2 Introduction World Cities is a project of the Directorate General for Regional and Urban Policy (DG REGIO) of the European Commission in the framework of the European Parliament s preparatory action to promote the exchange of experience and best practice between the European Union and third countries on the theme of territorial development with particular reference to sustainable urban development. The programme is designed for representatives of European local authorities from Seville and Zagreb meeting counterparts in Indonesia. Cities have been awarded to participate as results of an open tendering procedure. Delegations represent a triple-helix approach of the project, i.e. their members represent local authorities, the research and business sector linked to sustainable urban development. The event will consist of field visits and working meetings in Makassar and Semarang in Indonesia. The programme will start with a launch event between the two European cities and their Indonesian pairs in Jakarta, Indonesia. European delegates will then travel to the Indonesian cities of Makassar and Semarang. The result of the mission will be the identification of pilot areas / projects for further cooperation and the development of partnership action plans for their implementation.
3 About the Indonesian Cities Makassar (population of 1.37 million) has been implementing their smart city initiative for the past two years. Part of the smart city initiative is improving public transport (e.g. smart card payment system, traffic management), transport corridor development and improved public spaces with better accessibility and urban safety. The city also aims to stimulate economic development by engaging local business and street hawkers through proper relocation. Makassar is vulnerable to impacts of climate change (extreme weather events such as typhoons) and is promoting climate change adaptation strategies. These include disaster and flood management as well as constructions for coastal protection. Semarang is the capital of Central Java Province and the fifth largest city in Indonesia. The city with 1.5 million inhabitants is facing an economic transition from industry based economy to services and trade. Semarang industrial area has moved to the outer part of the city and thus creates changes. The labor force must respond to these changes with a better preparation. Built up Semarang and the surrounding areas grow rapidly in sprawling patterns; and are not supported by the provision of adequate transport services and infrastructure. Semarang, a coastal city, deals with various physical challenges, such as tidal flooding, erosion, land subsidence and rising sea levels and they threaten the lower Semarang area. Semarang s resilience strategy is grounded on six pillars including Sustainable Water and Energy, New Economic Opportunities, Readiness for Disasters and Deceases and Integrated Mobility. This Indonesian city has taken a major step towards reaching its smart city goals thanks to increased energy savings delivered by upgraded LED lighting. About the European cities Seville is the capital and largest city of the autonomous community of Andalusia, Spain. It has a municipal population of about and a metropolitan population of about 1.5 million, making it the fourth-largest city in Spain. Seville has developed different strategic initiatives, as well as many successful projects as best practice, including Sevilla Strategic Plan 2020, Integrated Sustainable Urban Development Strategy, Sustainable Energy Action Plan, Action Plan for Climate and for Sustainable Energy of Sevilla , Modernization Plan, Information and Communication Systems of Sevilla's City Council, Sustainable Urban Mobility Plan of Seville, RIS3 and the Sevilla Smart City Strategy. Zagreb is the capital and the biggest city in Croatia, in population, geographic size and economic relevance. Due to special legal status, Zagreb is at the same time urban and regional authority, responsible for urban, urban-rural and regional development. The City of Zagreb is a part of several EU funded projects (Horizon 2020, Interreg Europe and URBACT) linked to themes of urban development and innovation. These include smart cities, urban planning and governance, urban innovation and fostering urban manufacturing in new share economies. 3
