Ex2NA The story so far

The vulnerable coast

Critical resilience of this iconic railway line

The vulnerable coastline Year Severe Event Likelihood Extreme Event Likelihood in 3.5 years 1 in 25 years in 0.75 years 1 in 4 years in 0.38 years 1 in 1.5 years Severe Event: 2-7 day closure of the railway line Extreme Event: Several month closure of the line; similar to events in 2014 We cannot accurately predict when a failure will occur, it may be tomorrow, next year or in 10 years, what we do know is that the cliffs will fall again and the sea wall will collapse

Work undertaken since 2014 Following 2014 events NR spent 45-50m on putting the railway back and an additional 20m of tactical strengthening close to the breach NR commission a 3m study at the end of 2014 which included a detailed engineering study, Drone Surveys, Ground investigations and Roped access surveys

The study area: Exeter to Newton Abbot

Preferred option: Section 3 Section 3: Kennaway Tunnel to Parsons Tunnel

Preferred option: Section 3 Section 3: Kennaway Tunnel to Parsons Tunnel Action required Immediately and also CP7 & 12. Existing sea defences will become vulnerable as sea levels rise, primary hazard is the geotechnical hazard from rock falls Options Consist of: New mass concrete sea wall, Rock revetment, and Tunnel portal protection (rock fall protection)

Preferred option: Section 3 Section 3: Kennaway Tunnel to Parsons Tunnel

Preferred options: Section 4 Section 4: Parsons Tunnel to Teignmouth

Preferred options: Section 4 Section 4: Parsons Tunnel to Teignmouth Action required Immediately. Existing sea defences will become vulnerable as sea levels rise, primary hazard is the geotechnical hazard Two plausible solution to achieve resilience in this area.. Preferred option consists of: Realigned railway from geotechnical hazard; new rock revetment to protect reclaimed land; stabilisation of cliffs

Preferred options: Section 4 Section 4: Parsons Tunnel to Teignmouth Short list options Advance the Line

Preferred options: Section 4 Section 4: Parsons Tunnel to Teignmouth Short list options Advance the Line

Discounted option: Section 4 Section 4: Parsons Tunnel to Teignmouth Short list options Cliff Regrade

Since October 2016: The results of the Geo-Environmental Review are launched at Dawlish Warren on 17 November 2016

October November 2016: drop-in sessions for the public are held. Events take place in Dawlish Warren, Exeter, Teignmouth, Torquay, Plymouth and Truro. Nearly 1,000 people attend.

20 October 2016: Secretary of State for Transport Chris Grayling visits Dawlish There is no option for the future that allows our railway links to Devon and Cornwall to be cut [ ] That has to be an absolute commitment from the government. We can't leave this railway link in a position where it is not open for the future.

17 November 2016: 10,000,000 given to ongoing study works (on top of 5,000,000 already made available.

Section 2 Our proposal

Project Delivery The next phase of development is divided into three packages: Marine Parade [new section of sea wall between Kennaways Tunnel and Dawlish Water] Work to be undertaken includes: Ground investigation / structural assessment of site and wall Environmental surveys Outline design for new wall and drainage Tenders will be issued summer 2017 Contract awarded early 2018 Contract duration approx. one year

Project Delivery Package 1 Marine Parade [new section of sea wall between Kennaways Tunnel and Dawlish Water]

Project Delivery Parson s Tunnel Portal Protection [new rockfall shelter] & CBU 17. Work to be undertaken includes: Ground investigation of site Environmental surveys Outline design for rockfall Shelter and cliff stabilisation Tenders to be issued summer 2017, contract award early Contract duration approx one year

Scheme Concept Development: Geotechnical Proposed Intervention Works: Section 3 (Cliff Behaviour Unit 17) Parsons Tunnel portal extension works and a rock anchor / netting system is to be developed.

Project Delivery Parsons Tunnel to Teignmouth [railway on reclaimed land] Offshore ground investigation Environmental Impact Assessment Options for type of defence structure (wall vs revetment vs hybrid) Outline design for new sea defence structure Development of construction methodology & programme, highlighting logistical issues and key risks Tenders to be issued September 2017 Contract award spring Contract duration approx 16 months

Scheme Concept Development: Geotechnical The recently completed geomorphological studies and ground investigations have identified that 2 sections of the Sea Cliff need to be prioritised in CP6. These 2 Sections encompass a discrete section of rock cutting within Section 3 located at the northern end of Parson s Tunnel (designated as Cliff Behaviour Unit 17) and all sea cliffs within Section 4.

Scheme Concept Development: Geotechnical Proposed Intervention Works: Section 4 (Parsons Tunnel to Teignmouth) Land reclamation and stabilisation of the sea cliffs by rock anchoring and netting and the construction of buttresses.

Project Delivery Package 3 Parsons Tunnel to Teignmouth [railway on reclaimed land]

Scheme Concept Development: Offshore No specific offshore structures will be constructed as part of the proposed resilience works. However, the following surveys / studies will be incorporated into future phases of work: Hydrodynamic Studies (Tidal Studies) Wave Studies (HR Wallingford) Benthic Surveys Topographical & Bathymetric Surveys
