2 Summary of process undertaken by NHS Greater Glasgow and Clyde 1 Between 27 March and 27 June 2008, NHS Greater Glasgow and Clyde held a consultation exercise on proposed changes to maternity services in Clyde. The purpose of this consultation was to obtain views on the proposal to transfer the birthing suite service from the Community Maternity Units in Inverclyde Royal Hospital, Greenock and the Vale of Leven Hospital, Alexandria to the Royal Alexandra Hospital, Paisley resulting in a single midwifery-led birthing suite service for the Clyde area. 2 In undertaking this consultation, NHS Greater Glasgow and Clyde followed the draft interim guidance contained within NHS HDL (2002)42 (Consultation and Public Involvement in Service Change-Draft Interim Guidance for Consultation) which was issued by the Scottish Executive Health Department in Prior to the launch of the consultation, NHS Greater Glasgow and Clyde undertook a review of maternity services in the Clyde area and engaged with a small number of service users in the development of options. The process undertaken at this time was scrutinised by an Independent Scrutiny Panel and as a result a number of recommendations were made. The work of the Panel was informed by the publication of the Scottish Health Council s interim report on NHS Greater Glasgow and Clyde s informing and engaging activities 1. 4 During the consultation period, NHS Greater Glasgow and Clyde held eight drop-in sessions specifically aimed at service users and held three public meetings which were well attended. In addition to holding public meetings in the Inverclyde and West Dunbartonshire localities, NHS Greater Glasgow and Clyde worked with Argyll and Bute Community Health Partnership to hold a public meeting in Helensburgh thereby giving people served by NHS Highland living within the catchment area of the Vale of Leven Hospital the opportunity to be involved in the consultation. 5 In response to its consultation on proposed changes to maternity services in the Clyde area, NHS Greater Glasgow and Clyde received a high level of public feedback which fell into a number of recurrent themes. This included strong support for the Community Maternity Units (and local services) to be retained, concern around access to and capacity at the Royal Alexandra Hospital, and the need for promotion of the Community Maternity Units. 3 around the consultation process itself with members of the community highlighting their view that the NHS Board had already made its decision. 6 On 19 August, the NHS Board decided not to proceed with their proposal, but instead agreed to support the continued provision, for the next three years, of midwife-led birthing services at the Community Maternity Units at the Inverclyde Royal Hospital, the Vale of Leven Hospital and the Royal Alexandra Hospital. NHS Greater Glasgow and Clyde reported that it will undertake a positive publicity campaign to promote the Community Maternity Units and birth suite activity will be monitored during this threeyear period. Scottish Health Council Recommendations 7 The Scottish Health Council recommends that NHS Greater Glasgow and Clyde involves service users, community representatives and members of the public in developing and implementing its plan for the positive publicity campaign for the Community Maternity Units. The NHS Board should also ensure that an evaluation on the publicity campaign is undertaken at regular intervals during the three-year period to ensure that it is targeted for maximum impact. 8 The Scottish Health Council recommends that in future consultation exercises public meetings are arranged, in addition to more focused service user events, and publicised in the consultation materials. While in this consultation exercise the NHS Board agreed to host these meetings if requested, the Scottish Health Council would recommend that the Board should ensure accessible public meetings and service user events are held whether requested or otherwise, as a matter of good practice, and to ensure that public involvement is embedded in the consultation process.
