2 Annual Report 2009/10 (covering the year up to 31 March 2010) The Parish Penn parish covers about 4,000 acres and has an electorate of 3,166, an estimated population of some 3,800 in 1,584 households. It includes the communities of Penn, Knotty Green, Forty Green, Winchmore Hill, Penn Street, and the properties on either side of Hazlemere Road up to Rushmoor Corner. The parish is divided into two wards: Penn Street and Winchmore Hill Ward with three Councillors; and Penn Ward with eight Councillors. Councillors are asked to take a particular interest in their own area, but are conscious that they also represent the whole parish. Chiltern District Councillors Alan Dibbo and Sir John Horsbrugh-Porter represent Penn & Coleshill Parishes in a single District ward. David Schofield is our very active County Councillor covering Penn, Coleshill and Holmer Green. Councillors Maureen Seymour was re-elected as Chairman and Mike Morley re-elected as Vice-Chairman for 2009/10, and both have been reelected for the current year. We said a regretful farewell to two retiring Members: Caroline Barton, after six years service and John Smiley who has represented Forty Green since We welcome Susan Allen and Kate Dicker as their successors Council Meetings The Parish Council meets at 8 pm on the third Thursday of alternate months in different parts of the parish. Forthcoming dates are: 15 Jul 10 - Penn Church Hall 20 Jan 11 - Forty Green Hall 16 Sep 10 - W/Hill Memorial Hall 17 Mar 11 - Penn Church Hall 18 Nov 10 - Penn Street Hall 12 May 11 - Knotty Green Cricket Club All these meetings are open to the public, as are the many Committee meetings with dates posted on the notice boards. During the year, we have welcomed several members of the public and representatives of local residents to the democratic quarter of an hour held at the beginning of each full Council meeting, as well as our County and District Councillors,. Parish Councillors choose to receive no allowances of any kind. The Chairman can receive 220 pa, an amount set by the District Council to cover the costs of her role, but chooses not to. A new Parish Office The Clerk is the only Parish Council employee and is responsible for day to day administration and for implementing the Council s decisions. It has been a part-time appointment carried out from home, but the hours have considerably increased and now require a proper office readily accessible to the public. An excellent solution has been found by building an attractive extension to the Penn Church Hall, sympathetic in design and materials to the Listed building. 2
3 Finance There was a total expenditure of 91,500, half of which was on three capital projects the new Parish office; a new play area for Winchmore Hill; and a long path connecting Penn Street School with the church car park. Income was provided by grants of 18,500, rents of 9,500, a transfer from capital of 20,300 and a precept of 46,800. The precept represents a charge to an average household of pa. This is only 1.4 % of the Council Tax. Financial Regulations, following a national model, have been adopted and a risk assessment policy is reviewed annually. Independent auditors check the accounts. Burial grants were given to maintain local churchyards. An easement was granted for access to a new house off the Winchmore Hill common track. Planning Chiltern District Council is the planning authority and notifies the Parish Council of every application. There were 162 during the year and comments were made on 36 of them.. A list of each batch of applications is published on our notice boards and on our website, usually every three weeks. On particularly important matters, the local District Councillor is asked to speak at the District's planning meeting and a representative of the Parish Council is now also allowed to speak. The District Council s Enforcement Officer is informed if any apparent breach of planning permission is noted or brought to the Parish Council s attention, (such as a large barn at Beacon Hill). Planning applications can now be viewed by the public on-line on Chiltern District Council s website The alternative preferred route for the High Speed Railway would take the line right through the middle of the parish and developments are being carefully watched. Commons and Village Greens Grass-cutting - Tom Barron, our contractor, cuts the grass at least five times during the year, unless conservation advice is otherwise. The Recreation Ground at Knotty Green and the area around the War Memorial near Penn Church are cut at least seven times. Various other areas, including around ponds, are strimmed. Two large oaks on Penn Street Common were cleared of dead wood, the crown of a very old, hollow, horse chestnut on the common at Penn was cut right back, and two large willows by Pistles Pond had to be taken down because of honey fungus. Coppice Farm Road greens - Strong support was given to the Penn & Tylers Green Residents Society application to register as Village Green the two wide grass verges at the entrance to Coppice Farm Road. A decision is still awaited 3

6 Knotty Green Play Area This is a very well-used facility and constant maintenance is needed to satisfy the quarterly inspection. Winchmore Hill Play Area On 22 May 2010, Earl Howe opened the attractive new play area on the common. It cost 23,000 with contributions from Securon (a local firm), the Residents Association, Bucks Community Foundation, Veolia Environmental Trustand the Parish Council. It is small, carefully sited and designed to blend with its surroundings. It was immediately popular with the children. Ponds There are leaflets available on request to the Clerk about Penn Street Pond, Gatestakes (outside the gates of Penn House), and Gawde Water (in Horsemoor Lane), which outline the history of the ponds and their surrounding areas. There were working parties at Sheep Washing Pond, Knotty Green, and Widmer Pond, Penn, aided by Chiltern Society conservation volunteers. Allotments and garden plots There are 36 plots or part plots available for tenants at Knotty Green. Greg Hopkins (681492) represents the interests of tenants. An active group of allotment holders does excellent work in maintaining the allotments. There is currently a small waiting list and anyone wanting a plot should contact the Parish Clerk. The garden plots at Beacon Hill have been reorganised and there are now six of varying size with a newly installed water supply. None are vacant at present. Parish burial ground The field adjoining Penn Street Church has been given by the Church to the Parish Council for future use as a parish burial ground. Street Lighting Street lighting cost 5,735 for the year. Almost all the lights are in Knotty Green with a few in Winchmore Hill and Burrows Close. The maintenance agreement requires Southern Electric to carry out a fortnightly scout to spot repairs needed. Any problems not dealt with inside two weeks should be reported to the Clerk. Highways Reporting concerns about the condition of pavements, footpaths, potholes, flooding, fly-tipping, overgrown hedges and verges and damaged or missing signs is a regular task. The traffic calming project at Whielden 6
7 Lane has been completed. A delegated Highways budget has allowed resurfacing of the Hazlemere Road pavement from Coppice Farm Road to Curzon Avenue. Nicholas King has long promised to reshape and repair the grass triangle at Saucy Corner damaged by construction vehicles. There is a monthly visit to the parish by a Community Gang which we task with a variety of highway tasks. Forty Green Walkway A grant was obtained to carry out a feasibility study for a raised walkway on the embankment above the road connecting Forty Green and Knotty Green. Footpaths Penn has 28 miles of footpaths, which is much more than the 11 miles average for Bucks parishes. Every Parish Councillor walks his group of local footpaths every year and reports any action needed. The Chiltern Way passes through the parish.
