APPROVAL OF MINUTES OF MEETING HELD ON TUESDAY 25 AUGUST 2015 After taking Cllr G Smith s name off the list of those attending (he was also correctly marked down as having given his apologies) the minutes of the meeting held on Tuesday 25 August 2015 were approved on the motion of Mr E MacPherson and seconded by Mr D Shearer. There were not enough members available for the September meeting to be quorate. 3. MATTERS ARISING FROM MINUTES War Memorial Repairs An from Alan Gair at the Cunningsburgh History Group was read and noted. Mr Gair and Mrs Christie have carried out a survey of the War Memorial and Mrs Christie is meeting with the Heritage Lottery Fund tomorrow about possible funding. Progress is being made, but the work will not be carried out until the weather is better and the funding has been sourced. 4. POLICE REPORT PC Duncan said that during October there was a total of 23 incidents in the area which were reported to police. Most of them were as a result of a campaign highlighting road safety for vulnerable road users road checks were carried out at Fladdabister and Cunningsburgh Primary School while the temporary 20mph limits were in place and seven drivers were charged as a result. The rest of the incidents were of a minor or routine nature. He said staffing levels are coming up with two probationers and a six month secondment at the Brae station having started or due to start soon. Making sure the public are ready for the dark nights and poorer weather is a current focus for the police everyone should be safe, be bright, be seen. Getting vehicles ready for winter and reminding pedestrians and cyclists about lights and high visibility clothing is all part of it. Someone has been charged following the recent theft of a television from a caravan in Sandwick. A member asked the police officers whether there were any flyers or leaflets which the Community Council could help pass on and PC Duncan said he would make sure to pass information and press releases on so that the clerk can put them on the Facebook page. 5. QUARFF MAIN ROAD UPDATE SIC Head of Transport Michael Craigie was unable to attend as planned. Cllr Fox will speak to the

3 Roads Department so that things can progress at the next meeting Mr Craigie can attend the December one. Mr Smith reported that the residents petition was delivered to every household in Quarff and 83% were returned, with 100% of the returned petitions being in favour of the proposed road improvements. 6. FINANCE Mrs Geddes verbally reported on the finances of the Community Council. The bank balance at 3 November 2015 was 10, Since the last meeting, payments totalling for stamps and printing were made, as well as a direct debit of 35 for the Information Commission and 42 for a Shetland Times advert. A 1,000 grant award cheque was also cashed this month. 7. GRANT APPLICATIONS One grant application was received and granted towards the cost of Remembrance Wreaths for the Sandwick, Cunningsburgh and Quarff Churches. A thank you from the Gulberwick Youth Club following their recent grant was read and noted. The quotes from various companies for the supply and delivery of the road materials awarded were discussed and a company was chosen. The clerk is to contact the company and find out when deliveries are likely to be made so that the people awarded grants can be informed. Members asked that another invite be sent to the Shetland Community Cafe and Soft Play Centre to see if they can give an update on the project and so that the Community Council can offer support. As there have not been any large grant applications this month then members decided to extend the deadline for applications to the January meeting. 8. QUARFF ROAD BEACH PROJECT The team dealing with this have been waiting on quotes. It was hoped that the price given as part of the very reasonable quote received for the road grant materials could be used. The clerk will chase this up in the hope that a date for the work being done can be set. If the money is not spent before the end of the financial year it will have to be given back. 8. PLANNING Three applications had been received which the Community Council were required to comment on one of which had been sent out to members for comment already as the deadline for replies was before the next meeting. Members had no objections or comments on any of the applications. The applications were: 2015/311/PPF To erect dwellinghouse and install air source heat pump, Aithsetter, Cunningsburgh. 2015/339/PPF - To erect dwellinghouse and install air source heat pump, Plot 2, Flugalee, Blett, Cunningsburgh. 2015/364/AMSC - To erect dwellinghouse and garage and install air source heat pump external unit, North of Kingsknowe, South Setter, Gulberwick. Three other planning applications have been submitted in the area since the last meeting, none

