1 MINUTES OF SOUTH CENTRAL AREA COMMITTEE MEETING HELD ON 20th JULY 2016 ORDUITHE A DEINEADH AN COISTE CHEANTAR AN LARDHEISCIRT 20 Iúil 2016 Matters Arising: - The outgoing Chairperson welcomed Councillor Michael Mullooly to the Area Committee Meeting. One Minutes silence was observed for the people and children who lost their lives in Nice, France and in Turkey last weekend. The members extended their congratulations to Councillor De Róiste on the recent occasion of his marriage Election of Chairperson to the South Central Area Committee. Councillor Paul Hand was proposed by Councillor Vincent Jackson, seconded by Councillor Daithi Doolan, and was duly elected Election of Vice Chairperson to the South Central Area Committee. Councillor Greg Kelly was proposed by Councillor Críona Ní Dhálaigh, seconded by Councillor Rebecca Moynihan, and was duly elected Minutes of Meeting held on 15 th June Questions to Dublin Chief Executive. Replies to Questions and the Area Manager s report circulated Roads & Traffic Matters (i) Minutes of Traffic Advisory Group held on the 28 th June 2016 in relation to Traffic Matters in the South Central Area. (ix) The Area Manager s report was noted by the Members: - Area Manager s Report South Central Area Committee Wednesday 20 th July 2016 SOUTH WEST INNER CITY AREA OFFICE REPORT New Public Park, Cork Street A Part 8 Planning Application for a 0.6 hectare neighbourhood park on the site of the demolished Chamber Court and Weavers Court on Cork Street was agreed at the December 2015 City Council meeting. Enabling works (including archaeological investigations) commenced on 20 th June with the main tender due to be issued in August/September. The Lord Mayor presided over a sod turning event on 24 th June. It is expected that park works will commence before the end of the year with a build time of 4 to 5 months. The park should therefore be completed by the summer Dolphins Barn Works to create a pop-up linear park in the area between the new boundary wall to the rear of the houses at St. James Terrace and the public footpath are due to commence shortly. The cost of these works is provided for in the South Central Area Discretionary Fund St. Audoen s Park, High Street St. Audoen s Park is included in the Liberties Greening Strategy. As part of the proposed improvements to High Street it is planned to enhance the area by improving accessibility, permeability and circulation throughout the park. A Part VIII planning application for the project was agreed at the July City Council meeting. Construction works are likely to commence in early Crane Street/Sugar House Lane It is planned to enhance pedestrian access along this important and busy tourist route. The works include the widening of the existing footpaths and the narrowing of the carriageway. Following agreement at the June Area Committee meeting a Part VIII planning application for the project was advertised on 22 nd June. A copy of the plan will be available for inspection in the Planning Department in the Civic Office for 6 weeks from that date. If the application is agreed construction works are likely to take place later this year. Newmarket A Public Realm Improvement Plan for Newmarket Square and its environs is substantially complete. The Plan describes, supports and guides the implementation of improvements to enhance the use and attractiveness of the area. A report in relation to the plan will be presented at this month s Area Committee meeting. Pimlico It is planned to upgrade the open space at Pimlico. The works, which will include the removal of the concrete pillars, relaying of the footpath, repair of the grassed area, painting of the plinth wall and additional planting, are due to take place in late summer.

