1 Page 1 9. A. DESCRIPTION The V-H method of measurement is based on vertical and horizontal grid lines. The spacing between adjacent vertical grid lines and adjacent horizontal grid lines represents a distance of one coordinate unit. This unit is the square root of 0.1, (.3162), expressed in statute miles. A vertical (V) and a horizontal (H) coordinate have been computed for each rate center from its latitude and longitude. These are shown for each rate center in C. following. A pair of V-H coordinates locates a rate center, for the purpose of determining airline mileage, at a particular intersection of a vertical grid line with a horizontal grid line. B. PROCEDURE FOR DETERMINING MILEAGE DISTANCES 1. Ascertain the rate centers for the points concerned by reference to D. following for central office designations and E. following for cities, towns and localities. The same central office designation may be assigned to a rate center in each of the three Numbering Plan Areas in New Jersey, which are designated by the codes 201, 609 and 908, respectively. The area in which each rate center is located is also shown in D. following. 2. The mileage between these rate centers is then determined as follows: A. or Interexchange Extension, Foreign Exchange, Tie, Private and Teletypewriter Service Lines; Secretarial Lines; and Series 1000, 2000, 3000 and 7000 Channels: (1) Obtain the V and H coordinates for each rate center from C. following. (2) Obtain the difference between the V coordinates of the two rate centers; obtain the difference between the H coordinates. (The difference is always obtained by subtracting the smaller coordinate from the larger coordinate.) (3) Square each difference obtained in (2) preceding. (4) Add the squares of the V difference and the H difference obtained in (3) above. (5) Divide the sum of the squares obtained in (4) above by 10. (6) Obtain the square root of the result obtained in (5) above. This is the rate distance in miles. (Fractional miles being considered as full miles.)

For Message Telecommunication Service: (1) Obtain the V and H coordinates for each rate center from C. following. (2) Obtain the difference between the V coordinates of the two rate centers; obtain the difference between the H coordinates. (The difference is always obtained by subtracting the smaller coordinate from the larger coordinate.) (3) Refer to the Table of Message Telecommunication Rate Mileage Associated with Coordinate Differences in F. following. Locate the larger of the two coordinate differences obtained in (2) preceding in the left hand margin of the table, and the smaller coordinate difference in the lower margin of the table. The figure shown at the intersection of the rows in which these appear is the airline distance between the rate centers. Where a coordinate difference obtained in (2) preceding is not specifically shown in the table, the next larger coordinate difference is used in determining the mileage. c. For Meet Point Billing: Meet Point Billing is used to determine the interexchange mileage that New Jersey Bell will bill to its customers for Channel Services from or to an independent telephone company. These services include Interexchange extensions; Foreign Exchange; Tie, Private and Teletypewriter Service Lines; Secretarial Lines; and Series 1000, 2000 and 3000 Channels. The mileage between these rate centers is determined as follows: (1) Obtain the V and H coordinates for the originating and terminating rate centers from C. following. Using the procedure in 2. a. above, determine the total mileage between the Verizon New Jersey rate center and the independent company rate center. Do not round the resulting mileage figure as indicated in step 2.a.(6). (2) Obtain the V and H coordinate of the boundary Meet Point for the involved independent telephone company from G. following. (3) Obtain the difference between the V coordinate of the New Jersey Bell rate center found in step (1) and the V coordinate of the Meet Point found in step (2). Obtain the difference between the H coordinate of the New Jersey Bell rate center and the H coordinate of the Meet Point. (The difference is always obtained by subtracting the smaller coordinate from the larger coordinate.) (4) Square the New Jersey Bell/Meet Point difference for the V and H coordinates obtained in step (3).

For Meet Point Billing: (Cont'd) (5) Add the square of the V difference and of the H difference obtained in step (4). (6) Take the sum of the square from step (5) and divide it by 10. (7) Take the square root of the result obtained in step (6). (8) Obtain the difference between the V coordinate of the independent company rate center found in step (1) and the V coordinate of the Meet Point found in Step (2). Obtain the difference between the H coordinate of the independent company rate center and the H coordinate of the Meet Point. (The difference is always obtained by subtracting the smaller coordinate from the larger coordinate.) (9) Square the independent company/meet Point difference for the V and H coordinates obtained in step (8). (10) Add the square of the V difference and of the H difference obtained in step (9). (11) Take the sum of the squares from step (10) and divide by 10. (12) Take the square root of the result obtained in step (11). (13) Take the square root results from step (7) and step (12) and add them together. (14) Divide the square root result of step (7) by the result of step (13). This number is the percent of the mileage in New Jersey Bell's territory. (15) Multiply the result of step (14) by the V and H mileage determined in step (1). Fractional miles of one-half mile or greater will be rounded to the next highest mile, below one-half mile will be reduced to next lowest mile. This is the mileage New Jersey Bell will bill for their portion of the channel.
