The HCV Board of Trustees invites our membership to attend a Special General Meeting to review and discuss the Community of Vancouver s Renewal Program. In September 2018, the Board of Trustees mailed to the membership details about this Renewal Program. There will only be one topic for this meeting. The meeting is intended to provide our membership further details about the Renewal Program. It will also be an opportunity for membership to ask questions of the members of the Capital Improvement Committee (CIC) and Board of Trustees. There will not be a vote conducted at this meeting. We encourage all of our members to be involved in the process that will shape the future of our future generations! It is important that all members attend this meeting. 2 A Time for Renewal Community of Vancouver s Renewal Program In 2012, our community initiated a strategic initiative to look at how our current facilities could be updated and revitalized. As part of this initiative, it included looking at how our community could take advantage of the development opportunities available for the properties that surround our church and community center. While our existing facilities have served us well over the past 40 years, our community felt it was important to plan for our future and ensure that our facilities will be able to serve the future generations of our community and that our community remains self-sustaining. Priorities of Our Membership During this process, our members identified the following priorities for any redevelopment plans of the community lands: A new, revitalized community and cultural center; Necessary renovations and seismic upgrades to St. George Greek Orthodox Church; Preservation of our Church as a landmark site; A development plan with as limited risk as possible, financial or otherwise, to the HCV; To spend as little as possible in the research phase; and The creation of an ongoing reliable revenue stream that can sustain our community and allow us to provide services without the need to rely heavily on volunteerism simply to sustain ourselves. In order to assist in the process, the Capital Improvement Committee (CIC) was formed. The CIC consists of members of our community who are professionals, community leaders and other dedicated members. This group took the lead to research and identify the various options available to our community as part of this initiative and based on the priorities that had been identified by our membership. The CIC s mandate was to bring forward recommendations to the Board of Trustees and the membership on the future of our community. The Renewal Program & Townline Homes After many years of research, consultation and careful consideration by the CIC, the Board of Trustees is ready to present you with a way forward - which we believe is in our community s best interests. As part of the Renewal Program, the CIC has identified that the HCV would be best suited to achieve these goals by partnering with a local and experienced developer to assist with the redevelopment of the community landholdings. Following an extensive screening process, we have identified Townline Homes as the development partner that best aligns with the community s needs and requirements for its Renewal Program. Townline Homes, which is a Vancouver based developer, has had extensive experience with church redevelopments with five similar church partnerships within the Greater Vancouver area. So, what would this mean? The Recommended Option: During the past two years, the CIC has worked to define the HCV s needs and requirements as part of its Renewal Program. If the HCV proceeds to work with Townline Homes, the HCV would be required to exchange with Townline Homes one of the community-owned homes (located on West 30th Avenue) together with part of the existing community centre parking lot. As a result of this exchange with Townline Homes, the HCV would receive approximately $48 million (both in facilities and cash) as part of the transaction. Through this exchange, it is anticipated that the HCV will receive the following assets, debt free: Benefits to the HCV Ownership of a new, stand-alone building with approximately 50 rental units Ownership of a new, approximately 30,900 square foot Community Centre with underground parking (12,000 sf larger than our current centre) Earthquake and life safety upgrades to St. George Cathedral An additional cash contribution that will fund future endowment initiatives. Anticipated Approximate Value $30 million (at completion) $16 million (at completion) $2 million The cash contribution will depend on the density that is granted by the City of Vancouver

3 As part of this exchange, Townline Homes will receive increased Floor Space Ratio (FSR), which will allow them to build an increased number of residential market units on the exchanged land which then would eventually be sold. The proposed transaction is not only subject to approval by our membership at a later date, but also subject to the City of Vancouver s approval. The HCV s landholdings are not currently zoned to allow for these buildings. Is this the Best Option? Over the past six years, the CIC carefully considered all available options in order to ensure that our community receives maximum value. As part of its review, the CIC consulted with both professionals in the industry but also with members within our community to ensure that this proposal is the right option for the future of our community. Many of our members have asked why doesn t the community develop its own lands? The CIC explored the option of the HCV taking on the role of the developer to redevelop these lands. After significant analysis and consideration, both the CIC and the Board of Trustees determined that this option would expose our community to significant financial risks as it would require our community to fundraise a significant amount of capital or our community taking on a substantial amount debt. What are the next steps? As this proposal will impact us all, the involvement and input of our membership is very important. In order for our members to fully understand the Renewal Program and the proposed redevelopment option, we have been hosting a series of Information Sessions in September and October on certain Sunday s after the Divine Liturgy. These sessions were designed to make sure our members have the most current information about the proposed redevelopment, have the opportunity to be fully informed and ask questions. The Board of Trustees wishes to call a separate Special General Meeting that will ask our membership to vote on this recommended development proposal. Is this the Final Vote? No this is just the first step in the process. If the proposed redevelopment option is accepted by our membership, then Townline Homes will begin work with the City of Vancouver on a rezoning application - which is anticipated to take approximately 16 months. Once the rezoning process with the City of Vancouver has been completed, the HCV will work with Townline on the design and functionality of the buildings as a community, to ensure our renewed Community Centre and Church meets our needs. Once the zoning has been approved by the City of Vancouver, the membership will be asked to vote again at another Special General Meeting whether it will proceed with Townline Homes to complete the redevelopment. We want to have all of our membership involved in this exciting next chapter in our community s future. While our community faces this exciting, yet complicated challenge, I know that collectively, we are up to the task. We believe this is the right step forward for our community to ensure our long-term social and financial sustainability.