3 Re-roofing Programme The renewal of the roofs in Thomas Court Bawn, School Street, Marrowbone Lane Flats, Meath Place, Braithwaite Street and South Summer Street has been completed. Works to the roof lights, chimneys and tank houses were included. Similar remedial work to the roof in Pimlico Terrace is due to commence on 18 th July and will complete the programme. Oliver Bond House A preferred contractor has been selected for the upgrade of both playgrounds and the football pitch in Oliver Bond House with work due to commence later this month. The cost of these works is provided for in the South Central Area Discretionary Fund Earl Street South It is proposed to establish new allotments on a vacant site at this location. It is hoped to have these allotments ready for the 2017 growing season. Community Activities, Kilmainham/Inchicore:- St Michaels Estate Family Fun Day Thursday 21 st July 2pm - 5pm : The Family Resource Centre and St Michael s Youth Project are collaborating with DCC Sports and Recreation and Community Development sections to host the Family Day on the green area of St Michaels Estate. A total of six sporting activities will be supported by Dublin City Council including the FAI Human Foosball. Memorial Court Residents Summer Buzz Party Sunday 24 th July 1pm 5pm: The Summer Buzz Party supported by community development will have a 1916 theme. Through the 1916 Commemoration Fund for Communities the group will host a question and answer session with The Dublin Brigade Irish Volunteer History Group. This will give residents a chance to step back in time and meet Irish Volunteers and British Soldiers with authentic period memorabilia. Francis Ledwidge Society: Remembering Francis Ledwidge a poetry reading and wreath-laying ceremony will take place at 12midday on Sunday July 31st in the National War Memorial Park Islandbridge. Community Activities, South Inner City Liberties Festival: This long running festival is supported by Dublin City Council. 18/07/16 Community Celebration Evening: At St. Andrews Community Centre local community groups will showcase what they do and welcome new members to get involved through an evening of celebration: 21/07/16 Maryland Grotto: Residents with assistance from DCC. Will revamp and carry on the maintenance and upkeep of the Grotto with a view to holding a small event for the neighbourhood. 27/07/16. Summer Buzz Parties: Social events for older people over the summer. Two events are planned 1 Garden View Court. 2 Robinsons Court. TBC Community Connect: Impact Day Volunteers from the business community together with local community will take on an enhancement project with Creative Kid s Community Crèche in the Haven on Basin Street. 20/07/2016. CRUMLIN AREA OFFICE REPORT Outdoor gyms The construction works for the installation of outdoor gyms in Bunting Park and Lansdowne Valley Park will commence in approximately 6 weeks.

4 Park Benches A number of park benches will be located in various parks. These benches will be funded from the South Central Area Discretionary Fund There will be 2 benches located in Willie Pearse Park, 2 benches in Brickfield Park, 1 bench in Stannaway Park and 1 bench in Galtymore Park. New Children s Playground Stannaway Park A new children s play area in Stannaway Park is intended to be created. The play area will cater for young children aged between 2 and 7 years of age and it is expected that the works will be carried out and completed before the end of This small play area will be natural in style to blend in with the grassland of the existing park. Play features will be constructed of natural materials and will be set into the landscape within gentle mounded forms. Seating will be provided as part of the works. Brickfield Park The tendering process for the all weather pitch in Brickfield Park will start shortly and take approximately weeks. Works on the all weather pitch could begin at the end of October 2016 and be completed by the end of January 2017 weather dependant. Community Activities, Drimnagh / Crumlin Drimnagh Residents Association The Residents Association continues to celebrate their 8oth anniversary. The City Council is involved with the committee and are organising a music evening to celebrate the singer and former Drimnagh resident Patricia Cahill. The event will take place on 27 th August in Our Lady s Hall Mourne Road and will reflect her great contribution to music and entertainment. Good Counsel 1916 event Dublin City Council are supporting Good Counsel GAA club, Davitt Road, Drimnagh to hold a Community Sports Festival in September It will be part of a weekend of events, including the staging of a re-enactment of the 1920 Bloody Sunday football match between Dublin and Tipperary. Event dates to be confirmed. Rutland Grove Family Fun Event. The Crumlin Area Office/South East Area office are supporting the Rutland Grove Residents Association to hold a community family event over the weekend of the 22nd/ 23 rd July. The event will include sporting/fun activities and a Cup and Cake meet and greet party. This event will hopefully support the re establishment of a residents group in the area. Summer projects The Bru youth services project will take place during the months of July and August involving the youth group and the Garda Youth Diversion programme. Lower Crumlin programme takes place during the month of July. The Alzheimer s Day Care Centre The Alzheimer s centre on Curlew Road will hold the official opening of their new sensory garden at 1pm on Wednesday 20th July. The development of the garden was supported by the Crumlin Area Office. Harvest Fair The Council in conjunction with the disabilities charity WALK will be holding a harvest festival on Walkinstown Green on Saturday 6th August. There will be fun and games for all ages. Summer Events in Sheltered Housing The ''midwife of a nation'' play will be taking place at the Mother Mc Auley Day Care centre and the Father Kitt Senior Citizens Complex during the month of July. A summer garden party will be supported in Clonmacnoise Complex during August.

