is a prominent tree in the village. Councillor Shire will visit before the deadline and discuss with the owner if possible. 17/ Trees to be pollarded at 39 Mill Lane, Harbledown; also felling of one ash. No objection to pollarding but will visit to see why the ash is to be felled, as many trees have been lost in this area and residents will be rightly upset. Planting in Rough Common. The tree to be supplied by a resident has not been collected or planted. Councillor Shire will contact Deborah Collick to arrange for this to be done soon, or in the autumn. Village residents appreciate other trees that have planted. Highways: Councillor Beattie reported that he has spoken to some residents and asked them to cut back hedges, which were overhanging pavements. The hedge outside of 1 Oaks Park needs cutting back. Councillor Beattie has had a meeting with the Canterbury Highways Steward, Marie Baker about the accident outside Havisham House, Palmars Cross Hill. The possibility was discussed about moving the boundary/speed limit sign and possibility of replacing both with white wooden entrance gates. The committee requested a quotation for the gates. The possibility of a pedestrian refuge at Rough Common Road has been discussed but the road is too narrow in places to accommodate this. A pedestrian crossing will now be looked at. Kent County Councillor John Simmonds said that a highway engineer would be coming to look at the possible sites for a crossing and possible pedestrian refuge. Speedwatch. Due to the weather we have only just started speedwatch for this year. The speedwatch team spent 35 minutes on the site opposite Rough Common Village Hall and observed 26 drivers exceeding 35 mph with the highest speed of 43 mph. A resident reported that the tarmac is breaking up in Oaks Park. Councillor Shire reported that the white lines near Hall Place are in need of cleaning. Councillor Edis said that the hedge on London Road between The Limes and St Mary s Hall needs urgent attention. 6

7 Park and Ride: There was no report. Newsletter: Councillor Cain reported that the spring newsletter would be going to the printers shortly. It is hoped that they will be ready for councillors to collect in readiness for distribution, at the March meeting. Councillor Jacqui Cotterill is in contact with Web-Monkey, a web-site designer used by Littlebourne Parish Council, about designing a web-site for the Parish Council. The initial indication is that they would charge around 1,000 to get the site up and running. Councillor Perham requested that other quotations should be received before making a decision. 127/16 Reports of Councillor representatives No Man s Orchard: Councillor Larkinson reported that there was a meeting of the No Man s Orchard Committee last week and it was agreed that bee- hives could be placed in the orchard. It was also agreed to apply for a grant for trimming trees, which are overgrowing the resident fruit trees in the orchard. Police Liaison: Councillor Edis reported there was a burglary on Palmars Cross Hill on Thursday. The method of entry was via a locked window that had been forced open. Elderly victim returned home to find alarm sounding and jewellery missing which had been carried out by one of the victim s pillowcases. Rough Common Village Hall: Options for the hall are going to be discussed at a meeting to be held on 8 th March Amy Baker who is the Chair of the Rough Common Village Hall committee asked the Parish Council if it would be happy in principal to release a minimum of 15,000 for phase 1 of the children s play area, after the results of a consultation with residents of Rough Common are known. Councillor Perham said that he is not convinced with the options 7

8 that he has seen so far, and would require detailed plans and costings before any monies could be released. KALC: There was no report. 128/16 129/16 Correspondence: The digest had been circulated and was available for Councillors to read. 130/16 Finance and Accounts for Payment: It was resolved to accept the accounts for payment. Proposed by Councillor Beattie and seconded by Councillor Blunt. The Clerk reported that the balances held at bank and deposit, after the February 2017 payments amounted to 137, /16 Future Issues.
