2 INSTRUCTIONS TO BIDDERS: Separate sealed bids for the Splicing and Testing services for the ADSS Optic Loop and Radials Project. # will be received by Lenoir City Utilities Board (herein called LCUB). There will be no pre-bid meeting. To register as a bidder, please send an to LCUB s fiber optic consultant, Denise Frey at denise@fiberplanners.com and you will receive a confirmation within 24 hours. This will be the only way to notify bidders of addendum and responses to questions. All questions shall be ed to denise@fiberplanners.com prior to Sept 28, The LCUB responses will be distributed to all registered bidders by Sept. 30, The envelop should bear on the outside the name of the BIDDER and address and be delivered prior to 2:00 PM, local time on Wednesday, October 5, 2016 to: Attn: Tim Guider, Procurement Manager Lenoir City Utilities Board 200 Depot St. Lenoir City, TN The Bid package shall include References, the LCUB Bid Form (Appendix D) and any additional information contractors would like to provide. LCUB reserves the right to reject any or all Bids and to waive any informalities or minor defects therein. All bidders must agree that such rejection shall be without liability on the part of LCUB for any damage or claim, including but not limited to loss of profits, savings or income, or any indirect, consequential, incidental, exemplary, punitive or special damages brought by any bidder because of such rejects, nor shall the bidders seek any resource of any kind against LCUB or Planners because of rejections. The filing of any Bid in response to this invitation shall constitute an agreement by the bidder to these conditions. It is the bidder s responsibility to determine if sales and/or use taxes are required to be paid on the Work and/or any materials to be used therein and to what extent, and to take appropriate steps to obtain exemption certificates or such other documentation for the Tennessee Department of Revenue that may be necessary to qualify for any available exceptions from such taxes. If sales and/or use taxes are required to be paid in connection with the Work, then all such taxes must be included in the Bid. On the other hand, if such taxes are included in the Bid, but are found by LCUB not be have been required to be paid, then LCUB shall deduct such taxes from the Contract Price. Bidders will be required to comply with all applicable statutes, regulations, etc., as set forth by the State of Tennessee and those attached to and made a part of these Bid documents. Any BID may be withdrawn prior to the above scheduled time for the opening of BIDS or authorized postponement thereof. Any BID received after the time and date specified shall not be considered. No BIDDER may withdraw a BID within 60 days after the actual date of the opening thereof. LCUB intends to issue a PURCHASE ORDER within sixty (60) days of the BID opening. Should there be reasons why the PURCHASE ORDER cannot be issued within such period, the time may be extended by mutual agreement between LCUB and the BIDDER. Award will be made to the lowest responsible, qualified BIDDER. 3 Lenoir City Utilities Board (LCUB) Splicing and Final Testing Specification Project Details The LCUB All Dielectric, Self Supporting Optic cable system is 80% installed and is ready to start the splicing process. There will be seven phases to the splicing which will require at least four separate mobilizations to complete. It is anticipated that all phases will be ready by mid-2017, with phases 1 and 2 ready by the award of this bid. A listing of the phases with descriptions is below. The 288 fiber LCUB Loop is 58 miles of ADSS cable with 7 additional miles of 48 fiber ADSS and 6 miles of 96 fiber ADSS. There will be 18 short radials of 24 fiber ADSS. An overview map is provided in Appendix B and stretches from Lenoir City, TN to Cedar Bluff, TN at the western edge of Knoxville. Each field splice will be aerial. The two ends of the cable will be lowered for the splicing contractor and upon completion of the splice, will be moved back into the power region by a separate contractor. The splicing contractor will be responsible to store the cable coils and the splice closure out of harm s way while it is in their possession. Coordination with the power qualified crew to lower and raise the cable will be thru Planners Inc. ( ). The splicing contractor will not be allowed to place the cable back in the power region on the CLAS aerial storage system, but must store it high enough to keep it safe from the public. This Request for Quotation is for the labor to splice and terminate the fiber optic cable per the attached documents including Appendix A, B and C. The bidder may offer to quote the splicing hardware for the field splices as separate line items on their bid. If the bidder doesn t wish to offer the splicing hardware, LCUB will work with the splicing contractor to develop the materials list after the award and purchase the material separately from a distributor. This quote must also include the final testing of the entire system and each fiber segment between substations, including the coiled fibers. LCUB will provide the equipment racks at the termination points. After the award of the bid, LCUB will work with the splicing contractor to specify the materials needed to terminate the cable ends and store in the racks. If wall mounted demarcation boxes are required, LCUB will work with the splicing contractor to specify the materials list. The splicing work must be in compliance with the attached General Splicing Specification dated September 19, 2016.
