About the Scottish Decorators Federation With roots going back to 1857, the Scottish Decorators Federation (SDF) is Scotland s trade association for the painting and decorating industry. Our members undertake approximately 75% of the painting and decorating work in Scotland. We exist to be the voice for the reputable, qualified contractor and to improve the image of the industry. We are an influential, lobbying body and we provide our members with access to the latest knowledge, training and skills and by negotiating with UCATT (Union of Construction, Allied Trades & Technicians) on wage and conditions for the industry. Education is at the heart of the Federation and we have a proud heritage of driving broad-based training and regulation within the industry. Our National Training Group, in partnership with CITB-ConstructionSkills, provides all the post-apprenticeship training required by the industry in a convenient location for our members. Our apprenticeship registration arm, the Scottish Painting and Decorating Apprenticeship Council (SPADAC), was established in 2009 at the request of the industry. It is a partnership with CITB-ConstructionSkills and SQA and now registers 80% of CITB-ConstructionSkills apprentices in Scotland. 1

Ian has been Chief Executive of the Scottish Decorators Federation since He has overall responsibility for the Federation s influence from Education and Training to Technical & Contracts, Wages & Conditions as well as lobbying. He chairs the Skills Observatory for Scotland and sits on the UK Skills Observatory. He is Scotland s representative on the Levy Grant Consultant Working Party, a board member of the Construction Licensing Executive and attends the Scottish Parliament s Cross Party Group for Construction and the Cross Party Group for Skills. Ian started his working life with the Scottish Daily Record and Sunday Mail, learning all aspects of the newspaper business before joining the accounting team to specialise in cost and management. In 1988 he was invited to join Glasgow-based sister companies Alva Homes and Alan Roofing as a Director. At Alva Homes he was responsible for land acquisition, house design, sales and profitability. In five years he grew Alan Roofing to become one of the leading roofing and cladding companies in the UK. Clients included Toyota, Marks & Spencer, Sainsbury s, ITN, IBM, Mercury Communications and Distillers Company Ltd. In 1992 Ian became the Headquarters Secretary of the Scottish Building Employers Federation (SBEF) with responsibility for nine of their Associations across Scotland. Following several positions within SBEF, Ian left in 1999 to assume the role of Chief Executive of the Scottish Decorators Federation. He is also Chief Executive of the Scottish Construction Operatives Registering Executive (SCORE), which provides competency registration cards for the industry. SCORE is a wholly separate company with board members including UCATT, SBEF, and the SDF. 2

3 Brendan Keenan, Chairman of SPADAC Available to comment on: SPADAC Contractor in Scottish Construction Industry Brendan has been Chairman of SPADAC (Scottish Painting and Decorating Apprenticeship Council) since July He sits on the SDF s National Council and is a board member of SCORE (Scottish Construction Operatives Registration Executive). Brendan began his career as a painter and decorator and spent a couple of years in Jersey working as a Paperhanger to the Trade. In 1973 he and his wife Roz started Dumbreck Decorators based in Glasgow. The company quickly grew in reputation and size and in 1989 they acquired the business and premises of J & R F Suttie. In the same year Brendan was elected President of the SDF and then served as President of the Glasgow Master Painters from 1991 to In 2000, Edinburgh-based Rolland Group bought Dumbreck Decorators and Brendan was asked to continue working as an estimator for the company. For the past 12 years Brendan has specialised in church restoration. He has won many contracts and achieved awards for the quality of workmanship, culminating in the redecoration of St Andrew s Cathedral in Glasgow. In 2011 Brendan was once again elected President of the SDF, where he was instrumental in commissioning a new design for the Lady President s commemorative brooch by an undergraduate of Glasgow School of Art and for the expansion of the SDF into England as the British Decorators Federation (BDF). 3

