2 Learning from the Development of Sector Management in New England s Groundfish Fishery A presentation by Kate Burns and Jonathan M. Labaree Gulf of Maine Research Institute Saturday, April 9 at 7:30 following the Chairman s Reception San Mateo Marriott Hotel Convene Ballroom In the wake of the reauthorization of the Magnuson Stevens Act, The New England Fisheries Management Council embarked on an extensive amendment to its Multispecies Fisheries Management Plan. Amendment 16 not only introduced annual catch limits and accountability measures, but also established a catch share system that allowed industry to form cooperatives, known as sectors, to receive an annual allocation of groundfish stocks. Some proclaim the model as the way forward, others view it with more caution. Most people have strong opinions around the process that led up to Amendment 16 and the establishment of the 17 Sectors who now fish 96% of the Groundfish TAC in New England. The Gulf of Maine Research Institute has carried out an evaluation of the process that led to Amendment 16 and the establishment of Sectors, both the good and not so good. The presentation is based on this evaluation and will provide an insight on this process and the lessons learned. The intention is not to propose any specific approach for other regions going through major fishery management transition, but to pass on some of the principles and lessons learned which may be of value elsewhere.