4 of which the Community Council is required to comment on: 2015/316/PPF To construct polytunnel, Eastview, Starkigarth, Cunningsburgh. 2015/310/PPF To erect domestic detached garage, Quee, Cunningsburgh. 2015/312/PPF Create agricultural access track (retrospective), Ward of Wick, Gulberwick. 10. COMMUNITY GREENSPACE GRANT PROGRAMME Details of the grant programme were read and noted. Clerk to pass on details to groups and individuals who may be interested using and Facebook page. 11. ENVIROMENTAL COOPERATION ACTION FUND Details of the grant programme were read and noted. Clerk to pass on details to groups and individuals who may be interested using and Facebook page. 12. BUILDING STANDARDS DEVELOPERS MEETING UPDATE The and report included on the agenda, as well as a later with an update were discussed. Members were in agreement that the increased and improved engagement with the public was a positive step forward. 13. MINUTES OF COMMUNITY COUNCIL CLERKS MEETING The minutes were read and noted. 14. CLERK S PAY Members decided to make no changes for now but to look again at it at the end of the current financial year. 15. DATES of 2016 MEETING 16. AOCB The dates were agreed. Clerk to contact the school to ensure no changes need to be made. 19 th January 23 rd February 23 rd March 3 rd May 7 th June 23 rd August 27 th September 1 st November 6 th December The clerk informed members that the ASCC administration assistant is to be leaving her post. Members asked that a thank you be sent to her and agreed to the contribution suggested by the ASCC chairman to go towards a present. One of the 10mm allen screws has gone missing from the noticeboard. The remaining one is holding it in place but the clerk is to buy a replacement and spare. Details of several grant award schemes are to be shared via the Facebook page. Mr MacPherson attended the recent ASCC meeting. The main issues raised at the meeting were in relation to the 4,000 funding deficit the organisation has, the withdrawal of part of the minibus service, and discussion following an update from SIC Head of Education Helen Budge on the proposal to reduce the number of secondary subjects to six. The clerk has paperwork going back to 1976 and is not sure how long it has to be kept