Η συνάντηση έχει ως στόχο να παράσχει τα μέλη μας περαιτέρω λεπτομέρειες σχετικά με το πρόγραμμα ανανέωσης. Θα είναι επίσης μια ευκαιρία για την ένταξη να υποβάλλεται σε ερωτήσεις των μελών της Επιτροπής βελτίωσης κεφαλαίου (ΚΕΕ) και του Διοικητικού Συμβουλίου. 5 ΜΙΑ στιγμή για την ανανέωση Πρόγραμμα ανανέωσης της Ελληνικής Κοινότητας του Βανκούβερ Το 2012, η Κοινότητα μας κίνησε μια στρατηγική πρωτοβουλία για να εξετάσει πώς οι τρέχουσες εγκαταστάσεις μας θα μπορούσαν να ενημερωθούν και να αναζωογονηθεί. Ως μέρος αυτής της πρωτοβουλίας, περιελάμβανε εξετάζοντας το πώς η κοινότητά μας θα μπορούσε να επωφεληθεί από τις ευκαιρίες ανάπτυξης που διατίθενται για τις ιδιότητες που περιβάλλουν την εκκλησία μας και το κοινοτικό κέντρο. Ενώ οι υπάρχουσες εγκαταστάσεις μας μας έχουν υπηρετήσει καλά κατά τη διάρκεια των τελευταίων 40 ετών, η κοινότητά μας θεώρησε ότι ήταν σημαντικό να προγραμματίσει για το μέλλον μας και να εξασφαλίσει ότι οι εγκαταστάσεις μας θα είναι σε θέση να εξυπηρετήσει τις μελλοντικές γενιές της κοινότητάς μας και ότι η κοινότητά μας παραμένει αυτοσυντήρηση. Προτεραιότητες της συμμετοχής μας Κατά τη διάρκεια αυτής της διαδικασίας, τα μέλη μας εντόπισαν τις ακόλουθες προτεραιότητες για κάθε σχέδιο ανάπλασης των εδαφών της Κοινότητας: 1. ΈΝΑ νέο, ανανεωμένο κοινοτικό και πολιτιστικό κέντρο. 2. Απαραίτητες ανακαινίσεις και σεισμικές αναβαθμίσεις στην Ελληνορθόδοξη Εκκλησία του Αγίου Γεωργίου 3. Διατήρηση της Εκκλησίας μας ως ορόσημο site? 4. ΈΝΑ αναπτυξιακό σχέδιο με όσο το δυνατόν περιορισμένο κίνδυνο, οικονομικό ή άλλο τρόπο, στο HCV 5. Να δαπανήσουν όσο το δυνατόν λιγότερο στη φάση της έρευνας? Και 6. Η δημιουργία μιας συνεχούς αξιόπιστης ροής εσόδων που μπορεί να στηρίξει την κοινότητά μας και να μας επιτρέψει να παρέχουμε υπηρεσίες χωρίς την ανάγκη να βασιζόμαστε σε μεγάλο βαθμό στον εθελοντισμό απλά για να συντηρήσουμε τους εαυτούς μας. Προκειμένου να βοηθήσει στη διαδικασία, σχηματίστηκε η Επιτροπή βελτίωσης κεφαλαίου (ΚΕΕ). Το ΚΕΕ αποτελείται από μέλη της κοινότητάς μας που είναι επαγγελματίες, ηγέτες της Κοινότητας και άλλα αφοσιωμένα μέλη. Αυτή η ομάδα πήρε το προβάδισμα για την έρευνα και να προσδιορίσει τις διάφορες επιλογές που διαθέτει η κοινότητά μας ως μέρος αυτής της πρωτοβουλίας και με βάση τις προτεραιότητες που είχαν προσδιοριστεί από την ένταξή μας. Η εντολή του ΚΕΕ ήταν να παρουσιάσει συστάσεις προς το Διοικητικό Συμβούλιο και την ιδιότητα του μέλους για το μέλλον της κοινότητάς μας. Το πρόγραμμα ανανέωσης & Townline Homes Μετά από πολλά χρόνια έρευνας, διαβούλευσης και προσεκτικής εξέτασης από το ΚΕΕ, το Διοικητικό Συμβούλιο είναι έτοιμο να σας παρουσιάσει μια πορεία προς τα εμπρός-που πιστεύουμε ότι είναι προς το συμφέρον της κοινότητάς μας. Στο πλαίσιο του προγράμματος ανανέωσης, το ΚΕΕ έχει προσδιορίσει ότι το HCV θα είναι το καταλληλότερο για την επίτευξη αυτών των στόχων με τη συνεργασία με έναν τοπικό και έμπειρο προγραμματιστή