5 Scottish Water 1.0 EXECUTIVE SUMMARY Ministerial Directions state that Scottish Water shall, by the 1 st April 2006 and annually thereafter, publish a document outlining the capacity and development plans associated with their strategic assets, principally; water and wastewater treatment works. This document will play an important role in improving the planning and delivery of strategic capacity. This report fulfils that obligation and will support the relief of development constraints by providing a clearer picture of the currently available capacity, at the Wastewater and Water Treatment Works serving Scotland and our plans to deliver future capacity. This will allow local authorities and developers to see at a glance whether capacity currently exists at any location in Scotland or whether work will have to be carried out at the treatment works to enable the development to go ahead. Scottish Water is committed to enabling development and assisting economic growth. The available capacity at water and wastewater treatment works is determined by their ability to carry out treatment to the standard required by Drinking Water Quality Regulations (DWQR) and/or the terms of their legal licenses to either abstract or discharge water, as regulated by The Scottish Environment Protection Agency (SEPA). However over the years, there has been a general erosion of treatment capacity across Scotland, resulting from a combination of tightening regulations, population shift and increasing demand. This has resulted in a variable level of service being provided to local authorities, developers and customers alike. Consequently a backlog of investment need in water and wastewater treatment assets has developed which will be progressively reversed in the period 2006 to During this period Scottish Water is committed to delivering its Ministerial Objectives and meet the demand of new housing development and the domestic requirements of commercial and industrial developments WWTW, 194 sea outfalls, 20 PFI sites 2 30 WTW have either been mothballed or abandoned during 05/06 4 March 06

6 Scottish Water The number of new connections able to be accommodated by a treatment works is generally determined by considering: the current available capacity; the forecast increase in capacity from programmed capital investment; and the demographics of the area which it serves, i.e. growth in the number of houses may not be reflected in a similar growth in population. This report provides information on the current available capacity or headroom at existing Water Treatment Works (WTW) and Wastewater treatment Works (WWTW) and is represented as the number of additional housing unit equivalents, which could be accommodated at the treatment works as at 31 st March We have reviewed local authority s development requirements and have linked them to the individual water and wastewater treatment works serving them. Our investigation shows that there is sufficient existing water and waste water treatment capacity to meet a significant portion if not all of the reported development demand from 438 development areas across Scotland, during the period According to local authority predictions this could support the growth of approximately 72,945 new housing units and 2450 hectares of new commercial land over the next 4 years. We have built the first traunch of our development plan by enlarging ongoing Q&SII projects and enlarging solutions proposed for Q&SIII, Quality and Capital Maintenance projects, over the next 4 years. Our investigation shows that this will create sufficient water and waste water treatment capacity to meet the reported development demand from a further 120 development areas across Scotland, during the period According to local authority predictions this could support the growth of a further 10,000 new housing units and 400 hectares of new commercial land over the next 4 years. 5 March 06

7 Scottish Water This is the first iteration of our Development Plan and will be regularly updated over the following months through the identification, agreement and incorporation of additional growth only projects, together with the conclusions of further assessment on the impact of demographic changes. New regulations have recently been published by the Scottish Executive which define the elements of upgrades associated with water and wastewater connections which are funded by Scottish Water. They also define the new responsibilities for developers and the part which they must now play in funding improvements to the water mains, sewers and networks which connect their new developments to our treatment works. Our requirement is to ensure that the strategic capacity required by new developments is provided in a timely and efficient way as demand arises, requiring a close working with local authorities and developers. In determining the requirement and timeframe for additional strategic capacity, we will take account of developments which are supported by the appropriate planning authority and are accompanied by a written commitment from developers, through the connection process, that the planned connections will occur and that the local reinforcement elements of the connection will be funded. Scottish Water remains committed to connecting as many new developments as possible to enable the economy of Scotland to flourish. 1.1 Wastewater Methodology A primary factor in determining the available development potential afforded by wastewater treatment works was a joint study process undertaken by Scottish Water and SEPA which examined the available capacity of WWTW across Scotland. The overall assessment was based on the current performance of the works in terms of: asset failures, current asset headroom, the extent to which the asset capability can be stretched to further meet developer needs the extent to which the environment can accommodate additional load 6 March 06

