There were four (4) regions and 2 provinces affected: Regions III (Aurora, Bataan, Bulacan and Pampanga); IV-A (Rizal, Cavite, Laguna, Quezon and Batangas); V (Camarines Sur, Camarines Norte and Catanduanes); and NCR (cities of Muntinlupa, Pateros and Manila). C. Summary of the Effects Stranded There were 3,35 persons, 7 trucks, 7 cars, 4 buses, 292 rolling cargoes, 42 vessels and 6 MBCs stranded in various ports of Manila North Harbor, Southern Tagalog and Bicol area. Maritime Incidents Strong winds and huge waves of 5 ft. in height brought about by TY Basyang triggered the occurrence of 62 maritime incidents in Mariveles and Limay, Bataan; Bagamanoc and Pandan, Catanduanes; Polillo, Quezon; and Sangley Point, Cavite City involving vessels, fishing boats, tankers and LPG carrier (either sank, capsized, totally wrecked, half submerged and ran aground) to wit: 40 FBs (FB Alicia A/C, FB Princess Jewel, FB Alicia Rowen, FB Mother Theresa, FB Carl Andrew, FB Rosmer, FB Faithful & True. FB Almighty, FB Jehova Rafa, FB Umico, FB Jayson, FB Aira, FB Rickmill Roy, FB Angelika Berna, and 23 other unidentified fishing boats, FB Neri, FB Joan and FB Godswill and 2); 4 MTs - (MT Angat, MT Palo Alto, MT Maria Veronica, MT Tanker JORS of Ocean); 5 MVs - (MV Humero; MV Be Tres EMPC, MV Jupiter, MV BMS Saver and MV B&3); 7 MBs - (MB Isloff 404, MB Highland 28, MB 2 Brothers, MB Princesslyn, MB Sorlim, MB Gabriel James and MB Princess Airene); LCT Nicia, 2 Barges, floating crane, (Bismark), (LPG Carrier Deborah Uno and Tugboat Side Winder. Two (2) incidents on oil spillage were monitored in Limay, Bataan and Rosario Cavite on July 4, 200. Lifelines Power With the reported Luzon-wide power outages, the crew of National Grid Corporation of the Philippines (NGCP) immediately assessed the condition of transmission lines in Luzon area. Based on NGCP s assessment, strong winds brought by TY Basyang caused the tripping of the north-to-south transmission backbone of the NGCP. However, the transmission power load in the following sub-grids namely: Batangas-Ibaan-Rosario; Batangas-Lima Land; Calaca; Damariñas-Abubot- Rosario; Dasmariñas; Gumaca-Tagkawayan-Quezon; Gumaca 69KV L; Los Baños; Makdan-Los Baños; and Makban-Calamba were immediately restored by NGCP personnel 2

Roads and Bridges At the height of Typhoon Basyang, There were two (2) bridges reported not passable to heavy vehicles due to heavy damage to structure (road cuts and or road slip) and or one lane passable to light vehicles only due to flood waters. Manus Bridge at Barangay Batasan, San Jose Occidental Mindoro - Approach B slope protection washed-out (L=46.0 M) and was only passable to motorcycles and tricycles. Sinisian Bridge (Km20+8) along Palico-Balayan-Batangas Road - scoured slope protection at Abut A. Alternate route was Diokno Highway for light vehicles only and Manila Batangas Road for all types of vehicles. Affected Population (Details on Tab A) A total of 4,905 families/585,37 persons were affected in,483 barangays of 5 cities and 29 municipalities in 2 provinces of Regions III, IV-A, V and NCR. Summary of Emergency Management Activities Undertaken A. Preparedness Measures The following NDCC Member Agencies: DSWD, DOH, DPWH, DepEd, DOE, AFP, PNP, PCG, BFP, RDCCs and OCDRCs activated their respective disaster operations centers; alerted their emergency responders; pre-positioned all available resources in terms of manpower (response teams/units), equipment and rescue assets and relief supplies (food and non-food items); conducted meetings; and disseminated weather and flood advisories to the public. B. Emergency Responses NDCC conducted an Emergency Cabinet Meeting at the National Disaster Management Center, Camp Aguinaldo on 4 July 200 with His Excellency President Benigno Simeon Aquino III presiding over the meeting. Member agencies apprised the President on the situation and actions taken in response to the effects of TY Basyang. Among His directives were the following: PAGASA-DOST to review what happened in the trajectory of TY Basyang and come up with lesser deviation on future weather forecasts; DILG to conduct inventory of areas affected by the typhoon, account for vulnerable people, and ensure that needs of affected population are attended/provided for; Concerned agencies to ensure the safe return of evacuees especially to potentially hazard areas; and PCG to come up with a recall system for fishermen at sea during weather disturbance. In response to this directive of the President, the Office of the Deputy Chief of CG Staff for Maritime Safety Services issued an advisory for fishermen, copy of said advisory was already uploaded at the PCG website (copy enclosed) and initiated an inter-agency meeting with MARINA, NTC, AFP, PPA, PAGASA, BFAR, DOTC, NAPC, DILG and OCD on August 4, 200 at DOTC Conference Room. NDCC issued Memorandum No 9 Assistance in Disaster Warning Dissemination addressed to the Chief of Staff, Armed Forces of the Philippines; Chief, Philippine National Police; Chief, Bureau of Fire Protection; and Commandant, Philippine Coast Guard directing said agencies to mobilize all available communication systems to assist in the dissemination of disaster warning information at all levels down to their lowest units/detachments based on communities. 5

