1 Minutes of a meeting of Drayton Parslow Parish Council held at Greenacre Hall on Monday 27 th February 2017 at 7:30 p.m. Present: Cllr. D. Perry (Chairman) (left at 8:20 pm) Cllr. M. Thum (Vice-Chairman) (assumed Chair at 8:20 pm) Cllr. A. Batley Cllr. Steven Colborne-Baber Cllr. H. Harvey Cllr. P. Moore Cllr. S. Spavins Also present: Deborah O Brien, Parish Clerk; District Cllrs Neil Blake & Ben Everitt; County Cllr Janet Blake; Jennifer Smith, Rod Pearson & Steve Stokes from the Guinness Trust; 10 residents Prior to the meeting the Clerk advised attendees that the representatives of the Guinness Trust were present to make a preliminary presentation regarding a potential housing development. The Parish Council in line with its published Developers Legal Protocol would not be commenting in relation to the viability of the proposal until a formal application is made to AVDC and the Parish Council is able to consider all documents at a future PC meeting. In addition, Cllr Perry advised that a development of this size is subject to S106 funding for Sports & Leisure Amenities and that per new legislation the PC must indicate a suitable project(s) at the time of the application s consultation whether or not it supports the application. Ms Smith explained to the attendees that the Guinness Trust was proposing to build 24 homes on land north of North Close and showed an illustration of the possible layout. AVDC planning mandates that a development of less than 25 homes does not need to provide affordable housing, but, Guinness Trust proposes to offer five 2 bedroom units to be offered at below market rent these will be managed either by Guinness Trust or VAHT. As they are not subject to AVDC nomination it is possible these could be nominated for village residents. In addition, fifteen 3 bedroom and four 4 bedroom homes are proposed to be sold at market pricing. The Shared Ownership scheme will not be available. The only proposed access is via North Close and the Trust will be conducting a traffic management study. Residents raised the existing problem of parking and Cllr N Blake also raised the issue of tandem parking which is not effective. A resident asked about screening and hedging around the site - AVDC has recommended the retention of existing hedging of the site and reinforcing it where appropriate. The full planning application (not outline) is anticipated to be made in April. An option to purchase the land is in place subject to planning permission. Construction would commence late Autumn. The Developer would be willing to return once the application has been made for a village consultation. Cllr Perry thanked Ms Smith and her team and they left the meeting. Residents were advised that the Parish Council will keep them apprised of developments and invited them to contact the Clerk to opt-in to receive planning notices via . Clr Neil Blake updated the meeting regarding AV Broadband installation should start again within 4 6 weeks. The District Councils have met with Secretary of State Sajid Javid regarding the Unitary proposals. He will be giving a minded to decision by 27 th March 2017 (before BCC purdah) There will then be a period of fine tuning of proposals before a final decision is made. AVDC held a Unitary meeting last week and there is concern that many Parishes are unwilling or unable to take on any further devolved services. Precepts are already increasing to cover existing devolved services. AVDC would not mandate additional devolved services and would propose greater communication between Parish Councils and the Unitary Authority with dedicated managers for groups of parishes. Cllr Blake was asked about the lorry at the crossroads with advertising - the Parish should report this to the enforcement team. Cllr Blake also referenced the Housing White Paper (Dec 2016) which will not delay the VALP but will necessitate a contingency plan for any possible additional housing requirement. A resident asked about the potholes that have re-developed. The Clerk advised that these have been reported and that the LAT would inspect in the coming week. Only serious defects will be repaired as the road from the crossroads to Mursley Rd is scheduled for re-surfacing before 1 st July. 1

