2 Will's Words: a Message from the CEO It is no exaggeration to say that the next 12 months will be the most important in the history of the private parking industry in the United Kingdom. We can confidently predict that a single pan-industry code of practice will become the parking industry s default setting, regardless of whether Sir Greg Knight s Parking Bill is passed into law or not. The International Parking Community (IPC) has always advocated for a single code of practice to unify the parking industry with the aim of providing certainty, consistency and clarity for consumers and parking operators alike. We are delighted that this will become a reality. Sir Greg Knight s Parking (Code of Practice) Bill has galvanised the UK parking services industry as never before. The momentum

3 generated by Sir Greg s Private Members Bill has seen broad bipartisan support in the House of Commons and an unprecedented spirit of cooperation amongst industry stakeholders. The IPC and the BPA have been working very closely together and have made substantial progress in drafting a Code of Practice in anticipation of the Parking Bill becoming law. We are confident that an Accredited Trade Association (ATA) single Code of Practice will be ready by early 2019, well before the Parking (Code of Practice) Bill is passed into law: this will be the parking industry s default position should Sir Greg s Bill not become legislation. The Parking Bill has made good progress through the House of Commons and will reach the Report stage by the end of November. With the 3 rd reading assumed to be a mere formality, the Parking Bill will then pass through the House of Lords where its passage should hopefully be more expeditious. As the current session of Parliament ends next summer, the Parking Bill needs to have passed through both Houses of Parliament by this time, otherwise the Bill will expire. While we are optimistic that Sir Greg Knight s Parking (Code of Practice) Bill will become law next year, we must also be prepared for all eventualities. Should the Parking Bill fail in Westminster, the IPC

4 and the BPA, as the only two DVLA Accredited Trade Associations, are still committed to a single code of practice binding all its members to the same professional and operational standards. In summary, the next 12 months will see the parking industry bound by the same set of professional and operational standards. The only question is whether this is compelled by statute or just through being a member of an ATA. The IPC has continued to represent your views as your trade association. The Ministry of Housing, Communities and Local Government (MHCLG) invited us to join their Code Advisory Panel where, as the title suggests, we represented you by placing your interests front and centre before the Ministry. A Parking Operators Roundtable was also facilitated by the MHCLG in July. The IPC and the BPA, along with four operators from each ATA, were invited to meet with the MHCLG in a two-way forum. The MHCLG gave an update on the progress of the Parking Bill, while parking operators from both ATAs were given the opportunity to ask questions, raise issues and concerns to government officials. 5 encourage you to take a close look at your business operations and make proactive steps to be compliant before a new code comes into force. Steps you can take include carrying out sign and site audits to ensure you are compliant. Please contact the IPC if you have any questions. The MHCLG made it abundantly clear that it is only real rogue operators who have anything to fear. Parking operators who are professional, ethical with sound operational systems are well placed to take advantage of the benefits of an industry-wide single code of practice. Meet & Greet customers can pre-book their vehicle online and, on arrival at the Airport, drive straight into the designated Meet & Greet zone. The customer s vehicle is digitally processed with a series of digital images taken to record the condition of the customer s vehicle. The wellbeing of the vehicle is guaranteed for the duration of the customer s vacation or business trip. The customer simply leaves their keys at reception, located adjacent to the terminal, and proceed straight to check-in. Our trusted team members park the vehicle in a safe and secure on-site location. 9 The University of Essex will be hosting the IPC Higher Education Forum s next meeting on Thursday the 4 th of October. The meeting will take place at the Wivenhoe House Hotel, adjacent to the University of Essex campus. The IPC will be hosting a dinner the night before, preceded by a private tour of Colchester Castle kindly arranged by Charlotte Humphries. Colchester Castle is a Grade I listed building and was built between 1076 and 1100 on the orders of William the Conqueror. It is the largest Norman castle built in England and is the largest standing example of a keep in Europe. Some of the main items to be discussed at the Forum meeting will include: Debt recovery processes

11 The next IPC Local Authority Forum meeting will take place at Milton Keynes Council on the 13 th of September. An will be sent closer to the time with a full meeting agenda. The IPC will also be hosting a dinner the night before for those who are able to attend. A feature of the Milton Keynes Forum meeting will be a presentation, along with a Q&A session, by BP Chargemaster. A major news development in the Electric Vehicle (EV) sector was BP s purchase of Chargemaster. When one of the world s biggest oil companies purchases the UK s largest EV charging network and leading supplier of EV charging infrastructure, the parking industry needs to sit up and take notice. With the Automated and Electric Vehicles Bill 2017 about to become law, BP s acquisition of Chargemaster, in June 2018, is an industrybased counterpoint to the legislative activity in the Palace of Westminster. It is estimated that the UK EV sector will be worth 907 billion by When Chargemaster s CAV technology is rolled out across BP s 1,200 service stations in the UK, BP s EV futureproofing is obviously prescient as well as showing great acumen.

FAXI s map design with real-time location and traffic information, allows people to share regular journeys, by car, public transport, bike or on foot. Research suggests that nearly half of people would journey share with someone they know, yet millions of people travel each day with empty seats. FAXI believes that sharing is caring, and can help reduce congestion, pollution, and save a people money and time while providing safer and more efficient travel. Sepsis claims 44,000 lives in the UK annually which is more than breast, bowel and prostate cancer combined! The BBC has recently reported that hospital deaths from sepsis have risen by a third. The BBC news report can be accessed here. The work of the UK Sepsis Trust is invaluable as the large numbers of fatalities could be drastically reduced through greater awareness. Sepsis is easily treatable and non-fatal if it is quickly diagnosed.