8 Scottish Water 1.2 Water Methodology For water assets, the assessment was based on three aspects: water resource water order limitations water treatment capacities. The water resource assessment is based on the available headroom for the Water Supply zones. The water order limitations assessment is based on the headroom on the abstraction rate we are able to take from the water source (some have limits but from April 2006 all will have limits). The WTW capacity assessment is based on the average flows supplied from the works versus the capacity of the works. 1.3 Format of Report / Plan This report includes information on: the data sources we have used in our assessment, the level of confidence we have in the data quality, the methodology we have adopted in our assessment and our future plans for improvement. We have provided a series of maps and tables showing the currently available development capacity associated with each of our WTW and WWTW assets. These Maps show sewered areas and water operational areas, colour banded according to the number of available housing units which can be accommodated as of 31 st March In view of the obvious interdependency between water and wastewater treatment we have also provided the resulting list of communities, which are effectively unconstrained as of 31 st March This list will be refined over time following conclusion of the assessment of planning assumptions and the impact of demographic changes. We have also provided the list of communities, which the treatment works are to be unconstrained during the period , reflecting the benefit of building growth into our Quality and Capital Maintenance investment programmes. 7 March 06

New arrangements established on 1st April set out the elements of upgrades associated with water and wastewater connections that are funded by Scottish Water and those that are funded by developers. Our requirement is to ensure that the strategic capacity required by new developments is provided in a timely and efficient way as demand arises. developers are responsible for funding the local reinforcement required to accommodate new connections though we provide a contribution to the costs. This allocation of costs is summarised in sections 2.2 and 2.3 below. The process for obtaining a connection is described in overview in Appendix A and in detail in our publication Customers guide for obtaining new water and wastewater services which is available on our web site. In establishing the strategic requirements to accommodate new development, we will need to work closely with local authorities and developers. 12 Scottish Water 2.1 Objectives of Report The objective of this report is to support the relief of development constraints by providing greater clarity on the available capacity at the Wastewater and Water Treatment Works serving Scotland. This document will play an important role in improving the planning and delivery of strategic capacity. The available capacity at these treatment works is determined by their ability to treat water or wastewater to the standard required by DWQR and/or the terms of the site licenses to either abstract or discharge water, as regulated by the Scottish Environment Protection Agency (SEPA). It is important to emphasise that this report relates to strategic assets (termed Part 4 assets in the explanation below). Local connection, distribution and trunk main assets (termed Part 1,2, and 3 assets below ) are outwith the scope of this report. Our connections process for establishing the extent of local reinforcement work required to accommodate new connections is described in overview in Appendix A and in detail in our document Customers guide for obtaining new water and wastewater services which is available on our web site WWTW, 194 sea outfalls, 20 PFI sites 5 30 WTW have either been mothballed or abandoned during 05/06 11 March 06

13 Scottish Water 2.2 Explanation of Strategic Capacity The component parts of a new connection can be split into four distinct elements termed Parts 1, 2, 3 and 4. These are illustrated in figure 1 below. Part 2: The water mains and sewers that connect developments e.g. a street of houses to trunk mains and trunk sewers and some sustainable urban drainage systems (SUDS). Part 3: The local bulk infrastructure, such as trunk mains and trunk sewers, water service reservoirs, wastewater pumping systems and some SUD systems. Part 4: The strategic assets such as raw water intakes, water impounding reservoirs, water pumping stations and aqueducts, and water and wastewater treatment works. 12 March 06

14 Scottish Water 2.3 Reasonable Cost Regulations Scottish Water has an obligation under the Water (Scotland) Act 1980 and the Sewerage (Scotland) Act 1968 to take its water mains and sewers to a point that will enable customers to connect to Scottish Water s networks at reasonable cost to the customer. The Acts only require Scottish Water to make a connection if it is practicable at reasonable cost. Scottish Water s obligations to make Reasonable Cost Contributions towards new domestic development are further defined by The Provision of Water and Sewerage Services (Reasonable Cost) (Scotland) Regulations 2006 and the Scottish Water (Payment of Reasonable Cost Contribution) Directions 2006 (requiring Scottish Water to make a reasonable cost contribution to the cost of connections of properties where the costs exceed reasonable cost ). These regulations set out the elements of a new connection which are eligible for a contribution and the maximum value of any contribution. The level of reasonable cost contribution is determined by the Regulations and depends on the number and type of properties being connected and the charges in place at the time of connection. Scottish Water is required to contribute to the cost of any Part 2 and Part 3 work needed to accommodate the connection or the maximum reasonable cost contribution, whichever is lower. The combined maximum contribution for water and wastewater is currently 2759 The value of this Reasonable Cost Contribution is published annually and is available on our website.. 13 March 06

