It defines a local commute area as mandated by the Joint Federal Travel Regulation (JFTR) and applies to military personnel assigned to the 514th Air Mobility Wing (514 AMW). Refer all recommended changes and questions about this publication to the Office of Primary Responsibility (OPR) using the Air Force Form (AF) 847, Recommendation for Change of Publication; route AF Form 847 from the field through the appropriate functional s chain of command. Ensure that all records created as a result of processes prescribed in this publication are maintained in accordance with Air Force Manual (AFMAN) , Management of Records, and disposed of in accordance with the Air Force Records Information Management System (AFRIMS) Records Disposition Schedule (RDS). NOTE: Any document, form, or record created using Personal Identification Information (PII), must do so within the scope, limitations, and protection of Air Force Instruction (AFI) Air Force Privacy Act Program and United States Code (U.S.C.) 552a, Privacy Act of Purpose. Establishment of a local commute area is necessary for proper determination of entitlements when reserve personnel are on active duty orders or while on any inactive duty training (IDT) status such as: UTA, RMP, AFTP, AGTP. Requests for waivers must be submitted to the OPR listed above for consideration and approval. 2. Responsibilities. Commanders and supervisors have the responsibility to ensure that all Reserve Orders (RO), AF Form 938, Request and Authorization for Active Duty Training/Active

2 2 514AMWI SEPTEMBER 2013 Duty Tour, or equivalent computer generated orders accurately reflect the commute status of the individual while performing a tour of active duty. Commanders and supervisors also have the responsibility to effectively schedule manpower in a way that minimizes lodging expenses (e.g. adjusting duty hours to accommodate travel time). 3. Procedures. Localities classified as being within the commute area of the 514th Air Mobility Wing located at Joint Base McGuire-Dix-Lakehurst, New Jersey have been determined solely by zip code and are reflected in Attachment 2. Only the identified zip codes are within the commute area. City names cannot be used to determine eligibility. Unit orders clerks must utilize this publication during preparation of AF Form 938 to determine the correct status for reserve personnel performing active duty. Unit lodging monitors must utilize this publication to determine eligibility for government paid lodging for reserve personnel performing inactive duty Authorization for lodging members who reside outside the commuting area. Two consecutive days of military duty are required to authorize government paid lodging. Exceptions may be authorized by the squadron/group commander on a case by case basis Authorization for lodging members who reside inside the commuting area. The squadron/group commander may authorize government paid lodging for commuters only in rare circumstances such as extenuating mission requirements or extreme weather conditions. The authorization must be via a memorandum detailing the situation, signed by the commander. If the authorization for government paid lodging is in conjunction with inactive duty (IDT), a copy of the signed memorandum must be provided to the 514 AMW Lodging Monitor. 4. Corporate Limits. The 514th Air Mobility Wing, Joint Base McGuire-Dix-Lakehurst, is located within Burlington and Ocean Counties, New Jersey, but not within the legal corporate limits of any city. MICHAEL J.