6 DepEd announced the suspension of classes in Metro Manila, Laguna, Batangas, Quezon and Cavite The RDCC IV-A conducted an RDCC Meeting on July 2, 200 at the PNP Multi Purpose Center, Conference Room, Calamba City with the following agenda: Damage Assessment re Effects of Typhoon Basyang, Actions Taken per Agency and Rehabilitation Plan. NDCC-OPCEN facilitated the availability of PAF Aircraft as requested by OCD5 for the conduct of damage and needs assessment in the provinces of Catanduanes, Camarines Norte and Camarines Sur. In response to the request of OCD 5, the AFP Chief of Staff directed COMSOLCOM, Attn. U3 to preposition two (2) Heli at TOG5, PAF, Legaspi City NLT 0600H on July 4, 200. C. Humanitarian Aid/Response per Cluster Food and Non Food Items President Aquino together with DSWD-NCR staff visited the evacuees at the Baseco and Delpan Sports Complex in Manila on July 4, 200 & distributed 74 family packs and 74 Saudi mats. The DSWD- CO provided PhP,27, worth of relief assistance in Regions III, IV-A & V; pre-positioned PhP06.4M standby funds and PhP35.78M worth of relief supplies in all DSWD Field Offices in Regions III, IV-A, V, NCR and DSWD National Resource Operation Center (NROC) amounting to PhP M; and provided augmentation support to the LGUs in Manila, Laguna, Cavite, Camarines Sur and Camarines Norte in the form of family packs (627), blankets (65 pieces), mats (84), water (575 bottles) and assorted relief goods worth PhP920,57. DSWD Field Office (FO)-V extended,000 family packs worth PhP50,000 to the affected families of Siruma, Camarines Sur and provided relief goods in Camarines Norte utilizing two (2) PN M35 trucks in transporting 475 pieces plastic mats and 650 pieces blankets in said province PDCC Chairman Catanduanes delivered relief goods to the families of the missing persons from the northern towns and affected households. OCDRD IV coordinated with DOH-IV-A for the availability of cadaver bag for SAR operation in Quezon. Health/WASH Cluster DOH-HEMS coordinated with local CHDs in the affected regions for the confirmation of casualties and evacuation centers and released assorted drugs and medicines and cadaver bags to CHD II and V on July 5,

7 DOH IV-A distributed medicines and cadaver bags to the affected cities/municipalities in the region; conducted rapid health assessment and provided medicines in Laguna. CHD III released assorted drugs and medicines to PHTO Bataan on July 5, 200 and the BFP initiated water rationing at the evacuation centers and assisted in transporting the affected families to the evacuation areas. Education Cluster DepEd conducted rapid damage assessment and reported that 68 schools were damaged to wit: Region III (72 classrooms in 22 ES and 4 HS); Region IV-A (23 classrooms in 20 ES and 3 HS); Region IV-B (2 classrooms in 2 ES); Region V (88 classrooms in 5 ES and 9 HS); and NCR (2 classrooms in 9 ES and 3 HS). Infrastructure The DPWH conducted repair works of the washed-out approach of Manus Bridge in San Jose, Oriental Mindoro and scoured slope protection at Abut A of Sinisian Bridge in Calaca, Batangas. Damage Assessment and Needs Analysis (DANA) OCD RD V with Gov. Tallado, AFP, PN and PCG conducted aerial survey in Camarines Norte on July 4, 200 and joined with NFSL, PCGD Bicol, TOG5 personnel and local media in the conduct of DANA in Catanduanes, Camarines Sur and Camarines Norte; The Provincial Disaster Management Office (PDMO) Camarines Sur deployed 3 DANA teams to assess landslide and flooding occurrences in the st District, 2nd District and Rinconada areas; OCD IV-A coordinated with the following local line agencies in the regions such as: DA, DPWH, DOH, PNP DSWD, AFP and local DCCs adversely affected by Typhoon Basyang on the submission of their damage assessment reports. Clearing Operations DPWH, MMDA, AFP Engineering Brigade, BFP, PNP and LGUs conducted clearing operations along the roads and highways blocked by fallen trees, falling rocks and toppled electric posts in affected areas while the PCG inspected the submerged sea vessels for any leak of oil; assisted the owners in siphoning the crude oil; and in salvaging operations for whatever usable equipment and parts of the vessels. Search and Rescue Operations Search, rescue and retrieval operations in Limay and Mariveles, Bataan (Region III); Atimonan, Quezon, Lucena City, Laurel, Batangas, Tagaytay City and Calamba, Laguna (Region IV-A); and Camarines Norte, Camarines Sur and Catanduanes 7