15 Scottish Water 3.0 EXISTING CAPACITY INFORMATION 3.1 Available capacity at strategic assets Water and Wastewater treatment works have been categorised in size bands to reflect the available capacity. This is shown as the number of additional housing units which can currently be accommodated at the site while complying with regulatory and customer service standards. This information is presented both in a tabular and map based format, categorised by Local authority boundary area. It is important to emphasise that this information is a "snapshot" of current and future expected capacity at the treatment works. The information will change as a result of a number of factors including: the impact of new development on available capacity, the creation of new capacity as a result of capital investment, improvements in the quality of the information used to ascertain available capacity, changes in our planned investment programme Tabular data for the Wastewater strategic ("Part 4") assets and Water strategic ("Part 4") assets is shown in Appendix B and C respectively. Plans have been produced for each local authority area for the current Asset Development Potential as at April 2006 for both WTW and WWTW, and these are shown in Appendix F. A further set of plans will be produced to reflect the forecast position for 31 st March 2010, following the completion of the development programme. 14 March 06

17 Scottish Water The maps will be available in.pdf format on the Scottish Water website from 14 th April Data Accuracy It is recognised that the quality of data relating to flow, load, demand and capacity is variable across Scottish Waters 2021 WWTW sites and 338 WTW sites. However work is already underway to improve this data, notably, Scottish Water is investing in excess of 6m in flow, load and capacity assessment at all of its larger WWTW sites during the next months. 3.3 Development of the Growth programme The objectives set by Ministers for the industry in the period require Scottish Water, as a minimum, to provide strategic capacity sufficient to supply water to 16,500 population equivalents (PE) and to treat the wastewater from 40,000 PE. This has been estimated to deliver a minimum of 60,000 new houses 6 and 2,025 Hectares of new commercial land. In consultation with Local authorities we have identified development sites across Scotland and have linked them to the individual water and wastewater treatment works serving them. We are able to confirm that capacity already exists to support development in a number of areas, as presented in this report. We are also reviewing the impact of this new development against a background of projected population movement across the country to refine the real impact of stated development needs against each of our assets. Our proposed programme for satisfying growth is set out in a number of traunches as follows: 6 Excludes homes already built on already serviced sites 16 March 06

19 Scottish Water Our programme of works to accommodate this requirement is being developed and assigned to projects in accordance with our investment programme, the spatial priorities identified in the National Planning Framework and the development priorities identified by developers and local authorities. In determining the requirement and timeframe for additional strategic capacity, we will take account of developments which are supported by the appropriate planning authority and are accompanied by a written commitment from developers, through the connection process, that the planned connections will occur and that the local reinforcement elements of the connection will be funded. Due to the backlog of work that has built up in recent years, there may be some inevitable delays in providing capacity at specific sites while upgrade work progresses or where we are required to carry out further strategic studies. However, by working closely with Local authorities and developers, we aim to ensure that any delay is minimised. The development plan will be regularly updated over the following months through the identification, agreement and incorporation of additional growth only projects. 18 March 06

20 Scottish Water 4.0 FUTURE IMPROVEMENTS TO THE REPORTING OF STRATEGIC CAPACITY & DEVELOPMENT PLAN 4.1 Planned Improvements The information presented in this document is based upon data currently available and is presented graphically and in tabular form at a local authority and site level. A Web based viewer is planned for the next report that will allow access to the various layers of data and facilitate more effective geographical based assessment by Local authorities and developers alike. During , the accuracy of data will increase as substantial flow & load data improvement projects, data cleansing and data handling techniques are implemented. The growth programme will be added to the suite of plans, allowing both current and planned available capacity to be reported. 19 March 06