5 Dublin City Council have supported the following community organisations to carry out environmental/ planting programmes in their centres: Drimnagh Castle/ St. Mary s Church Curlew Road Day Centre Arc Centre, Cashel Road CCMA Centre Armagh Road BALLYFERMOT AREA OFFICE REPORT Rapid Build Housing in Cherry Orchard Tenders for the design and build of 22 Rapid Delivery Houses in Cherry Orchard are currently being assessed. The tender process will be completed within the next two weeks, house plans and a works programme will be forwarded to all Councillors once the process is complete. NABCO Housing in Cherry Orchard The Approved Housing Body Co-operative Housing Ireland which is responsible for this housing project has indicated that it expects their contractor to go on site in late July or early August Cherry Orchard Restorative Forum Regular meetings are held to address issues across Cherry Orchard using the Restorative Practices Forum. A focus group is to meet in late July with a view to answering a number of questions from which recommendations will be made to progress Cherry Orchard as a restorative community. Summer Projects 2016 Five summer projects are currently providing activities in the Ballyfermot area. Family/Play Days There are four play days planned to end of July. Two will take place in Le Fanu Park and a further two will take place in Familibase. The Assumption Parish Family Day will be held shortly. All activities are supported by Dublin City Council. Age Friendly Activities A number of parties for Senior citizens will be held in our Senior Citizens Complexes over the next few weeks. Other Projects The Community & Social Development Team continue to support all community & voluntary groups in the Ballyfermot, Chapelizod and Cherry Orchard Areas. We also provide information on funding and other activities on a weekly basis in the area Community, Culture, Economic and Emergency Services (i) Public Library Events for July 2016 South Central Area. 6 DUBLIN CITY COUNCIL SOUTH CENTRAL AREA COMMITTEE 20 th July 2016 Emergency Motion The Meeting was suspended to deal with the following emergency motion:- Emergency Motion from Rebecca Moynihan This Area Committee condemns the changing of the opening arrangements of Oscar Square park without prior consultation with local residents and park users. We call on the management to revert back to the keyholder arranging pending full consultation with all local residents and public park users. Report: Agreed. Deferred Motions:- 394 Councillor Tina MacVeigh s deferred Motion from the June Area Committee Meeting The South Central Area Committee welcomes the adoption of a motion in the Development Plan to rezone the site of the proposed park at Bridgefoot Street as Z9 and agrees that the previously cancelled design consultation workshops should be immediately rescheduled. July Motions 407 Councillor Pat Dunne Following the passing of a motion at the July 2016 full Council meeting this Area Committee declares that Dublin South Central is opposed to the CETA/TTIP trade deals and declares Dublin South Central a CETA/TTIP free zone. 408 Councillor Paul Hand That this Area Committee notes with concern the increase in people consuming alcohol in our public parks over recent weeks and over the summer months. To this end we request that our parks department increase signage in our parks outlining the relevant laws and by-laws governing alcohol consumption and to roll these out in as many parks in the South Central Area as practicably possible over the coming weeks. Order: Agreed to refer this motion to the Dublin South Central JPC Meeting. 409 Councillor Greg Kelly (amended 20/7/16) This Area Committee agrees that Dublin City Council implements a programme of inclusive, comprehensive and community based consultation in advance of any major residential developments taking place in Dublin South Central. 410 Councillor Paul Hand That this Area Committee notes with concern the regular occurrences of flooding between Comeragh Road and Coghlan Roundabout in Drimnagh. Such an instance happened 4 weeks ago during heavy rain there and is an almost yearly occurrence. Many residents on Mourne Road and Donard Road equip themselves with sandbags as a result, even though they are nowhere near any water source. To this end, we

7 request that this motion be forwarded to the Environment SPC and Transportation SPC for consideration and for senior Council staff to consider implementing an engineering decision to solve this matter once and for all. Order: Agreed to refer this Motion to the Environment SPC and Transportation SPC. 411 Councillor Greg Kelly This Area Committee expresses its disappointment in the way major amendments were made to the Street Performance Bye-Laws at the Council Meeting of Monday 4th July, and feels a vote on a motion to ban busking in parts of Temple Bar should not have been taken without full debate. It is noted that at the Arts SPC it had been agreed that no ban on busking was agreed. Order: Agreed to refer this Motion to the Arts, Culture and Recreation SPC and the Protocol Committee. 412 Councillor Greg Kelly That this Area Committee supports the campaign "We need our heads examined" and calls on this government to fulfil its commitment it has made. Agreed to refer this Motion to the Minister for Health.