8 (Region V) were effected through the concerted efforts of participating rescue units from the Armed Forces of the Philippines (PN, PA and PAF); Philippine Coast Guard; Bureau of Fire Protection; Philippine National Police; emergency responders from the local DCCs (provincial, city and municipality) through mobilization and utilization of their manpower and rescue assets. A total of 85 missing fishermen were rescued. Details are as follows: Region III PCG Station in Brgy Lamao, Limay, Bataan in coordination with local police and fishermen, conducted SAR and recovery operations in the vicinity of Mariveles, Bataan while the PNP personnel conducted patrol and information dissemination in coastal areas for the missing fishermen. Region IV-A Quezon The Special Force PA (SFBn) headed by Captain Basañes on board two (2) Army Assault Watercraft conducted SAR Operations along the coastal areas of Balesin Island, Polilio Group of Island, Quezon. PN Detachment Infanta dispatched one () watercraft DF 32 for the SAR of the 23 missing fishermen in Balesin Island Atimonan, Quezon. OCDRD IV-A with PDCC Coordinator of Quezon conducted ocular inspection in Atimonan shorelines where the three (3) fishing vessels and two (2) bancas capsized; coordinated with PCG STL and SOLCOM on the dispatch of two (2) teams for SAR operations; and advised SAR teams to merge with PDCC Quezon with PCG as the Incident Commander. The BFP of Region IV-A, Lucena City and Atimonan transported the survivors of capsized fishing boat at the Atimonan Feeder Port, utilizing two (2) fire trucks rescue van of Lucena City. Laguna The BFP rescued seven (7) persons trapped in the flooded area at Brgy Halang, Calamba, Laguna. The st Infantry Battalion, PA under Col Bob Bacarro with two (2) rubber boats and PCG Laguna with three (3) rubber boats responded on the reported flooding in Victoria, Laguna. Batangas PNP IV-A conducted SAR operations in Brgy Poblacion, Laurel, Batangas and requested the Group Commander of 740 th Combat Group, PAF, AETC, FAB Lipa City for the availability of K9 teams to assist the local Police, PCG Batangas and PNP Maritime Group in the conduct of SAR and retrieval operations of the reported missing persons. 8

9 Cavite CDCC Tagaytay City Team conducted SAR operations for the missing victim of landslide in Brgy Dapdap East Tagaytay City. Region V Camarines Sur, Camarines Norte and Catanduanes PN (NAVFORSOL), Phil Air Force (505SARG/207THS) and Phil Coast Guard-Bicol Station on board 2 PAF Aircraft (Huey) conducted SAR to assist local SAR teams in Catanduanes PN Islander Aircraft (PNI) 32) spotted dead body 5 mm north of Daet, Camarines Norte on July 8, 200 and the information was relayed to pilots of PAF SAR Aircraft (505SARG) for retrieval operation. PAF Aircraft (505SARG) conducted retrieval operations. However, mission was aborted after three (3) attempts due to difficulty and flight limitation, thus directed nearby fishing vessel to retrieve the dead body Three (3) PAF aircraft with SAR teams from the 505th, SARG, PN Islander aircraft (BN3) and PN vessel (PG374) with support from 9ID were deployed to augment local SAR operations in Camarines Norte and Camarines Sur; One () PAF (SAR) aircraft picked-up 3 survivors in Butuanan Island, Siruma, Camarines Sur and transported the survivors to Daet, Camarines Norte and turnedover to PDCC. TOG 5 helicopters conducted SAR mission in the vicinity of Calagua Island, Vinzon, Camarines Norte SOLCOM dispatched one () helicopter to assist in the SAR operations and returned to base with 8 survivors rescued and six (6) dead bodies recovered. PCG Detachment Mercedes SAR team recovered dead body via motorized banca at the vicinity of Solong Bato and Calaguas Islands, Vinzons, Camarines Norte and brought said body to Mercedes seaport for proper disposition PG374 conducted SAR operations at the shorelines of Siruma, Camarines Sur and mobilized naval reservist in the AOR to support SAR operations in Catanduanes and Camarines Sur