για να βοηθήσει με την ανάπλαση του κοινοτικού γης. Μετά από μια εκτενή διαδικασία ελέγχου, έχουμε προσδιορίσει τα Townline σπίτια ως συνεργάτη ανάπτυξης που ευθυγραμμίζει καλύτερα με τις ανάγκες και τις απαιτήσεις της Κοινότητας για το πρόγραμμα ανανέωσης της. Townline σπίτια, το οποίο είναι ένα Βανκούβερ βασίζεται προγραμματιστής, είχε εκτεταμένη εμπειρία με αναανάπτυξη εκκλησία με πέντε παρόμοιες συνεργασίες εκκλησία μέσα στην ευρύτερη περιοχή του Βανκούβερ. Πολλά από τα μέλη μας έχουν ρωτήσει γιατί η Κοινότητα δεν αναπτύσσει τη δική της γη; Το ΚΕΕ διερεύνησε την επιλογή του HCV να αναλάβει το ρόλο του έργου για την επανανάπτυξη αυτών των εδαφών. Μετά από σημαντική ανάλυση και εξέταση, τόσο το ΚΕΕ όσο και το Διοικητικό Συμβούλιο καθόρισαν ότι αυτή η επιλογή θα εκθέσει την κοινότητά μας σε σημαντικούς οικονομικούς κινδύνους, καθώς θα απαιτούσε από την κοινότητά μας να μαζέψει ένα σημαντικό ποσό κεφαλαίου ή Κοινότητα ανάληψη ενός σημαντικού ποσού χρέους. Ποια είναι τα επόμενα βήματα; Καθώς αυτή η πρόταση θα μας επηρεάσει όλους, η συμμετοχή και η συμβολή της ένταξής μας είναι πολύ σημαντική. Προκειμένου τα μέλη μας να κατανοήσουν πλήρως το πρόγραμμα ανανέωσης και την προτεινόμενη επιλογή ανάπλασης, έχουμε φιλοξενήσει μια σειρά από ημερίδες ενημέρωσης τον Σεπτέμβριο και τον Οκτώβριο σε ορισμένες Κυριακές μετά τη θεία λειτουργία. Αυτές οι συνεδρίες σχεδιάστηκαν για να διασφαλίσετε ότι τα μέλη μας έχουν τις πιο πρόσφατες πληροφορίες σχετικά με την προτεινόμενη ανάπλαση, έχουν την ευκαιρία να ενημερωθούν πλήρως και να κάνουν ερωτήσεις. Το Συμβούλιο των επιτρόπων επιθυμεί να καλέσει μια χωριστή ειδική Γενική Συνέλευση που θα ζητήσει από τη συμμετοχή μας για να ψηφίσει για αυτήν την συνιστώμενη πρόταση ανάπτυξης. Αυτή είναι η τελική ψηφοφορία; Όχι-αυτό είναι μόνο το πρώτο βήμα στη διαδικασία. Εάν η προτεινόμενη επιλογή ανάπλασης είναι αποδεκτή από την ένταξή μας, τότε Townline σπίτια θα αρχίσουν να εργάζονται με την πόλη του Βανκούβερ σε μια εφαρμογή

7 αναδιάρθρωσης-η οποία αναμένεται να διαρκέσει περίπου 16 μήνες. Μόλις ολοκληρωθεί η διαδικασία οριοθέτησης με την πόλη του Βανκούβερ, το HCV θα συνεργαστεί με Townline για το σχεδιασμό και τη λειτουργικότητα των κτιρίων ως Κοινότητα, για να εξασφαλιστεί ανανεωμένο κοινοτικό κέντρο μας και η εκκλησία ανταποκρίνεται στις ανάγκες μας. Μόλις ο χωρισμός έχει εγκριθεί από την πόλη του Βανκούβερ, η ένταξη θα κληθεί να ψηφίσει και πάλι σε μια άλλη ειδική Γενική Συνέλευση αν θα προχωρήσει με Townline σπίτια για να ολοκληρωθεί η ανάπλαση. Θέλουμε να έχουμε όλα τα μέλη μας συμμετέχουν σε αυτό το συναρπαστικό επόμενο κεφάλαιο στο μέλλον της κοινότητάς μας. Ενώ η κοινότητά μας αντιμετωπίζει αυτή τη συναρπαστική, αλλά περίπλοκη πρόκληση, γνωρίζω ότι συλλογικά, είμαστε στο καθήκον. Πιστεύουμε ότι αυτό είναι το σωστό βήμα προς τα εμπρός για την κοινότητα μας να διασφαλίσει τη μακροπρόθεσμη κοινωνική και οικονομική βιωσιμότητά μας.