5 for or what to do with the documents no longer needed. She will contact the other clerk s for advice and investigate whether the Archives or the local history group would be interested in them. A number of Cunningsburgh residents are concerned at the poor state of a privatelyowned site. Cllr Fox to ask the Planning Department if anything can be done to try and enforce the owner to clean it up. Members spent time answering the consultation document relating to Provisions for a Future Islands Bill. The clerk is to fill out the responses online and submit on behalf of the Community Council. 12. You will see I blind copied you into correspondence sent to Neil Hutcheson, Kevin Serginson and Michael Craigie. I am appalled that young school bairns walking down the Kjurkhul road have 2 options of getting to the bus stop - one through a muddy quagmire and the other by having to effectively walk on the busy A970. Following on from that I received two text messages independently from my Cousin this morning who was driving north through Quarff from Sandwick heading to the town. I have pasted the text below for information. We will be addressing the 'visibility' issue with Christy, but I think this does highlight the danger issues which should be absolutely paramount here - not saving money! I can't help but compare this very sad sorry bus 'draw off' area with those provided through Cunningsburgh and think of the very wide and lengthy 'state of the art' road verges that have just been completed heading into the south entrance to Lerwick, past the 'observatory buildings' and bus stops there. Just doing similar along this 15 meter or so verge to created a drained walkable area would be surely the minimum which could be done to address the situation here? Appreciate there are ongoing machinations around this relating to speed limit etc, but if you can seek to raise this in some way it would be appreciated so that hopefully some action can be taken before there is a serious incident. Just wanted to chat about the Quarff bairns catching da bus dis morning in da dark - as a safety measure I think they should all be wearing something reflective as they were all in dark clothing and very hard to see... Thought do wid maybe be able to pass the message round da parents... Gie me a phone if do wants to chat about it and I'll explain fae a drivers perspective :) cheers Gwen It is far from ideal, folk are horsing along yonder at 60 mph plus! There must be a case for a reduced speed limit at the very least, no bairns should be expected to play chicken with traffic going at speed in order to catch the school bus... I was later than usual this morn as I stopped at Cunningsburgh for eggs so not normally passing at that time but it just struck me how unsafe it is especially now in the dark mornings... I'll support any campaign the parents of Quarff might put in place to reduce the risk and in the meantime the bairns should all be made to wear reflective vests (not dat da bairns will likely want to wear them!) but they could take them off once they're on the bus... The Council s medium term financial plan requires all capital monies to be spent on maintenance or improving existing assets. No funds, no matter how little, are to be spent on the provision of new assets. There may be limited exceptions for safety related issues but this is a grey area. For example we have approximately 35,000 for Accident Investigation and Prevention. This would be spent on safety barriers, speed limits, traffic calming etc but only at locations with a record of accidents. We could not use this for a new footpath to the bus stop. However, I understand that discussions on the provision of new bus lay-bys in Quarff are ongoing and Michael Craigie will be attending the Community Council meeting to be held on 8th December. I would have thought that these would be considered new assets, so unlikely to proceed unless Michael has an alternative funding source for the works. (The provision of bus lay-bys is a Transport rather than Roads matter). Were they to get the go ahead then it would make sense to have a footpath link from/to Kjurkhul as part of the scheme. I am wondering if you would be willing to address this issue or advise whom in the Council I should contact regards getting it addressed. The issue is the 'footpath' to the Easter Quarff bus stop at the foot of the second Easter Quarff junction in Quarff, heading south. I say footpath, but this is an area of grassland which people use daily to cross when coming down the Kjurkhul road onto the A970, which is currently in a very poor, muddy state. You will see from the picture below that the issue is exacerbated by the fact that vehicles (including SIC ones from time-to-time) park at a soft unofficial 'draw off' area at the foot of the Kjurkhul road which has effectively mashed up the ground to create a swampy wet area. The alternative to get to the bus stop is to walk by the side of the road, which is quite dangerous - particularly for anyone (including the school bairns tyring to get to the bus stop) need to step onto a busy 'rush hour' main road in order to avoid the puddles which have settled at the side of the road. This obviously is not only inconvenient, but dangerous. I am not sure if this is a road, core path or 'other issue' but I am keen to see that this gets addressed as soon as is practical/possible. I took the photos below this morning and the attached image is from a month or so back from the bus stop looking south (back). In my view a simple procedure to provide a clean, drained hardcore path (c 30 meters) would sort this all out. Miss gave a resume of what she was going to go over during the meeting: looking at what s been done since the last meeting, what is scheduled and plans for 2016 both calendar and financial year. Service Review - Emergency Planning & Resilience Ingrid Gall, Resilience Advisor From June 2015: SIC Major Emergency Plan Reviewed, updated and published. Currently available on the Intranet and Sharepoint within the Council. Paper copies will be sent out in November. Telecoms Outage on Saturday 25 th July 2015 at 1218 hrs Notification: BT notification to Scottish Government (at 1512) and Inverness PS Control Room was that there was a problem in Orkney no detail. Nothing about Shetland. BT s initial investigation did not show any affects in Shetland Normal cascades did not take place not to NHS, Local Authorities, Ambulance service or Coastguard HILRP have a Failure of 999 Plan Hospital: could contact Highland hub, no normal telephones or 999 service Hospital used pagers and personal mobiles which had 02. No service on Vodafone. Consequences: Telephones out 999 out Radio (VHF) out - Affecting main Airport 11 flights diverted and cancelled Radio (maritime) unable to contact vessels in and around Shetland ATM credit and debit card machines (some worked, some didn t, depending on your supplier) Mobile phones some worked (O2) some didn t (Vodafone primary supplier for public service). Vodafone had 8 masts not working with a further 4 later. Automatic roaming on mobile phones didn t work (i.e., tested by dialling 999 on a mobile at the hospital)