23 Scottish Water 1.0 THE CONNECTION PROCESS 1.1 Overview of the Connection Process The process for obtaining new Water and Wastewater services will involve six key stages. This section provides detailed guidance on the steps a developer should take at each stage of the process. 24 Scottish Water Figure 2 - Overview of the connections process FEASIBILITY STAGE It is strongly recommended that, the Developer makes contact with Scottish Water to confirm the feasibility of the proposed development, before submitting a formal application. Scottish Water gathers the information necessary to make an assessment of the impact of the proposed development. If feasible, Scottish Water provides the Developer with a budget estimate of Scottish Water s likely costs and contributions for the work and the likely timescale. CONNECTION APPLICATION STAGE Developer submits a formal connection application and prepares the design of the new connection and/or infrastructure. Scottish Water will examine the designs to ensure they are compliant with Water for Scotland and Sewers for Scotland standards and also establish the wider network requirements to accommodate the connection. Scottish Water will grant approval of the designs and, where relevant, make a formal connection offer with regard to the work required on the wider network. Acceptance of this offer will be time bound and may be dependant on the completion of work on the strategic network. INSTALLATION STAGE- WATER Developers undertake construction of the new site water main. Scottish Water will periodically inspect the work on site. To install water connections to a new site main, the Developer requests a self-lay organisation (SLO) to undertake the work. To install a water connection to our existing water mains, Scottish Water undertakes the final tapping plumbing work on our main. The Developer is responsible for all other work including the provision of materials. INSTALLATION STAGE-WASTEWATER Developers are responsible for the construction of the site sewers. Scottish Water will periodically inspect the work. For new sewer connections, the Developer s contractor undertakes the work. Scottish Water will inspect the work to ensure compliance with standards. To tie-in a new site main to the existing water network the work must be undertaken by Scottish Water. INSPECTION STAGE Scottish Water undertakes final site inspection of any work undertaken by the Developer s SLO and notifies Developer of the outcome. FINANCIAL CONTRIBUTION STAGE Where assets are eligible for a financial contribution from Scottish Water, a payment is made to the Developer. To account for larger multi-property developments, Scottish Water will make a reasonable cost contribution payment at the end of each phase, based on the number of properties with habitation certificates completed in each phase. Scottish Water will pay a contribution towards a domestic property once the property has received a habitation certificate. ADOPTION STAGE Where Scottish Water has informed the Developer that it will adopt the new asset, the Developer must formally notify Scottish Water that the site infrastructure is complete and ready for adoption. The application form specifies that certain conditions must be met for adoption to take place i.e. that all houses in the development are connected, CCTV surveys are complete and have identified that infrastructure is of a satisfactory standard etc. 23 March 06

25 Scottish Water 2.0 METHODOLOGY ADOPTED TO IDENTIFY CAPACITY The following section describes the information processes and data which support the production of this report. 2.1 Wastewater Approach Scotland is served by 2021 WWTW and sea outfalls 7, designed to biologically and/or physically treat sewage prior to discharge to an appropriate water body. These works are consented and monitored by SEPA. Consents can define both the maximum amount of loading which can be received at the WWTW and the standard of treated effluent which can be discharged to the environment. The available capacity is determined by the specific terms of the environmental license and the general capability of the WWTW asset. Over the years, there has been a general erosion of treatment capacity across Scotland, resulting from a combination of tightening regulations, population shift and increasing demand. As a result, in many locations, restrictions have been placed on further development within the catchment until additional asset capacity is provided. In keeping with the Ministerial Objectives for , Scottish Water and SEPA have developed a Memorandum of Understanding on the Impact of Proposed Development on the Public System (the MoU). The purpose of the MoU is to establish clear lines of communication and enable Scottish Water s arrangements for identifying assets at risk of failure and SEPA s approach to identifying Watercourses at risk of environmental degradation to be integrated and therefore maximise the available capacity for new development across the country. 26 Scottish Water The process considered a number of criteria as follows: Performance History Design Headroom Consented Headroom ( Biological ) Consented Headroom (Hydraulic) The remaining, predominately small 1442 WWTW, have been assessed by the locally based Scottish Water Asset Planners. The range of available capacity generated by this process has been presented on the enclosed plans. The specific available capacity generated by the MOU process will be used to plan and allocate growth at a WWTW catchment level. 2.2 Combined Sewage Overflows (CSO) Overflows are commonly provided in combined sewage systems to allow the release of storm water during periods of heavy rain. The discharge from these overflows is regulated by SEPA. There are 4,763 CSOs on the Scottish Water CSO & Outfalls register. A number of these CSOs are considered unsatisfactory because they discharge prematurely, or discharge unsightly material. The presence of such an unsatisfactory CSO can represent in itself a constraint to development. Whilst this is outwith the scope of this report, the locations of known CSOs and their status is being provided within the plans to aid understanding and facilitate development. The location of the CSOs within the sewer network (not the location of the outfall to the receiving watercourse) have been mapped in the Wastewater plans. It should be noted that this is the location of the CSO within the sewer network and not the location of the outfall from the CSO to the receiving Watercourse. 25 March 06