2 The residents in attendance then left the meeting and Parish Council business commenced Apologies: Members noted that there were none Declarations of Interest: Cllrs Batley & Harvey declaread an interest in the Sports & Social Club with regard to agenda item 4 (minute 90.8) 89.0 Minutes: RESOLVED to receive the minutes and confirm the recommendations therein of the meeting of the Parish Council held on: Monday 16 th January 2017 DPPC/07/1617 (Agreed to amend 79.3: S106 amount - corrected from 12,861 to 12,816.) 90.0 Parish Council Business 90.1 Broadband this was covered in Cllr Blake s earlier statement. Cllr Batley reminded him that a response is awaited regarding queries made at the November meeting Village website RESOLVED that a budget of 400 is to be made available to re-develop a village community website. The Clerk and Cllr Harvey will work on this. Cllr Batley is also to make enquiries of a resident who may be able to help Members noted that the Clerk has spoken with the Deanshanger PO but there is still no confirmed date of commencement. Clerk is awaiting a reply from the Outreach Officer, Neil Jenkins Transfer of sliver of land by Carington Estates to the Parish Council Upper Recreation area - members noted that the matter is still at Land Registry for a Land Search to be carried out. Mr Taylor of Carington Estates has also been following up. Parrott & Coales have not been responsive. Clerk to continue pursuing resolution Christmas lights members noted that these have been removed and that the trees will be trimmed and shaped as previously agreed by Lynch Gdn Services ( 80) 90.6 Vandalism of fence to the left of recreation ground gates Members noted that the police are still pursuing this. Should there be no restitution the PC will pursue a civil case Members noted that the Clerk has attended BMKALC training on Finance & VAT RESOLVED that the Parish Council will move its meetings to the Sports & Social Club commencing April 24 th. Clerk to notify the Greenacre Hall Committee. Cllr Perry left the meeting at 8:20 and Cllr Thum assumed the Chair Members noted Cllr Moore s report on the LAF meeting MVAS members noted that Mrs Foley is unable to continue the administration and placement of the equipment. Clerk to place notice in the newsletter Members noted that AVDC has issued Notice 330 confirming that the War Memorial is Grade II listed and owned by the Parish Council on behalf of the village Members noted that various streetlights have failed and been reported to Aylesbury Mains for repair Members noted that AVDC has maintained and cut the hedge on amenity land adjacent to Stones Way. Going forward, AVDC is to determine the ownership of some parts of the hedge Planning Planning Applications: 17/00316/APP 1 Highway - Demolition of existing boundary wall and erection of replacement wall and gate to side and rear RESOLVED to object to the application as submitted. The property is located within the Conservation Area and the proposed wall is felt to be oversized (1.828m or 6ft), overbearing and unsympathetic to the surroundings in its use of rendered block walling which is to be painted white. The existing wall is of red brick and of a lower height that is more in keeping with the tradition of the Conservation Area buildings. 17/00399/APP Land at Ridge Farm Erection of an agricultural worker s dwelling RESOLVED that that in principle the Parish Council supports the application in accordance with NPPF 2

3 paragraph 55. However, the Parish Council questions the size/scale of the proposal at 2142 sq ft ( sq m) and 4 bedrooms as this seems to contradict saved policy RA19 and is above the functional need of the enterprise. (AVDLP10.55 Rural areas) 91.2 Planning Decisions from AVDC: 17/00021/APP 2 Stones Way Drayton Parslow - Demolition of conservatory and construction of single storey rear extension APPROVED by AVDC 16/03274/APP - Land At Bletchley Road Change of use of land siting of mobile home (Retrospective) Withdrawn by applicant awaiting AVDC Enforcement Officer to issue a planning enforcement notice. District Cllr Everitt to follow up Other planning issues Members noted: Neighbourhood Plan The working party held meetings on 23 rd Jan and 20 th February. They also met with AVDC s NP team on 14 th February. Cllr Batley gave a progress update. The questionnaire is on target to deliver mid-march with collection complete by 4 th April. Cllr Thum has agreed to analyse and collate the data. Cllr Batley explained the timeline with a potential to become made 3 rd qtr There will be feedback from the questionnaire to the PC at the May meeting. Three consultants have been approached for costs and availability. S106 agreements although the Chapel Lane application has been refused, it is essential that viable options are in place in readiness for future planning applications. Clerk will distribute the agreed in principle list from the S106 officer to members who will in turn consider options in readiness for the March meeting. Eaton Leys Development of 1800 homes: Members noted that as agreed at the last meeting, the Clerk sent a letter on 17/01/17 to DCLG requesting a call-in. Members noted that the Upper Rec tractor & strimmer have been serviced and returned by Browns ( VAT) Members noted that both the Sports & Social Club and Greenacre Hall are happy for Mr & Mrs Hopton to perform maintenance, cutting back and trimming on their (Hopton s) hedge. 3

Otherwise, the Clerk is to obtain quotes Highways, Footpaths, Footways & Street Lighting: 94.1 LAF Traffic Calming Feasibility Study Clerk is to follow up with LAF requesting an invoice before year-end. Members also noted the comments from Pitstone & Ivinghoe and costs of studies Fly-tipping and littering Clerk & Cllr Perry has reported this numerous times. District Cllr Blake to follow up Members noted that TfB has issued a preliminary traffic order notice regarding resurfacing between Drayton Crossroads and Mursley Rd between 1 st March and 1 st July. Cllrs N. Blake, J. Blake and B. Everitt left the meeting Various footpath issues have been reported to Carington Estates have been remedied Unmetered streetlighting members noted that billing from Npower should re-commence in January with automatic Direct Debits Stewkley Enterprise Agency Annual review Members noted that the Clerk had attended this with 5 other consortium parishes. As of 1 st April payscales will be in line with the new minimum wage. Siding out works are to commence as AVBroadband has delayed further installation.