4 Description of Project Phases Phase 1 All cables are installed and ready for splicing. Phase 2 Most cables are installed and ready for splicing. The last 2 reels of cable will be installed by mid-october, Phase 3 This phase is waiting on the completion of the fiber buildings at nine substations. The buildings are in place but we are waiting on the award of a bid to complete the electrical wiring for the buildings. This is estimated to be complete by the end of November, Phase 4 This phase is dependent on the delivery of the 24 fiber cable ordered for the drop cables to the Traffic control boxes. The delivery is estimated to be February, 2017 and then the installation crew will need to pull the cables to the traffic control boxes. Completion date is estimated to be April, Phase 5 This phase is dependent on the traffic signal contractor who is responsible for the installation of the traffic control boxes at each intersection. The Traffic signal contractor estimates completion by June, Phase 6 This phase is dependent on the completion of the new LCUB Data Center on Creekwood Parkway. Estimated completion and cable pulled into the new building is August, Phase 7 This phase is dependent on the delivery of one reel of 288 fiber ADSS. We have not ordered it yet, but estimate it to be installed by June or July, 2017.
5 1.0 SCOPE OF WORK Lenoir City Utilities Board FIBER OPTIC CABLE General Splicing and Testing Specification September 19, General The CONTRACTOR shall furnish all equipment not furnished by Lenoir City Utilities Board (hence forth referred to as OWNER) and labor required for and incidental to the splicing of All-Dielectric Self Supporting (ADSS) fiber optic cables. 1.2 Drawings The route map(s) attached shows the locations and design of the WORK and is hereby made a part of this specification. Splice locations, storage locations (i.e. hand hole or pole mounted) and fiber counts to be spliced are shown on the map Drawings are in general to scale, but calculated dimensions shall not to be scaled from the drawings In case of discrepancy or omission of dimensions, the OWNER shall be consulted for adjustments of any complications resulting from the discrepancy or omission The OWNER shall have the right to issue additional drawings or data necessary to secure completion of the WORK. 1.3 Other specifications The CONTRACTOR shall handle the fiber optic cable in strict accordance with the cable manufacturer s specifications and procedures The CONTRACTOR shall use the splice closures provided by the OWNER and in accordance with the closure manufacturer s specifications and procedures. 6 2.0 MATERIAL AND SERVICES PROVIDED BY THE CONTRACTOR 2.1 Services The CONTRACTOR shall act as a complete splicing organization, furnishing all supervision and labor to perform the WORK covered in this specification Splices of ADSS fiber optic cable shall be made only by qualified personnel and equipment approved by the OWNER The CONTRACTOR shall notify the OWNER in advance so that he has the option of being present to witness all splices The CONTRACTOR s WORK includes, but is not limited to hauling, storing, and protecting all OWNER furnished material from the delivery point until final acceptance of the WORK The CONTRACTOR shall splice the fiber optic cable as required, in accordance with the cable manufacturer s recommendations, being sure to splice only the designated fibers and take into consideration the minimum bending radius of the fibers The OWNER shall provide all field splice hardware. The OWNER shall provide all inside plant splicing racks, trays and distribution panels The CONTRACTOR shall fusion splice each fiber of each cable to the corresponding color coded fiber of the next cable in the system or as the specific splicing instructions are provided by the OWNER. In which case, the OWNER shall specify only certain fibers to be spliced in the field or at termination points, per attached map and instructions. 2.2 Equipment The CONTRACTOR shall provide the equipment, including the OTDR and fusion splicer, tools and materials to be used in the testing and splicing of the fiber optic cables covered in this specification. 7 CONTRACTOR shall furnish at his own cost all temporary or expendable materials required for the performance of the WORK The OTDR used shall be OWNER approved prior to the WORK. The brand and model must be clearly stated at the time of the bid process and if changes are needed, OWNER approval must be acquired in writing The fusion splicer shall be of modern technology with accurate and repeatable splice characteristics. 2.3 Material Reports by CONTRACTOR The CONTRACTOR will periodically furnish material status reports to the OWNER indicating OWNER-furnished materials on hand and materials on order but not delivered If any OWNER-provided, damaged material is encountered, the damaged material must be reported to the OWNER and disposition will be given in writing by the OWNER The CONTRACTOR will be charged at the replacement cost, plus 30 percent for handling, for any materials lost or damaged beyond repair after delivery, if replacement is procured by the OWNER. 2.4 Material Storage The CONTRACTOR shall take such security measures as are necessary to protect all materials against loss, theft, or destruction If the cable must be temporarily stored over night while in the process of splicing, the cable ends shall be sealed to prevent water migration and the cable coil(s) stored out of the reach of vandals. The CON- TRACTOR may opt to use the hand hole,when provided, or provide his own temporary, secure storage. IT IS UNACCEPTABLE TO TEM- PORARILY STORE CABLE AT THE BASE OF A POLE. 8 2.5 Workmanship, Compensation The unit price per termination or field splice shall include all labor, equipment and materials (except OWNER furnished) and expenses and costs which are not to be classified under any other item or items and which may be necessary to completely perform the WORK to be done under said items in the manner specified herein All WORK shall be done and completed in a thoroughly workmanlike manner in accordance with best modern practice for splicing not withstanding any omissions from this specification or drawings CONTRACTOR shall provide a digital photograph of each splice closure and splice tray after the splice work is complete for each unit and before the closure or tray is closed. Photos must be labeled with splice location. 