27 Scottish Water CSOs are classified as follows: RAG category RED GREEN CSO Classification Unsatisfactory Satisfactory Table 4 - CSO RAG Classification Wastewater Information Limitations are as follows: Population Equivalent data is collected using our GIS system and is based on 2001 census data; The data does not consider sites which are in the process of receiving planning permission; A substantial Capacity, Flow & Load measurement exercise has been initiated to improve the accuracy of WWTW headroom data. 2.3 Water Approach Scotland is served by 338 WTW, which were assessed in three areas: water abstraction limits, water treatment capacities and water resources. The water abstraction limit is based on the headroom within Scottish Water s permitted abstraction rate from the water source from April The WTW capacity is based on the average flows supplied from the works versus the capacity of the works. The water resource assessment is based on the available headroom for the Water Supply zones. Over the years, there has been a general erosion of treatment capacity across Scotland, resulting from a combination of tightening regulations, population shift and increasing demand. As a result, in many locations, restrictions have been placed on further development within the catchment until additional asset capacity is provided. 26 March 06

28 Scottish Water Target levels of service are defined in the Water Resources Policy and other supporting Scottish Water policy documents. These stipulate criteria for the frequency of a number of events such as hosepipe bans and resource failures. Criteria were developed for each of the three key components of water headroom as follows: Water Abstraction Limits Water Treatment Works RAG Classification for Water Resource Analysis and Water Order Analysis Methodology RAG Classification RAG Criteria The Water Order limit (if one exists) is a finite number i.e. pass/fail; Compare Peak DI (adjusted for WTW and raw Water mains losses) against Water Order limit; Pass/fail criteria applied. RED AMBER GREEN Peak DI (adjusted) breaching or within 5% of WO limit No classification for Water Order Analysis Peak DI (adjusted) not breaching and not within 5% of WO limit Table 5 - Water Treatment Works RAG Classification for Water Order Analysis Currently, under the Water Order regime there are many sites that have unlimited abstractions provided the compensation flows are maintained. There are also many sites where no limits have been set because for historical reasons there is no Water Order. As of April 2006, a new licensing regime will be in place which means that every source will have a stated abstraction limit Water Treatment Works Capacity Analysis Data on each WTW has been analysed using the diagram in Figure 3 and the WTW has been placed in the appropriate band. RED indicates where there is no current or future strategic scheme associated with the WTW, then no capacity is currently available for releasing development; 27 March 06

29 Scottish Water AMBER indicates where there is no current or future strategic scheme associated with the WTW, then it is likely that further demand could result in Water quality failures, or there is too much uncertainty to quantify how much additional demand can be absorbed. If this is case further investigation is required and capacity (if any) may not be quantified; GREEN indicates there may be an available capacity and this will be quantified (both in terms of volume and equivalent housing estimate). 30 Scottish Water Output Summary The RAG (Red, Amber, and Green) analysis for Water Treatment Works has been undertaken on three key aspects of the Water assets relating to availability of capacity: Water Abstraction Limits; Water Treatment Works (WTW) Capacity Water Resource; These have then been brought together to create an overall RAG assessment at each Water Treatment Works. The overall RAG status is taken to be the worst of the three criteria i.e. RED in any one category is sufficient to give a RED overall classification. The resulting output has been reviewed and adjusted to take into account schemes such as leakage reduction, major developments and conjunctive use, which will serve to increase headroom Assumptions The position of the average day peak week (adpw), in relation to the point at which Water Quality deteriorates, determines the band. In the absence of adpw figure the number defaults to the Water Industry Commissioner (WIC) return information. WTW in the amber banding will require further investigation to fully understand reasons behind restriction e.g. hydraulic capacity/additional treatment/enhancement of existing kit, etc Process audits and/or flow trials may be required to confirm the assessment. The Strategic Capacity Report has been developed using a methodology for the whole of Scotland and as such the use of a standard demand figure of 650 l/property/day is considered conservative. This figure will be reduced in certain areas as further refinement is carried out to reflect the differing demographic elements of each Region. The beneficial effect of leakage reduction will be incorporated in future iterations of this analysis. 29 March 06
