1 COUNCIL 12 January 2016 Item 3 REVIEW OF POLLING DISTRICTS AND POLLING PLACES 1 SUMMARY 1.1 Following the conclusion of the Electoral Review of Rochford Council, a review of all polling districts and polling places has been carried out to ensure correct alignment within the new Wards. This report contains the final proposals of that review. 2 INTRODUCTION 2.1 Under the Representation of the People Act 1983, the Council has a duty to divide the into polling districts and to designate a polling place for each polling district. 2.2 The Council must seek to ensure that all electors have reasonable facilities for voting as are practicable in the circumstances and have regard to the needs of disabled voters. 3 INFORMATION 3.1 The following definitions apply to electoral matters:- (a) a polling district is a geographical sub-division of an electoral area. (b) a polling place is the geographical area within which a polling station is situated. (c) a polling station is the actual area where voting takes place and must be located within the polling place selected for the particular polling district. 3.2 Since 2002 each polling district has been designated as the polling place for that particular polling district. Exceptions applied in three areas, namely Rayleigh Central, Hockley Central and Hockley West where, due to a lack of suitable buildings for use as polling stations, the area designated as a polling place was extended. Rayleigh Central included the wards of Whitehouse and Lodge, Hockley North Ward was designated as an additional polling place for Hockley Central, and Hockley Central Ward was designated as an additional polling place for Hockley West. 3.3 It would be practicable to retain the existing policy whereby each polling district serves as the polling place for that particular area. However, to give sufficient flexibility and avoid issues in the run-up to an election, it would be sensible to extend this policy to include the polling districts bordering the area in question, thus avoiding the problems that occurred previously in the three Wards named in paragraph Details of the proposed polling districts within the new Wards have been published in accordance with the requirements and key stakeholders invited 3.1

The consultation included local political parties, Parish/Town Councils, elected representatives at all levels, organisations with a particular interest in the needs of the disabled or elderly, and all existing polling stations. The deadline for responses was 11 December If Members would like further detail or have any questions on the proposals in advance of the meeting on 12 January, the Electoral Services Manager and the Assistant Director, Democratic Services will be happy to assist. 3.5 The proposals are set out in the. 4 RESOURCE IMPLICATIONS 4.1 All arrangements are met within the existing budget. 5 RECOMMENDATION 5.1 It is proposed that Council RESOLVES (1) To designate each polling district and the polling districts bordering it as the polling place for that polling district.