4 III. FACT SHEET SDF The SDF is the second largest Scottish construction Federation. As a consensus Federation, it has an input to the maintenance of the CITBConstructionSkills Levy paid by companies with wages in excess of 80k p/a. This is a statutory requirement used to help deliver grants, apprenticeship training and recognised qualifications. While there are a considerable number of construction federations throughout the UK, the SDF is one of only 3 consensus federations in Scotland and 17 in the UK. More than half the industry s 30 manufacturers are members of the SDF. Manufacturers Artex, Crown, Hamilton Acorn, Oakey, PPG Architectural Coatings and Purdy support the Scottish Painting and Decorating Apprenticeship Council (SPADAC) scheme by providing materials for apprentices toolkits, which are presented to them in the first year of their apprenticeship. There is a strict criteria for SDF membership: o Employers must have been trading for two years o Alternatively, start-ups will be assigned an SDF mentor o Their staff has to be fully trained to SVQ3 standard, work to proper certified standards and legislation o They must follow the Federation s Code of Conduct o They must possess all the required insurances o They must have a landline telephone o They must provide at least two customer references with an inspection to be undertaken to verify their competency. Members of the Federation are allocated to a local branch in Aberdeen, Edinburgh, Glasgow or Inverness. Local branches are responsible for the appointment of members to the National Council, which runs the Federation, and to 15 committees covering topics from Education to Finance & Management to Good Practice. Since 2002, the SDF has published its own quarterly magazine Decorating Matters for members, which is distributed to over 4000 contractors, architects, surveyors, Housing Assocations and Local Authorities. For more than 25 years, the SDF has produced a bi-monthly newsletter to update members on new legislation, health and safety and industry updates as well as new products, member and SDF news. The Federation has recently developed a paid-for app through which members can access personal training on Estimating and PQQs. 4

5 The British Decorators Federation was established in Leicester, England in 2011 by the SDF to better represent painting and decorating companies south of the border. It is a wholly owned subsidiary of the SDF believed to be the first of its kind to expand into England from Scotland. Industry facts and figures The painting and decorating trade makes up 10% of the construction industry. Painting & Decorating is the only construction craft that has its own HNC. It is estimated that the industry gets through 15m litres of paint each year, with a value of 40m. Paint makes up 8-10% of a job s value with the remainder on labour. Painting and Decorating is an international business with manufacturers from Sweden, Japan, German, Holland Italy, UK and USA. Did you know? 600 apprentices are in training through the SPADAC scheme over any four-year apprenticeship period in Scotland? Some well-known former painters and decorators include, Scottish actor Robert Carlyle, Scottish singer Marti Pellow, 1950s Scottish folk music duo The Alexander Brothers, The X Factor s Matt Cardle, UFC fighter Terry Etim, First-ever female boxing Olympian Nicola Evans and weightlifting Olympian Gareth Evans. When the Egyptian pharoah Tutankhamun's tomb was opened, it was several days before the Egyptologists realised that the walls were not marble but in fact Trompe L'oeil, an ancient but still practised method of reproducing paint effects. Roz Keenan was the first female President of any trade association in Scotland. She presided over the SDF from 1995 to

Our history SDF records show that the forerunner of the Federation was a group of master craftsmen who came together on 21st January They called themselves the Masters House-Painters in Edinburgh and they associated together for mutual protection and on the day agreed to re-engage all the Journeymen House Painters in their employment for a period of one year, or less. The wages and conditions were then set out in writing and witnessed by all present. At that time a journeyman earned four and a half pennies an hour. This situation continued for a few years, with the group agreeing wages and conditions. The group then joined with others to create the Master Painters Association. Records from April 1877 show the Association, now called the Master Painters in Edinburgh, resisting the demands of workmen who were pressing for an increase of one penny an hour while the Association was offering an increase of on halfpenny an hour. The Association was formalised in 1878 after a series of meetings where a set of regulations and rules for membership were adopted. Over the years it expanded to cover Scotland to become one body, changing its name numerous times, until eventually becoming the Scottish Decorators Federation after which it appointed its first full time employee to drive the Federation forward. A group of English contractors applied to join the SDF and in 2011 their own English branch was established in Leicester as a wholly owned subsidiary of the SDF, called the British Decorators Federation (BDF). 6
