14 FIVE IMPORTANT ASPECTS OF THE RULE 1. Your body is your own No-one one is allowed to touch their body without their permission CHILDREN have the right to refuse a kiss or a touch should be taught to say NO, immediately and firmly, to inappropriate physical contact should be taught to get away from unsafe situations should be taught to tell a trusted adult THE UNDERWEAR RULE 14

Good touch bad touch Children do not always recognise appropriate and inappropriate touching PARENTS Tell your children it is not okay if someone looks at or touches their private parts of their body, or asks them to look at or touch someone else s private parts An obvious easy-to-remember border: THE UNDERWEAR THE UNDERWEAR RULE 15

Good secrets bad secrets Secrecy is a main tactic of sexual abusers PARENTS It s important to teach the difference between good and bad secrets Every secret that makes them anxious, uncomfortable, fearful or sad is not good and should not be kept On the contrary it should be told to a trustworthy adult THE UNDERWEAR RULE 16
17 FIVE IMPORTANT ASPECTS OF THE RULE 4. Prevention and protection are the responsibility of an adult Abused children feel shame, guilt and fear ADULTS Should make sure their children know whom to turn to if they are worried, anxious or sad Should be attentive and receptive to their children's feelings and behavior CHILDREN Should always feel that they can talk to their parents about this issue THE UNDERWEAR RULE 17
18 FIVE IMPORTANT ASPECTS OF THE RULE 5. Information, reporting & disclosure Children need to be instructed about adults who can be part of their safety network. Only one member of the safety network should live with the child The other should live outside the immediate family circle Children should know how to seek help from such a trust network THE UNDERWEAR RULE 18
19 FIVE IMPORTANT ASPECTS OF THE RULE Known perpetrators In most cases the perpetrator is someone known to the child. It is difficult for the children to understand that someone who knows them could abuse them. RULE A set rule must be in the house; informing parents regularly about someone who: gives him/her GIFTS asks him/her to keep SECRETS tries to spend time ALONE with the child THE UNDERWEAR RULE 19
20 FIVE IMPORTANT ASPECTS OF THE RULE Unknown perpetrators In some cases the perpetrator is a stranger PARENTS Teach your child simple rules about contact with strangers: never get into a car with a stranger never accept gifts or invitations from a stranger THE UNDERWEAR RULE 20
21 FIVE IMPORTANT ASPECTS OF THE RULE HELP Children should know that there are: professionals that can be particularly helpful Special welfare centers where they can seek help Helplines they can call to seek advice and help THE UNDERWEAR RULE 21
22 WHY THE UNDERWEAR RULE? Child abuse happens to children of every gender, every age, every skin colour, every social class and every religion The perpetrator is often someone the child knows and trusts The perpetrator can also be a child YOU CAN HELP PREVENT THIS HAPPENING TO YOUR CHILD Good communication is the key THE UNDERWEAR RULE 22
23 WHAT TO DO IF YOU SUSPECT CHILD SEXUAL ABUSE χ Do not get angry with the child χ Do not make your child feel as they have done something wrong χ Try not to be upset in front of your child χ Try not to jump to conclusions Reassure your child that you will do something about it Contact someone who could help, like a psychologist, child care specialist, doctor, social worker or the police THE UNDERWEAR RULE 23

118 PARLIAMENTARY QUESTION To the Minister of Justice, Transparency and Human Rights Strengthening the national legal framework on child abuse With respect to the necessity of further strengthening the national legal framework and to achieve a uniformity of laws in the member states for the offences related to children sexual abuse, I asked the minister to inform me a) of all the relevant international agreements and conventions to which Greece is a signatory country b) of all relevant European Regulations and Directives and which of them and in what way they have been incorporated to our national legal system c)of all relevant national laws currently existing as well as all to which European and international institutional bodies operating with the aim of protecting children from sexual abuse Greece is a part of. 118
119 PARLIAMENTARY QUESTION To the Minister of Justice, Transparency and Human Rights Stricter criminal penalties for pedophiles I noted that the issue of child sexual abuse is in the top of the Council of Europe priorities, being an enormous problem with the utmost serious social repercussions and I asked the Minister if he can proceed with reviewing the relevant criminal provisions, so that all crimes against sexual freedom of minors under the age of 15 will be considered hideous and be exemplary punished and if, in these new law reform, pedophiles will be exempted from the general leniency provisions related to sentences suspensions and to conditional prisoners release 119
120 PARLIAMENTARY QUESTION To the Minister of Citizens Protection The need to create a Subdivision for Minors in the General Diractorate of Thessaloniki I asked the minister to take all necessary steps in order to create a fully operational Minors Subdivision in the Police Headquarters of Thessaloniki, which would have the capacity to handle delicate issues of children sexual abuse and violence, an obligation that is expressly stated in the relevant Presidential Decree but still not discharged as far as Thessaloniki is concerned. 120
121 PARLIAMENTARY QUESTION To the Minister of Health Establishment of Houses for Children, victims of sexual abuse I asked the Minister to create, organize and fund two Children Houses in Athens and Thessaloniki, in the way similar houses currently operate in Sweden. Such houses will host children victims of sexual abuse and violence and will, by statutory power, be organized in a way so that all necessary procedures (medical examination, testimony and so on) will be carried out there, so that psychological burden for the child is diminished to the greatest possible extend. 121
122 PARLIAMENTARY QUESTION To the Minister of Education, Religion, Culture and Sports Training educators to combat sexual abuse of children With respect to the fact that schools are the most important source of information for the children, I asked the Minister to educate and train public and private school teachers through special seminars in order to enable them to recognize cases of possible abuse and to teach children, in a simple and pedagogical manner, about the existing dangers and the value of sharing these serious incidents with their parents and teachers. 122
123 PARLIAMENTARY QUESTION To the Minister of Education, Religion, Culture and Sports Lessons in school on the sexual abuse of children With respect to the fact that public primary schools have a so called flexible zone where subjects of great importance, outside the curriculum, could be taught, I asked the minister to incorporate into the daily program of the flexible zone lessons about children sexual abuse, thereby facilitating the open discussion of delicate issues, distributing the relevant material of the Council of Europe and promoting awareness to parents, children and the school community. 123
