Title and Interpretation Monaghan County Council in exercise of the powers conferred on it by Section 9 of the Road Traffic Act, 2004 (No. 44 of 2004) as amended, herby make the following bye-laws in respect of the locations listed below, all being within the administrative County of Monaghan. 1. These bye-laws may be cited as the Road Traffic (Special Speed Limits) (Housing Estates) County of Monaghan Bye-Laws (No.1) These bye-laws shall come into operation on the 6th day of October, In these bye-laws:- the Act of 2004 means the Road Traffic Act, 2004 (No. 44 of 2004); the Act of 2014 means the Road Traffic Act, 2014 (No. 3 of 2014); housing estate means all self-contained groupings of dwelling houses (including ancillary commercial units) with single or multiple entry points for vehicles; the Minister means the Minister for Transport, Tourism and Sport; public road means a road over which a public right of way exists and the responsibility for the maintenance of which lies with a road authority; maps means the maps attached hereto. Any words or terms used herein which are not specifically defined above shall have the meaning (if any) attributed to them in the Road Traffic Acts 1961 to Page 3 of 12

Thirty (30) kilometres per hour shall be the speed limit for mechanically propelled vehicles on the public roads within the highlighted areas of the housing estates specified in the schedule to these bye-laws. 5. The provisions of any preceding Road Traffic (Special Speed Limits) (County Monaghan) Bye-Laws insofar as they apply to any of the roads or parts thereof referred to in the schedule to these Bye-Laws are hereby revoked from the date on which these Bye-laws come into effect. 6. There shall be exempted from the special speed limits prescribed at 5 above the following:- (i) ambulance (as defined by Section 87 of the Act of 2014), (ii) fire brigade vehicles (as defined by Section 87 of the Act of 2014), (iii) vehicles used by members of the Garda Síochána in the performance of their duties as such members, Page 4 of 12