Historic use of Microwave link, not routed through two separate fibre optic cables Mapping of BT networks Mapping of dependencies on BT network Ensure that contact lists have home addresses Way forward: Looking for a multi-layers short, medium and long term Telecommunications Strategy specifically for the island groups Failure of 999 Plan review with regard to interdependencies that might be lost and work arounds, if available and possible. Key point to take forward is to review Failure of 999 Plan and extend it to include Communications outages and include interdependencies as well as a list of what the consequences could be depending what is lot; address awareness across control rooms, and ensure everyone has received the message. There is no automated system, thereby no consistency on s, mobile messages being received, and acknowledged. Current system relies on human interface. Ingrid advised the group that BT has since worked hard on addressing these issues and a multi agency workshop held in October was well attended. Scottish Government is ensuring all issues are being dealt with timeously. Emergency Helicopter Landing Site The Shetland Emergency Planning Forum received planning permission for an Emergency Helicopter Landing Site between the playing pitches at Clickimin in October The EHLS was built to that plan. However, following construction it was established that although the new EHLS is adequate for the helicopter to land there were reservations on how to move a stretchered casualty (stretcher alone weighs 80Kg) without going over grass. It was discussed with SAS, Bristows Helicopters, Coastguard, NHS and the SIC on the best solution. It was agreed between those parties that the landing circle should be increased from 10 to 15 metres diameter. This is now possible as the restrictions on pitch layouts have changed since the original planning permission was received. The development of the 60/40 indoor pitch has increased the available space between the pitches. The Scottish Ambulance Service also requested that lighting forms part of the landing area. An application for new planning permission was submitted and has been approved without the requirement to go to Committee. The covering report is awaited and then works can be scheduled. It is not anticipated that they would take more than a week and it is still the hope to complete this before the end of Meantime, the existing emergency helicopter landsite site will continue to be used with dynamic risk assessments to take place prior to each landing. Met Office Workshop

12 The Met Office held a workshop which centred around the wording in weather warnings. When a warning is received and viewed on the internet there are two tabs: Overview and Detail. In the Detail tab it provides a weather impact matrix which gives the detail to the colour of the warning. It shows the likelihood and impact of the forecast weather and what that might mean. These changes will hopefully assist those present in cascading this information to their teams and service on how to react and what to consider when receiving a weather warning. This information informs the reader of a bigger picture in assessing the need to travel and improved awareness of risks in the decision making. Managing Work Related Driving Risks Policies on Managing Work Related Driving Risks are being produced by NHS Shetland and Shetland Islands Council. For information, attached are a Transport Scotland leaflet on Driving in Bad Weather and guidance from the Scottish Business Resilience Centre on Personal Safety. Follow that in 2018 with a large Business Continuity Exercise. Primarily for the Local Authority and NHS but will also involve Voluntary Sector and the Emergency Services. Above training available to Cat 1 and Cat 2 Responders at zero cost. s will be sent out inviting organisations and people to attend.

Future Exercises Exercise Selkie 2 - SGP, test CoMAH & Emergency Plans Tingwall Airport, Tabletop Exercise SVT, Live CoMAH Exercise 1 st Qtr 2016 Exercise Colonsay 2, Live TAQA Pipeline Exercise 1 st Qtr 2016 (Inverness) Exercise North Explorer Cruise Ship - once the scenario is issued it will be easier to see who would be best placed to attend bearing in mind the cost implications on numbers travelling to Inverness. 4. Scottish & Southern Energy Community Resilience No response from Shetland! The SHEPD Resilient Communities Fund is open to non-profit making organisations, community groups and charities across the Scottish Hydro Electric Power Distribution (SHEPD) network area and will support projects which help communities prepare for extreme weather situations. The overall fund is worth 300,000. Applications up to 20,000. Initiative will be run again in The new Resilient Communities Fund will support projects that: Protect the welfare of vulnerable customers during a significant power outage or emergency weather event Enhance community facilities and services that may be used or instigated in the event of a significant power outage or emergency weather event Improve communication during an emergency situation to keep communities informed or aid contact between local groups and response services Challenging to get communities involved. EP&R have visited communities with limited interest. Also sent out the information by and letter advising them of a half day workshop and links to web site to advise participants on what needs to be done in order to apply for funding. The scheme will be run again in Ready for Winter A copy of the Ready for Winter Campaign Overview is attached for information.

14 Roads winter preparedness plan for public in place. New gritters have been added to the fleet to operate during the 6 am to 6 pm timescales. Transport Scotland have provided promotional items for the public which are distributed through Road Safety and are available at most SIC premises. 6. Any Other Business Discussions took place on the liability of long range weather forecasts and the feasibility of increasing medical stocks during the winter season.