2.6 Splice Schedules and Progress Reports The Splice Schedule agreed upon by the CONTRACTOR and OWNER shall provide for timely and orderly performance of the WORK in accordance with the specific requirements stated in this specification The WORK must adhere to the approved Splice Schedule. If any phase of the WORK is lagging, the CONTRACTOR shall present a plan to show how he will return to the approved schedule. 9 3.0 MATERIAL AND SERVICES PROVIDED BY THE OWNER 3.1 Right of Way access and safety The OWNER will secure all right-of-way necessary for the splicing of the fiber optic cable. All restrictions and special provisions in permits, easements, mid-road access or other agreements executed by the OWNER shall be strictly observed by the CONTRACTOR Roads subject to interference by the CONTRACTOR s WORK, shall comply with OSHA requirements and State or local laws, whichever is most strenuous When questions arise as to safe methods or suitable protection, the CONTRACTOR shall confer with the OWNER but full responsibility for results shall rest with the CONTRACTOR Some work must be performed inside the electrical substation fence in the substations fiber buildings. The CONTRACTOR is responsible to act in a safe and orderly fashion when inside the substation fenced comply with all OSHA requirements. 3.2 Materials The OWNER will furnish agreed upon materials to be used in the permanent splicing of the fiber optic line. Delivery schedules will be established with the various suppliers by the OWNER to provide materials in sufficient quantities for orderly and timely incorporation in the WORK. 4.0 FIBER OPTIC CABLE SPLICES & TERMINATIONS & TESTING 4.1 Cable Instructions End sections of the fiber optic cable (approx. 20 feet) damaged by the application of pulling grips shall be removed before the cables are fusion spliced. 10 4.1.2 The bend radius requirements must be maintained at all times. Particular attention shall be taken when handling the fiber optic cable and when the cable descends the termination structure. 4.2 Splice Locations At the locations where a splice is required, additional cable must be provided to physically accommodate the splicing process. The length of each cable end shall not be less than 30 feet from the base of the structure, remembering that about twenty (20) feet of cable shall be cut off at the wire mesh grip to assure no damaged fiber is used In the outdoor environment, splicing shall be accomplished on the ground and not in an aerial bucket. The excess cable at splice points shall be stored in an OWNER-provided CLAS or pole mounted fixture Enough cable shall be pulled into the termination buildings to assure that the termination location is reached and enough excess fiber optic cable is available to facilitate cable splicing, remembering that about twenty (20) feet of cable shall be cut off at the wire mesh grip to assure no damaged fiber is used Inside a termination point, the excess length of fiber required in the splice tray is dependent on the type of fiber organizer and splicing method. Typically, four to six feet of cable is required to facilitate splicing at a termination point, i.e. patch panel. Some excess cable may also be required to provide sufficient cable to splice it at floor level, and not in the cable rack. The CONTRACTOR shall mount the splice in the splice rack or in a demarcation wall box provided by the OWNER. The OWNER shall provide the fiber optic pigtails to be spliced to the ADSS cable at the termination locations Appendix A provides the proposed splicing plan for the project. Prior to contract, adjustments are possible. A sample of the splicing instructions is included in Appendix C. 4.3 Final Testing and Acceptance Lenoir City Utilities Board Page 6 of 8 FPI2000-S/T, Rev. 2 General Splicing & Testing Specification
11 4.3.1 The CONTRACTOR shall test each fiber of each segment after the cable has been installed to verify that no damage has occurred during installation. The CONTRACTOR may decide to perform this test after splicing and include the splice performance data Each of the fibers in each of the cables shall be completely tested with an OTDR in accordance with EIA and EIA at 1550 nm on a bidirectional averaged basis and final attenuation test data recorded and reported to the OWNER. The final OTDR Traces shall be supplied digitally to the OWNER and if the program is proprietary software, the appropriate program shall also be provided to access the data There shall be no fiber attenuation point discontinuity greater than 0.1 db at 1550 nm using an OTDR The splice loss of each fiber at each splice location shall be less than 0.20 db at 1550 nm on a bidirectional averaging basis Prior to acceptance of each installed fiber optic section of the system, the OWNER shall have the option to witness the use of an OTDR by the CONTRACTOR to verify each fiber, each fiber pigtail and each splice is within the OWNER S parameters. 5.0 SPLICE RECORDS 5.1 Prior to final payment, the CONTRACTOR shall provide the OWNER with an accurate record of each splice location compiled in a neat and organized format. This record shall include digital OTDR traces with legible fiber labels, with notes on the cabled refractive index for each cable segment. 5.2 The CONTRACTOR shall provide clear documentation of each splice location, including the pole number, cable sheath meter markings on each cable end, and nearest street crossing when possible. 6.0 CLEANUP 6.1 As part of the WORK, the CONTRACTOR shall completely remove and satisfactorily dispose of all debris and equipment and shall do all WORK necessary to Lenoir City Utilities Board Page 7 of 8 FPI2000-S/T, Rev. 2 General Splicing & Testing Specification
12 restore the site of his operations to at least as good order and conditions as at the beginning of the WORK under the Contract. 6.2 The CONTRACTOR shall make adequate provisions for disposing of all refuse material in accordance with applicable laws or ordinances. 6.3 No burying of materials or debris will be permitted on the right-of-way.
